📋 Port Overview

Riga is a large manufacturing and commercial centre with a large number of varied factories and works, having a total berth length of 13,818m. Well equipped to handle vessels and cargoes of almost all types, including coal, container, timber, oil, Ro-Ro and cruise vessels. The port now handles LNG-powered container vessels. A large amount of the cargo handled is in transit to and from the CIS. Principal exports include coal, grain, foodstuffs, cotton, metals, ores and timber. Imports include fish, fruit, sugar, foodstuffs, metals, machinery and chemicals. The port is open all year round, though ice breaker assistance is usually required for about 1-4 months in winter. Considerable changes in water level may be caused by prevailing winds, depending on force, direction and period of time they blow.

General notices & regulations
Port formalities: All vessels entering or leaving the port of Riga, including port auxiliary craft and vessels in local traffic, are obliged to fulfil port formalities in compliance with Law No 348 issued by the Cabinet of Ministers of the Republic of Latvia, on Sep 15 1998. Upon completion of the arrival formalities, the Agent is to receive against his signature the following documents from the master: ..... 1. Cargo Ship Safety Construction Certificate (SOLAS-74); 2. Cargo Ship Safety Equipment Certificate (SOLAS-74); 3. Passenger Ship Safety Certificate (SOLAS-74); 4. Certificate of Seaworthiness (for vessels in Latvian Shipping Register only). The above documents must be verified with PCS. Exceptions from this requirement are to be agreed with PCS. The formalities on arrival must be cleared within 6 hours. For clearance purposes the master is obliged to make his vessel entirely available for the inspecting authorities. Port formalities are to be fulfilled by port auxiliary craft quarterly and by vessels in local traffic monthly. Each of their outbound and inbound passages is subject to registration by PCS. Vessels to undergo performance trials must provide PCS with: ..... 1. The master's request; 2. Authorisation of the performance trial by Latvian Register; 3. Crew List (in compliance with Certificate of Minimum Crew Manning requirements) sealed by the port health authority; 4. List of the shipyard's employees present onboard. The only document permitting a vessel to proceed to sea is the Port Clearance undersigned and sealed by officials of respective authorities. To clear an outbound tug with a tow, PCS is to be additionally provided with: ..... 1. A plan of the intended towage route; 2. Latvian/other Classification Register's authorisation for the intended voyage. PCS may exempt an outgoing vessel from clearance formalities, if it proceeds to render assistance to ships or lives in distress or is ordered by the harbour master to leave the Port due to force majeure. PCS permission to proceed to sea is valid for 2 hours. Upon expiration of this time the permission must be renewed. Should any changes take place in crew numbers or technical condition of a vessel after she has obtained permission to proceed to sea, the master is obliged to report to PCS and wait for further instructions. Notwithstanding the documents onboard, PCS may inspect a vessel if doubts about her actual state arise. Should a vessel depart from the port without the harbour master's permission, Latvian State authorities shall act to return it to the port. PCS is not liable for deficiencies not found upon pre sailing inspection of a vessel though known to, but concealed by, the master. Harbour master's powers: The harbour master can forbid a vessel to depart from the port, if: ..... 1. The vessel is unseaworthy or has breached freeboard rules and/or provisions for marine supplies or has neglected safe manning requirements or is otherwise deficient so that safety of navigation, marine ecology or health of those onboard are endangered; 2. The vessel's papers do not meet requirements in effect; 3. Relevant port dues and charges are not paid; 4. The vessel fails to be cleared by customs, immigration or other authority in the port; 5. A prohibition is sanctioned by a competent institution. Expenses incurred by a vessel being lawfully detained by the harbour master are to be covered by the owner. It is in the harbour master's jurisdiction to ask any shipmaster and any legal body or person being accommodated within the port for their craft and equipment to be placed at his disposal, if necessary for rescue purposes. Ice Navigation: The commencement of the ice navigation period in the Gulf of Riga shall be announced by the Riga harbour master. Vessels are not allowed to enter icebound waters of the Gulf of Riga without the harbour master's permission. In default thereof all costs related to the icebreaker assistance, if later required, shall be for the account of the vessel concerned. When ice conditions prevail, masters are kindly requested to report to the harbour master, after berthing, about ice and weather conditions encountered on their inbound voyage. During the ice navigation period, vessels without ice class are not allowed to proceed to sea or enter the Gulf of Riga unless the Harbour Master's permission is obtained. Prior to icebreaker assistance in the Gulf of Riga, the master is to advise, with the assistance of his agent, the following information to the harbour master: ..... 1. Time of arrival at the ice bar or of entrance into open water; 2. Time of commencement and completion of the icebreaker assistance. Should a vessel fail to follow the icebreaker's instructions, the master of the latter may refuse to lead the vessel through ice. Neither the Government nor the icebreaker shall be liable for any delay, damage or other loss caused to a ship, her cargo or passengers due to passage through and/or manoeuvring in ice upon following the icebreaker or in her tow. An icebreaker's assistance is to be ordered with the harbour master 24 hours in advance (Tel: +371 721 1623). Without reconnaissance of the ice bar within 3nm miles off the harbour mouth no vessel shall be allowed to leave or to enter the port. Under ice conditions, vessels may wait for sailing permission on the berth or, after completion of port formalities, standing in ice within the following areas: ..... 1. Eastward from the main ship channel between Audupe River and Daugavgriva Harbour gate; 2. Opposite to Export Harbour without impeding other vessels. Ice-breaking Service: Vessels bound or departing from the port should report at least 24 hours before the vessel passes the meridian of the Irbe Strait Light entering the port or 24 hours before leaving the port. The report should be sent to the harbour master and the Captain of the ice-breaker "Varma" direct or through the agent stating the following information. ..... 1. Vessel's name 2. Flag 3. Callsign 4. Ice classification 5. Vessel's length and beam 6. Draught 7. Tonnage 8. Main engine capacity 9. Type and quantity of cargo 10. Time of arrival at the meridian of Irbe Strait Light or time departure from the port. Effective from 01st September 2016, the European Anti-Fraud Office (OLAF) will require sea carriers calling at EU ports to file Container Status Messages (CSMs). Vessels experiencing technical communication problems should report the issue via e-mail to the Commission's help-service email: olaf-afis-it-help-desk@ec.europa.eu.
