Roja (LVROJ)

The port is protected from the sea by NW and SE moles and is primarily used for the transhipment of timber and other cargoes. The port also serves fishing boats and yachts.

Summer Zone for vessels over 100m in length and Winter Zone for vessels of 100m or less in length. Winter Nov 1 to Mar 31, Summer Apr 1 to Oct 31.

Roja is situated on the W shore of the Gulf of Riga, approx 50nm NW of Riga.

LOA 115m, beam 16.0m, draught 5.2m.

Anchorage sheltered from offshore winds may be obtained in the vicinity of the Fairway Buoy, in depths of 9.0 to 11.0m.

Entry: Is from Fairway Lightbuoy keeping on the leading line 198.25°. When entering vessels should keep close to the N mole. Landmarks when approaching port of Roja from seaward are: The white buildings of the Fishery complex with a chimney on the boiler house and the water tower on the right bank of the river, the administrative building and repair shops with a chimney on the boiler house on the left river bank. Min reported depth on the leading line is 5.0m.

Mooring of a second vessel is prohibited in the following instances: ..... 1. Mooring to a smaller vessel 2. If the major engines, anchors or the steering mechanism are out of order. 3. At any vessel in which fumigation is carried out. 4. To any vessel with dangerous cargo. 5. To any vessels which does not have free pratique lights. 6. To any vessel without the acceptance of the master.

Pilotage service is mandatory for vessels over 50m in length. Pilots can be contacted on: VHF Ch 10, 16; Telephone: +371 326 9315; Fax: +371 326 9094. For shifting and departure from the port, Shipmasters must apply for the services of a pilot not less than 2 hours in advance.

Roja Leading Lights: Front Light (red rectangle, white stripe, on red framework tower, height 20m) (57°30.3'N 022°48.6'E); Rear Light (676m from the front).

Vessels over 40m in length are only allowed to enter the port if wind velocity does not exceed 11.6kts and visibility is more than 1.5km.

In the water area the prevailing winds are from SW and W. The current in the port is determined by water brought down by the river and by changes in sea level and is approx 0.1kn.

Customs, Tel: +371 326 9396. Crew may not disembark until customs controls have been completed. No loading or unloading may commence before customs procedures are completed and permits are issued.

Foreign vessels must advise ETA to harbour master 24 and 4 hours before arrival at the port. The master is required to provide the following information: ..... 1. Name of vessel 2. Before a vessel is allowed into the port it must await the permission of the Harbour Master while it is not more than 2nm from the port entrance. Documentation required: The documents necessary for entering the port must be submitted no later than 6 hours after arrival. Vessel with dangerous cargo must not enter the port of Roja. Areas where work is being undertaken must be thoroughly cleaned upon completion of the work. While at the port, the vessel's ladder must be mounted with safety net stretched under the steps and a lifebuoy hung near the ladder. At night the ladder and overboard must be illuminated. The speed of vessels of more than 200GT within the port must not exceed 5kts. For any vessels exceeding this weight, its speed must not exceed the speed necessary for safe manoeuvring.

The master must report either in person or through agents to the Sanitary Quarantine Service, any unfavourable sanitary conditions or epidemics relating to the crew or goods. Such reports must be given 12 hours before the vessel arrives at the port.
