Vostochny (RUVYP)

Vostochny is an expanding major commercial port, connected to the railway system of the former USSR and serves as a gateway to the Asia-Pacific markets. With depths of 22.0m in the fairway, the port can handle vessels up to 150,000DWT. The port mainly handles bulk coal and coke but also has facilities to handle metal, cellulose, chemical, grain and timber.

Summer zone for vessels over 100m in length and Winter Seasonal Area for vessels of 100m or less in length. Winter Dec 1 to Feb 28/29, Summer Mar 1 to Nov 30.

Vostochny is located on the SE coast of Nakhodka Bay, 20km E of Nakhodka, in Primorsky region.

Harbour: LOA 300m, beam 46m, draught 16m, 190,000DWT.

Approx 87,000,000t of cargo including 25,500,000t of coal, 480,000TEU and 565 vessels handled annually.

Only vessels with Russian flag and Russian crew can obtain anchorage in Vrangel Bay. For other vessels, anchorage is only available in the outer roads.

The channel between the points of Kamensky and Petrovsky, is marked by two buoys and has natural depths in the fairway of 22.0m. Vrangel Leading Beacons (white trapezium-shaped with red stripe, wooden structures, 15m and 16m in height, respectively) stand 0.25nm apart and 0.5nm SE of the head of the bay. In line bearing 117°, they lead through Fairway No 3, passing between 2 lightbuoys (port and starboard hand), marking the entrance to Vrangel Bay.

Compulsory and available throughout 24 hours. Request for pilotage should be submitted directly or via agent to the Port State Inspection Office (PSIO) and the Port Dispatcher 24 hours before arrival, and confirming 2 hours before arrival. Vessels should contact PSIO no later than 30 minutes before arrival at the inner roads to obtain permission to enter the port. Vessels alongside the berths shall be connected to the port telephone network or maintain a continuous watch on VHF Ch 14. Departing vessels should submit a pilotage request to the Port Dispatcher and PSIO 2 hours before departure. Pilot boards as follows: ..... 1. Zaliv Nakhodka Lightbuoy No 1 (42°43.3'N 132°56.2'E) 2. In the vicinity of Fairway No 3 (Bukhta Vrangelya) if proceeding direct to Port Vostochnyy.

The port limits are defined by a line joining the points of Kamensky, Krasny and Nepristupny. The inner roads are in Vrangel Bay. The remaining area is the outer roads.

Vessels approaching the port through the main fairway should not exceed a speed of 12kts. Vessels approaching Bukhta Vrangelya should not exceed 6kts.

Mean max range approx 0.1m, mean min range approx 0.2m.

Vessels should contact Vessel Traffic Control Centre (VTCC) on VHF Ch 16 or 13 as follows: ..... 1. Three hours before arrival at Zaliv Nakhodka Lightbuoy No 1. 2. When approaching 2nm from Zaliv Nakhodka Lightbuoy No 1. The initial report should contain the following information: ..... 1. Vessel type and name 2. Country of registry and owner's details 3. LOA 4. Actual draught 5. Port of destination 6. Agent's name. Vessels should maintain a continuous listening watch on VHF Ch 16 or any other channel instructed by the VTCC. Permission must be obtained by the VTCC before entering the area, anchoring, weighing anchor, mooring or unmooring. If operations have not commenced within 30 minutes, new permission must be obtained.

The port has 4 tugs available for berthing. A minimum of 2 tugs is compulsory.

During the summer (May-Aug) in Vrangel Bay, a monsoon climate prevails, bringing E and SE winds. During autumn and winter (Oct-Mar), N and NW winds prevail. The calm accounts for 15% of this period. Fogs come in Mar or Apr and on average they last for 11 days a month. The number of such days is increased in Jun and goes up to 20 or 25 days. The fog starts when S or SE winds blow. Ice forms in Jan and starts to thaw at the end of Feb. The drift ice coming from the Gulf of Nakhodka presses onto Container Wharves No 5, 6, 7 and 8.

Each vessel is obliged to fly the national flag of Russia in a visible place.

It is prohibited for vessels to be moored in the port or anchored in the inner harbour, Vrangel Bay is used for clearing vessels in and out only.

Master must inform agent of number of ill patients before the 6 hour ETA. Free pratique is granted alongside berth. Health regulations of port according to International Rules and Regulations.

Master to tender NOR to agents after being granted free pratique.
