Jebel Ali (AEJEA)

The largest man made harbour in the world, with a large industrial development including aluminium, gas and cement facilities. The merger and relocating with Port Rashid also brought a large increase in container handling. Facilities exist to accommodate Ro-Ro's, container ships, bulkers, general cargo vessels and tankers.

The port is located on the Gulf coast approx 35km SW of Dubai.

Approx 37,000,000t of cargo, 16,000,000TEU and 18,000 passengers handled annually.

The holding ground is poor, vessels are recommended to use more cable than usual. The anchorage area is enclosed by the following four positions: ..... Latitude Longitude 1. 25°11.30'N 054°49.75'E 2. 25°08.20'N 054°53.20'E 3. 25°05.38'N 054°49.75'E 4. 25°08.30'N 054°46.20'E Vessels anchor in a depth of approx 16.0-20.0m. Prohibited anchorage: All vessels are warned that an untrenched pipeline lies E of the channel. This line comes ashore in position 25°01.0'N 055°04.5'E, it is from 1.7-5.4nm E of buoyed entrance channel. Vessels should not anchor near this pipeline, nor should they approach the area with anchors walked back or trailing. Several other unmarked pipelines exist to the N of Jebel Ali Port limits. Anchoring other than in designated anchorages is not advisable.

Ships should approach the Mina Jebel Ali Light Float in 25°10'N 054°52'E, LFI 15s RW. The float lies on the axis of the channel leading into Jebel Ali Terminal and from here vessels should steer 135° to approach the pilot boarding area. The Jebel Ali approach channel begins 13nm offshore has a depth of 17.0m and width of 320m. The channel entrance begins with a new gate at the seaward end of Jebel Ali approach channel, designated Gate One. The sea mark position for Gate One is port hand buoy (QR) 25°08.28'N 054°55.11'E, starboard hand buoy (QG) 25°08.17'N 054°54.98'E. After 13nm, the approach channel takes a 25° bend and becomes the entrance channel, which leads into the harbour on an alignment of 340°-160°. The approach channel has a width of 320m reducing to 235m, the channel widens to 550m in the bend and in the entrance channel to 340m. The approach and the berth basin for the LNG facility are dredged to 14.0m. The outer basin is 2,300m in length and 600m wide with depths from 14.0m to 16.0m. The inner basin is 3,700m in length and 425m wide with depths of 11.5, 16.0m and 17.0m.

Pilotage is compulsory for all vessels of 150NT and over and available on a 24 hour basis. LNG carriers, rigs, dead ships, VLCC's and ULCC's navigate in daytime only. Vessels requiring a pilot should call Jebel Ali control on VHF Ch 16, 69 at least 2 hours before arrival at pilot boarding area. All vessels (other than exempted vessels) navigating whether by entry, leaving or moving within Jebel Ali shall be under the charge of a pilot: The following vessels will be excepted ships: ..... 1. Warships 2. Pleasure craft 3. Ships of less than 150NT 4. Tugs, dredgers, barges or similar vessels whose ordinary course of navigation does not extend beyond the gulf. 5. MENAS tenders 6. Country craft Pilots will board from fast launches, marked "Pilots" equipped with VHF. Watch kept on VHF Ch 16, 69, callsign "Jebel Ali Pilots". Vessels requiring a pilot should give at least 2 hours notice of arrival in the pilot boarding area, but vessels may be instructed to approach the channel entrance by port control. Outbound ships request a pilot at least 1 hour before departure. Masters should obtain a Master's Report from the inward pilot and return it completed before the pilot leaves. Masters are advised that an outward pilot cannot take the ship to sea without first having a valid immigration clearance. The pilot boarding area is located 2nm SE of Jebel Ali Lightbuoy (25°09.2'N 054°54.0'E). Pilots will normally meet and embark incoming vessels at the above mentioned pilot boarding area, but vessels may be instructed to approach the channel entrance by port control. Masters are reminded to provide a safe lee. Pilot ladder requirements: As per IMO requirement and should comply with the international convention for the safety of life at sea 1974, regulation 17 of safety of navigation, chapter V.

Port limits extend to 5nm.

Jebel Ali Light Float (25°10'N 054°52'E) with a red hull and framework light tower, fitted with a radar reflector and a Racon is moored 13nm NW of the entrance to the port, in addition to its main light, a quick flashing riding light is exhibited. Two power stations with conspicuous chimneys (red obstruction lights), stand on the coast 5nm NE of Mina Jebel Ali. The seaward end of the cooling water intakes for the power stations are marked by light buoys. Aero Lights are exhibited from 2 flare stacks situated at the gas refinery, the tanks of which are conspicuous, stand close NE of the port area. A radio mast, 91m in height, stands on the NE side of the harbour close S of No 1 Tanker Berth. An aluminium smelter works, which is conspicuous, stands on the coast 1nm NE of the gas refinery. Mina Jebel Ali control tower, attaining an elevation of 50m, is conspicuous on the SW side of the harbour. Two conspicuous silos stand on Quay No 1 close NE of the control tower. Jebel Ali (25°02'N 055°08'E) a conspicuous flat topped hill, 67m high, is situated 1.75nm inland and 4.5nm ENE of the entrance to Mina Jebel Ali. Three conspicuous radio towers (red obstruction lights) stand close N of the summit of Jebel al Ali. An earth satellite tracking station, comprising 3 large and conspicuous dish aerials, marked by obstruction lights, stand respectively, close N and W of the radio masts. Jebel Ali Hotel, with a marina fronting it, is on the coast 1.5nm W of the port. Hassah Palace stands on the shore between the port and Jebel Ali Hotel; Hassah Marina, enclosed by breakwaters, fronts the palace. A light is exhibited from a white tower with a red band on the W breakwater head.

Masters must advise the Harbour Master if they are carrying hazardous cargo.

10 tugs are maintained at Jebel Ali terminal. They are fully equipped with radar, multi-channel VHF radios, towing winches and towlines. LNG vessels: Q Flex - Berthing 4 x 70t tugs, unberthing 2 x 70t and 1 x 50t tugs. 140,000mі - Berthing 2 x 70t and 2 x 50t tugs, unberthing 3 x 50t tugs.

Immigration officers are established in port. The service is available throughout 24 hours. However, Masters should advise their agent that the ship may leave outside normal office hours and that the agency should check that immigration officials will be available to clear vessels outward, this applies to public holidays. Masters are advised that Immigration clearance documentation must be onboard and sighted by the pilot before he can take the vessel to sea. Customs: Jebel Ali is a port of entry. Crew must hold a Seaman's Book and sign on/off per visit with prior notice. Vessels calling at Jebel Ali should have "Jebel Ali" mentioned as the next port of call in their last port clearance to register the vessel at immigration. Port clearance with "For Orders" or "International Waters" will not be accepted. Any vessel without Port clearance for Jebel Ali must have the port clearance amended from the issuing authority.

The following documentation should be delivered to the authorities at least 48 hours prior to the vessels arrival.
