Odessa (UAODS)

The port is normally open for navigation all year round but icebreaker assistance may be required by vessels for up to 30 days during severe winters. Refinery supplies and operations in the area may, reportedly, have been affected following political and economic decisions. Imports: Raw sugar, containers, fruits and general cargo. Exports: Non-ferrous and ferrous metals, containers, chemical fertilisers, paper, and cereals.

Summer Zone for vessels over 100m in length and Winter Seasonal Area for vessels of 100m or less in length, Winter Dec 1 to Feb 28/29, Summer Mar 1 to Nov 30.

Odessa is located on the N shore of the Black Sea in the SW part of Odessa Bay, approx 150km NE of the Romanian border.

LOA 330m, draught 12.7m, beam 48.4m, 117,366DWT

Approx 22,000,000t of cargo (including 6,800,000t of grain) and 670,000TEU handled annually.

Two anchorages are available at the Odessa Roadstead, Nos 355 and 354; their boundaries duly charted. Anchorage No 354 is for large capacity vessels, tankers, vessels with dangerous cargoes and other ships standing by for entering the port. Anchorage No 355 is used by vessels clearing in or out of port and by those that are to take on water, supplies, fuel, or undergoing minor repairs and is divided into ten specific anchoring points, shown on the chart. Vessels shall proceed to and from anchor at Anchorage No 354 without assistance. Upon anchoring, the vessel shall communicate to the Traffic Control Station the bearings and distance from the Vorontsovsky Lighthouse. Cautions: A wreck and obstructions are located in the NE area of Anchorage 354. Anchoring in the Oil Harbour Channel, in the prescribed routes and harbour approaches as well as in the harbour gate should be avoided

For entering and departing the port, there is the Eastern gateway, Western gateway, Northern gateway and Main Oil Harbour Channel including first and second bends. It is recommended that Masters should enter the port via Vorontsov gateway on fixed course, near 180°. Tanker channel is 1,600m long, width 125m and has a least depth of 13.6m.

Large vessels in fully ballasted condition are allowed to berth if winds do not exceed 25kts.

Compulsory, arranged through Port Operations. Vessels should confirm readiness of the vessel by VHF to the VTS. The pilot is brought onboard and returned to shore by pilot launch, 2nm E of the Vorontsovsky Lighthouse (46°29.8'N 030°48.5'E) or in the anchorage. The Master is responsible for the safety of the pilot launch and the pilot when he boards and disembarks from the vessel as well as during the Pilot's stay on the vessel.

The port waters are bounded in the S by parallel of 46°25.0'N from the shoreline as far as its intersection with meridian 030°54.0'E, in the E in the N by parallel 46°32.0'N to its intersection with the shoreline and on the W by the shoreline and berth limits.Port waters include interior port water area and external roadstead with Anchorages No 354 and 355.

Major Lights: Odes'kyy Light (46°23'N 030°45'E). Vorontsovskiy Light (white round tower, red lantern, 26m in height) (46°30'N 030°46'E). Odessskiy Stvornyy Light (white hut on building, 20m in height) (46°29.4'N 030° 44.1'E). Luzanovskiy Light (orange column of white round concrete tower, 10m in height) (46°33'N 030°50'E).

The speed of a vessel shall not exceed 6kts when passing through the approach channel or in the port area, unless otherwise instructed by Odessa Port Control. When entering or leaving the port, vessels of a medium size must have a keel clearance not less than 0.3m, large vessels not less than 0.6m. When in port waters, vessels whose draught is 11.0m or more are considered to be restricted by draught, and should exhibit lights and signals as per Rule 28 IRPCS-72. Vessels should enter only with pilot and have lights according to pilot's instructions. Vessel can enter and leave the port at any time day or night. Large vessels laden with ballast water only, are allowed to moor to a berth if winds do not exceed 25kts. Smaller vessels may be turned broadside on to a loaded vessel of a large size, but not vice versa. Entry prohibited to all ports of the Odessa Region for all vessels not complying with MARPOL and tankers, gas carriers, chemical products carriers over 15 years old. Visibility: When visibility is less than 2nm in the outer roadstead and 5nm in the inner roadstead, movement of ships can only be carried out under radar pilotage from the coast radar station. Tankers may not approach or leave berths in the oil harbour, even under radar pilotage, if visibility is less than 1nm.

Range 0.6m.

The area of operations for Vessel Traffic Service is bounded to the S and SE by the arc of a circle, 8nm in radius, centred on the Harbour Control Post, and to the E by the meridian of 30°55.0'E. The operational area covers the NW Black Sea and approaches to Chornomorsk, Odessa, Port Yuzhnyy and the Dripro-Buz'kyy Canal. The coverage of the Chornomorsk Traffic Control extends 14nm from Chornomorsk port extending the areas of Yuzhnyy and Odessa Port Controls. Description: ..... 1. Automatic surveillance and tracking of vessels arriving and transiting in the VTS area. 2. Automatic determination of arrival time at the appropriate port. 3. Automatic continuous tracking and monitoring of position, course and speed for all vessels in the VTS area 4. Instantaneous information and recommendations concerning safety of navigation. 5. Compilation of a database for vessel information, navigation rules, traffic flow and navigation reports. 6. Further information on request. Procedure: ..... 1. Participation in the VTS is mandatory for all vessels. 2. Reporting: Vessels should send an initial report to the VTS via agents 24 hours before arrival, stating the following information: a) Vessels, name (including any previous names), flag, port of registry and ETA b) DWT, GT, NT, LOA, BOA, moulded depth and draught on arrival (forward and aft) c) Type of cargo (including presence or otherwise of dangerous cargo onboard) d) Any deficiencies or restrictions 3. Vessels should establish contact with the VTS on VHF Ch 10, 30mins before entering the VTS area, stating the following information: a) Vessels name (including previous names) b) Type of vessel and condition (loaded or otherwise) c) Name of agent and owner d) IMO No and MMSI e) Flag and port of registry f) DWT, GT and NT g) LOA, BOA and moulded depth h) Draught (forward and aft) i) Last port, destination and ETA at destination port j) Number of passengers (ferries and passenger vessels) k) Dangerous cargo onboard l) State of radar and any defects affecting the safety of navigation m) Other information as requested by the VTS 4. Permission to enter the VTS area should also be obtained at this time. 5. A continuous listening watch should be maintained on VHF channels 10 and 16 within the VTS area. Vessels should monitor the VHF broadcasts and follow the instructions, recommendations, and warnings concerning the safety of navigation, life, property and the environment. The area within a radius of 3nm from Vorontsovsky Lighthouse is under the control of the Harbour Control Post situated at the Signal Station on the Quarantine mole.

Towage compulsory for vessels over LOA 50m. The number of tugs for mooring/unmooring at berth, when required, is determined by the Master according to the pilot's advice. Contact Traffic Manager on VHF Ch 14, callsign "Odessa Port Control", at least 2 hours prior to the vessel approaching the port gateway. Vessels requiring a Pilot or tug for entering or leaving the port or shifting berth, should call VTS 45 mins in advance.

Prevailing winds: N'ly. The port is navigable throughout the year, with the assistance of an icebreaker for approx 30 days a year. Ice usually appears in the second half of Dec and finally disappears in Feb or Mar. The ice is often broken up by stormy winds but icebreaker assistance may be required by vessels for up to 30 days during severe winters. In mild winters Odessa Bay has remained ice free throughout the season.

Radar assisted pilotage of passenger ships, gas carriers, chemical carriers, ferries, tankers and unique ships ie. barge carriers is obligatory in any visibility. Only vessels with operating main engine, steering and anchor gear, radar system, VHF, gyrocompass and sound signals, may be accepted for radar assisted pilotage.

No limits on tobacco onboard vessel, but when going ashore not more than 1 or 2 packets. Wine/spirits not to be taken ashore.

Masters of vessels must supply the port with arrival information approx 10 days prior to ETA, and also specify the time of arrival 48, 24, and 4 hours prior to arrival. The message to include, purpose of call, vessel details, flag, LOA, beam, depth, number of holds, number of crew members onboard, amount of cargo for discharge/loading, information about heavy weight, long length cargoes and last port of call.

Interco flags are used only with permission of the Harbour Master.

In accordance with Ukrainian legislation, agency informs all approaching vessels about necessity of replacing ballast prior to entering the Black Sea. It is prohibited to discharge ballast in the 12nm zone. Permission for discharge in port and roadstead is given by state inspectors after positive analysis results. All calling vessels should be equipped with closed fan and accumulation tanks. Obligatory regulations in Odessa Sea Port and registration points: Louzanovka, Langeron, Otrada, Delphin, Arcadia, the 10th, 13th, 16th stations of Bolshoi Fontan, Tchemomorka commissioned since Apr 10, 1997.

Masters of all vessels proceeding from foreign ports must inform the Sanitary and Quarantine Department via the agent of the situation onboard. If the Master has any sick crew members or passengers he should anchor and await instructions. Advance notice for medical attention is required, notice should be given to the agent. Agent to advise Port Health and Quarantine department of ETA or ETD 12 hours prior to arrival and when passage duration is less than 48 hours, not more than 6 hours. Vessel receives free pratique when formalising vessel's arrival. Master can request pratique on VHF through agent, by providing the following information: ..... 1.
