Taichung (TWTXG)

The port is protected by two breakwaters. The harbour entrance is 350m wide, there are 50 berths available for container, general cargo, bulk cargo, liquid, cement, grain, coal and passengers. Latterly, the port has become more involved with the growing renewable energy sector and will provide facilities and services for the offshore wind turbine business. Imports: Grain, logs, coal, molasses, oil, cement, chemical products, iron and steel. Exports: Food and canned food, rice textiles, wood products, paper, glass, fertiliser, iron and steel.

Summer.

Taichung is located approximately 110nm to the Keelung Port in North and approximately 120nm to the Kaohsiung port in the South.

LOA 300m, draught 14.50m, beam 50m, 210,956DWT.

Approx 69,000,000t of cargo, 1,800,000TEU, 23,000 vessels and 5,000 passengers handled annually.

The outer harbour anchorage is located 1-4nm SW of the S breakwater. It covers an area contained by the following points: ..... Latitude Longitude 1. 24°17.3'N 120°29.4'E 2. 24°17.3'N 120°29.0'E 3. 24°16.4'N 120°27.4'E 4. 24°16.4'N 120°25.8'E 5. 24°14.1'N 120°25.4'E 6. 24°14.1'N 120°27.5'E Anchorages S1-S8: It is recommended that small vessels, less than 120m in length and less than 7.0m in draught, should anchor 1.0-2.25nm SW of the S breakwater at anchorages S1 to S8, each with a radius of 300m. The depth in this area is about 7.0-19.0m with sand bottom. Some shelter is offered in this area by the N breakwater during NE monsoon season. Anchorages M1-M8: Each with a radius of 400m, for vessels of 120m to 200m in length and less than 11.0m draught, 2-4nm SW of the S breakwater. The depth is approx 15.0-20.0m. Anchorages L1-L6: Vessels of more than 200m in length or more than 11m draught should anchor at anchorages L1 to L6, 3 to 5nm SW of the S breakwater. The depth is approx 16.0-19.0m. Taichung outer harbour has a depth of 8.0-25.0m with sand bottom. During the NE monsoon, especially with wind force over force 7, dragging often occurs. All vessels must report the time of anchoring to Taichung Port Radio or Port Control on VHF Ch 14 or 16. They must also monitor these channels and be ready to move at all times. Prohibited anchorage: North of a line drawn through points 1, 2, 3, 4 (above), E of Long 120°26'E, W of the fairway entrance. This area is designated for traffic separation purposes. All vessels shall avoid anchoring or staying in this area unless authorised to do so by port radio or port control. Standby area for inbound vessels ready for berthing: This area is located in a position centred on position 24°17'N 120°26.5'E with a diameter of 1.1nm. All vessels drifting and awaiting pilot in this area should also monitor VHF Ch 14. Quarantine anchorage: All vessels from infected areas, or who have not been granted free pratique by radio should anchor at the turning basin, as directed by the pilot, for quarantine inspection.

The port is approached from W and entered between two breakwaters at the N end of the harbour. The main entrance has a width of 350m and a depth of 16.0m. The inner channel N section to the Industrial Harbour has a width of 400m and depth 16.0m. The N turning basin has a diameter of 1,000m and depth of 16.0m; S turning basin has a diameter 1,100m and depth of 16.0m. The industrial basin has a width of 500m with depth of 16.0-18.0m. The harbour craft and fishing port areas have a depth of 3.5-4.5m. One way traffic is in operation in Main Channel and overtaking, crossing and proceeding parallel to another vessel is not permitted. Caution: During the NE monsoon, when an inbound vessel gets 25% of its length inside the N breakwater, strong cross currents push the port quarter and veer the bow drastically to the N. This tendency is exacerbated by wind effect. It is possible for inbound vessels to make contact with the N breakwater on their port bows if sailing too close to the breakwater. It is strongly recommended that all inbound vessels should proceed from the SW of the entrance.

The port operates on a "first come, first served" basis with exceptions at some berths.

Compulsory for all domestic vessels over 1,000GT and foreign vessels over 500GT, available throughout 24 hours, contact should be made at about 20nm or 2 hours from the pilot boarding position. When the Master of an inbound vessel receives berthing instructions from Port Control, he should weigh anchor and proceed to the standby area in position 24°17.5'N 120°29.4'E, 2.5-3nm SW of the S breakwater. The Master must maintain contact with the pilot on VHF Ch 14 for further advice. When the pilot boat departs from its station, the inbound vessel must proceed on a course of 060° heading towards the centre of the entrance with engine at full ahead. When the vessel reaches 1nm off the S breakwater it should slow to half ahead but maintain a speed of 6kts. In order to steer effectively the vessel should not stop its engine. A pilot ladder should always be kept ready on the lee side. Pilot boards approx 0.5nm off the S breakwater. General information for outbound vessels: ..... 1. All outbound vessels should consider the following factors before sailing: wind direction and velocity, sea current condition, main engine capacity, ballast quantity, draught, etc. In order to avoid time loss, Port Authority, linesmen, tugs and pilot should be arranged by the agent after Master's confirmation of sailing. 2. Departing vessels should have full ballast. Panamax ships should have a heavy ballast condition in No 4 cargo hold before sailing. The recommended sailing draught for Panamax vessels is approx 6.0m forward and 8.0m aft. 3. The pilot will take the vessel to the fairway, close to the inner breakwater, where the Master must be fully aware of the prevailing circumstances and conditions. After the pilot has disembarked, the Master should increase speed immediately and steady on a course of 294°, applying leeway as necessary.

The N boundary is the south beach of Ta-Chia stream and the S boundary is the north beach of Ta-Tu stream, W boundary is the Taiwan Strait. The port including the business port, industrial port and fishing port covers an area of 3,760ha.

The outer S breakwater is equipped with a Racon (Morse "F"). The chimneys of the Power plant are very conspicuous and make good landmarks for approaching vessels.

Before sunrise and after sunset (1800-0600hrs), ships with a LOA 180m or more are prohibited from entering the port except with special permission, but sailing may be at any time. Container vessels however, are handled on a 24 hour basis.

Mean spring range 4.3m; mean neap range 2.4m.

Traffic separation scheme (TSS) operates in the outer harbour. All vessels should navigate in the appropriate traffic lane. The separation zone is an area drawn through the following points: ..... Prevailing winds: NE'ly, S'ly. The NE monsoon season starts in Sep and lasts through to April. During the period, wind direction is NNE'ly with a speed up to 30-50kts, a strong SSW current is produced near the end of the outer N breakwater. Typhoons normally occur from July to October with max wind speed recorded at force 13 Beaufort scale. Taichung is seldom subject to severe typhoon weather, being sheltered by the Central Mountain Range.

All vessels entering the port must be examined by the Quarantine Inspection Officer and obtain a Certificate of Sanitary Inspection. Radio pratique is required 36 hours before arrival. A vessel without radio pratique or a valid Ship Sanitation Control Exemption Certificate and requiring a quarantine inspection may be anchored temporarily in the turning basin inside the harbour entrance to undergo inspection.
