Lavan Island (IRLVP)

The port consist of jetties operated by the Iranian Offshore Oil Company (IOOC) and Lavan Oil Refining Company for handling crude, oil products, LPG and chemicals.

Lavan Oil Terminal is located on the SE side of Lavan Island 10km off the mainland of Iran and 2.1nm W of the E extremity of the island.

Harbour: LOA 130m, beam 18.6m, draught 19.2m, 225,000DWT. Off Shore: 300,00DWT. Unrestricted LOA and beam at Lavan Island Terminal.

Tankers waiting to berth alongside at the oil terminal use the anchorage approx 2.1nm SE of Loading Terminal; the holding ground is poor. Deep draught vessels must take care to avoid the shoal water SW of Jazireh-ye Shitvar. From a position S of the pilot boarding position the alignment (303.75°) of leading lights, not easily visible within shore lighting, leads about 2nm NW to the terminal jetty. Cargo vessels use the area N of the tanker anchorage. Prohibited anchorages: Submarine oil pipelines, connect the oil terminal to Sassan Oilfield, 75nm S; Rostam Oilfield, 57.5nm SSW; and Bahram Oilfield, 50nm SW. Several lightbuoys, including Sassan Lightbuoy are moored in the vicinity of the pipelines within the terminal port area. Anchorage is prohibited within 0.35nm of each submarine pipeline and also within the whole of the terminal port area. Lights arranged in two pairs in the vicinity of the oil terminal, in line bearing approx 055° and 001.5°, respectively, mark the W and E limits of the pipeline area.

Mooring arrangements 3, 3, 2 fore and aft, first line is spring.

Compulsory for all vessels entering the terminal port area; a mooring master will board vessels approx 2nm SE of the oil loading terminal.

The limits of the terminal port area extend 0.75nm offshore 1nm W and 1.25nm E of the terminal jetty head.

Two red transit lights are exhibited at the head and at the elbow of the terminal jetty.

Berthing in daylight hours only, unberthing at any time subject to port being open.

Tidal streams at the oil terminal change at approx 1-2 hours after HW and LW; there are only short slack water periods. During springs, rates of up to 2.0kts are quite usual and sometimes unberthing is impracticable during a full ebb.

Two tugs of 4,400bhp with towing lines and fire fighting equipment are available.

Prevailing winds: NW'ly and SE'ly monsoon. A heavy sea and swell is experienced at the oil terminal throughout the winter months; during this period, strong SE gales occur with little or no warning and may last for several days, during which time berthing may not be possible.

Callsign "Lavan Marine", 2,638 kHz. VHF: Ch 12, commence calling 4 hours prior to arrival.

Once berthed, customs and immigration officers will board the vessel.

Vessels should notify ETA 96 and 48 hours in advance by fax to +98 21 8871 6345 (attention Lavan Marine). The Iranian flag (green side uppermost) must be flown while vessel is within territorial waters.

Vessels must comply with the following minimum acceptance criteria: ..... 1. 300,000DWT or less. 2. Vessel to be moored by 2 hawsers connecting to a chafe chain. 3. Vessel must be equipped with a Smith bracket on each side of the bow for leading the chain. 4. Vessel must be equipped with a crane of minimum 10t SWL on the port side. 5. 2 x 16in flexible hoses to connect to ships manifolds. 6. Vessel must have operational inert gas system. 7. OBO carriers are discouraged, but if used, must provide evidence that the crew are competent in crude oil operations and the last 2 cargoes were crude oil. 8. Vessels must be capable of loading cargo in Closed Loading Mode. 9. If required to deballast, only SBT or CBT vessels with ODME operational systems can be accepted.

The quarantine officer will board after berthing to grant free pratique.
