🛡️ Pre-Arrival Information
Communications
VHF/FM Radio Telephone (International Calling Channel 16, frequency 156.8mHz). Masters are recommended to use system immediately they are within radio range of the Lalang Marine Terminal. Attention to VHF communications may be the means of avoiding delay in berthing and vessels turn around time. While in the terminal area the ship's radio will be under the sole control of the Master. The terminal radios will be under the sole control of the Terminal Superintendent or his designated alternate. Masters are reminded that if tankers are requested to anchor to await berthing, it is their responsibility to maintain a constant listening watch on VHF Ch 16 to receive terminal instructions. Any delay due to failure to maintain a constant listening watch on Ch 16 will be for the ship's account and will not be included in calculation of the lay time. The terminal is equipped with VHF Ch 09, 16 Simplex and Ch 19, 20 Duplex. Subsequent to the Company representative boarding the tanker intership communication with the terminal area will be by portable handheld UHF radio, frequency 861.9mHz. This frequency is not to be used for general purpose unless clearance is first obtained from the Terminal Superintendent. This is required for safety reasons. Should for any reason communication between a loading tanker and the terminal break down, the tanker should make the emergency signal ie, a series of continuous blasts on the ship's whistle or siren. Upon hearing this signal from a loading tanker the terminal will immediately stop loading to the export tanker. Loading will not again be commenced until communications have been re-established. High frequency single side band radio telephone: A voice message from incoming tankers may be relayed to the Lalang Terminal through Dumai Radio. Masters should request the coastal radio station to relay the necessary information to the Lalang Terminal through the local agent or direct contact to Lalang Terminal via upper/lower side band, frequencies 5740MHz and 13675MHz. Alternatively a message may be passed to Kondur Petroleum SA through the Pertamina coastal radio station at Jakarta for onward transmission to Lalang Marine Terminal. Masters should request the information be relayed to Kondur Petroleum SA by Tel: +62 21 527 0707. Communications may be made through radio station at Dumai PKP and Pertamina radio station at Jakarta PKX-2. Attention is drawn to the fact that information for Sungai Pakning passes via Dumai radio station, however, voice contact with Sungai Pakning PKP-5 through VHF is direct.
Customs and Immigration
Cigarettes, cigars, tobacco, matches, spirits, wine, beer, perfume, arms, ammunition and possibly other items have to be locked up under Customs seal from time of arrival of ship in port until time of leaving territorial waters. Each person is allowed to bring in 200 cigarettes or the equivalent in grams of tobacco or cigars. Special allowances are made for the Master under special circumstances. After the vessel is secured alongside the terminal or anchored in the anchorage area, the Customs Officer will seal the stores. If arriving from a foreign port, the agent will prepare the General Cargo Declaration Form stating the cargo onboard the tanker and attaching the appropriate shipping documents. Immigration: All crew members must have a valid travel document. Crews from communist countries are not allowed to disembark whilst in port.
Documentation required
If the tanker is arriving from an Indonesian port, the Port Clearance issued at the last Indonesian port will be retained by the local Port Authority and the Arrival Clearance at Lalang is granted. The Harbour Master submits a Harbour Report form for the Master to complete. The agent prepares the Ship's Documents Check List form to check the validity of each document. Documents are: ..... 1. Certificate of Registry 2. Ship's Construction Certificate 3. Load Line Certificate 4. Life Safety Equipment Certificate 5. Safety Radio/Telegraph Certificate 6. Cargo Gear Certificate 7. Ship Sanitation Control Certificate (SSCC) and Ship Sanitation Control Exemption Certificate (SSCEC) This list is then delivered to the Harbour Master with the following documents attached: Last Port Clearance and Crew List approved by the Immigration Officer. The Harbour Master issues a Port Clearance at departure provided clearance is also granted by the other government authorities. A Panamanian Port Clearance for Panamanian flag vessels is not required at Lalang Marine Terminal. The Immigration Officer requires 2 copies of the Crew List and will check the ship's articles and the passports of the crew. When these documents are found to be in order, an Arrival Clearance will be marked on the Crew List. Under normal conditions if a tanker is scheduled to berth on arrival the Company representative will board such vessel in the vicinity of the anchorage area. Tankers waiting to load shall wait their turn in the recommended anchorage area, and shall maintain radio telephone contact with the terminal using VHF Ch 16, frequency 156.8mHz awaiting terminal instructions. The Company representative will act on behalf of the Company to acknowledge receipt of tanker's Notice of Readiness. Such notice will not be accepted for a time earlier than. ..... 1. The Master has received the Company representative onboard or 2. The tanker shall have dropped anchor within the recommended anchorage area, and has advised the terminal the time of anchoring. Exception to (a) and (b) will be if the tanker is within the anchorage area awaiting arrival of the Company representative and has been requested by the terminal not to anchor. In this case NOR will be accepted from the time terminal requested the ship not to anchor. The company reserves the right to decline to berth a specific tanker if in the opinion of the Company representative its conditions or facilities are unsafe for berthing or loading even though the berth may be open to other tankers. Cargo documentation: Documents such as Bills of Lading, Quality Certificate, Quantity Certificate, Dry Certificate, Ullage Certificate, Time Loading Report, Certificate of Origin, Cargo Manifest and Master's Receipt of Documents/Samples etc are prepared at Lalang Marine Terminal. When the tanker has been loaded, the documents will be completed and be taken aboard the tanker for the Master's signature. Signing of these documents by the Master will take place at the same time final departure clearance formalities are being carried out. Notes of Protest if any, should be handed to the Company representative for further delivery to Kondur Petroleum SA, Jakarta. The Company representative will acknowledge receipt of the Note of Protest only, and is not authorised to accept such letters. Departure procedure: Prior to the vessel's departure, the Immigration Official requires 6 copies of the Crew List to be marked for "Departure Immigration Clearance" and duly signed, it will be distributed as follows: ..... Copies Master of the vessel 1 Harbour Master 1 Customs 1 Pertamina agent 1 Immigration 2 Upon presentation of the Crew List which is signed and marked for departure, Immigration clearance and Customs clearance, the Harbour Master will issue the Port Clearance. Final clearance formalities will be carried out aboard the tanker alongside the terminal or in the anchorage area as circumstances dictate. Before leaving the terminal area the Master should advise the terminal the vessel's ETA at destination through the Company representative. This is required for onward transmission to owners or charterers.
ETA
Incoming tankers must advise Lalang Marine Terminal through the general agent and copy to Kondur Petroleum SA 72, 48 and 24 hours before ETA, giving best estimate of the vessel's arrival time at Morong Pilot Station, 01°56.4'N 101° 51.2'E. Advice less than 24 hours prior to ETA has to be sent by telex to Pertaminaship local agent in Dumai/S Pakning, Telex: 56280 or by radio. Time to be used for ETA is local time or "Golf" time zone or GMT +7 hours throughout the year. The first message should include the following information. ..... 1. Name of tanker and radio callsign 2. Cargo requirements 3. Deballast time. (Note if the vessel is equipped with a separate permanent ballast system, ability to load crude oil and discharge ballast at the same time must be stated.) 4. Maximum loading rate the ship is able to accept. 5. Arrival draught forward and aft. Estimated departure draught. 6. Last Port of Call 7. Confirm that vessel has a clean Bill of Health 8. If there is any sickness onboard give whatever information is available as to the possible type of sickness. 9. If inoculation or vaccinations are required, advise number of crew and type required. 10. Distance in feet from the bow and the bridge to tanker's loading manifold. 11. Size and number of manifold connections. If there is any appreciable change in the vessel's ETA the terminal should be advised through the above cable or telex address of Condor Petroleum SA as soon as possible. Additionally Lalang Terminal should be advised of changes in ETA through Dumai Radio who will pass the information to the terminal direct or through the local agent. Arrival procedure: In accordance with practice in Indonesian ports, quarantine, immigration, pilot and callsign flags must be displayed by all vessels approaching the pilot. These signals must be displayed continuously until clearance is granted. The signals are as follows: Sunrise to sunset: Quarantine Flag "Q" Sunrise to sunrise: Signal lights (red over white). The "N" flag should be flown until the Immigration Officer boards the ship. The "G" flag (request for pilot) should be flown until the pilot boards. Vessels should also fly the callsign. As soon as the pilot boards, the "G" flag should be replaced by the "H" flag which signifies that the pilot is aboard. Indonesian Immigration, Customs and Harbour Master Officials will board the vessel after arrival at Lalang anchorage or terminal. Each tanker entering the port of Lalang must have requested and been granted "Agency Agreement" which is approved by the Directorate General of Sea Communication.
Flags
During daylight hours the Indonesian flag must be flown throughout the vessel's stay in port.
General notices & regulations
The Master of each tanker will be given a copy of the Conditions of Use of Lalang Marine Terminal which he will be required to sign before the vessel proceeds to berth. The vessel's personnel are responsible for the safety of the vessel and must take all necessary precautions, whether or not so advised by the Company representative, having in mind the hazards of the operation because of the products being handled, weather conditions and any other circumstances requiring special care or caution. Ships are requested to have a pilot ladder safety and securely rigged, ready for immediate use, and long enough to reach the Company representative's launch. A combination of pilot ladder and ship's accommodation ladder, so arranged that the personnel can first use the pilot ladder until part way up the vessel's side, and then transfer to the accommodation ladder is recommended, especially on very large tankers. This should be on the tanker's starboard side. A light line should be ready to take aboard the Company representative's equipment. Tankers will provide a board lee for the Company representative both when boarding and leaving the ship. Adequate explosion proof lighting at night must be provided near the pilot ladder and manifold connection area. During loading overside lighting must be provided in the vicinity of sea valves. During a tanker's stay alongside the terminal emergency towing wires must at all times be hung over the vessel's stern on each quarter of the vessel and on each bow. These wires shall be secured on the bollards inboard to enable the vessel to be towed away should the need arise. They must be tended throughout to keep the eye of the wire not more than 0.6m above the water. Masters of loading tankers are advised that raising, lowering, connecting and disconnecting of oil loading hoses as well as other labours and duties on shipboard connected with the loading of cargo or maintaining mooring lines in a correct manner will be performed by the ship's crew directed by a responsible officer as required by the Company representative. Loading of crude oil tankers is through 2 strings of 12in ID hoses with 150ASA flange rating. The weight of each hose is approx 1t. All tankers loading crude oil at Lalang Marine Terminal must be able to connect their manifolds to the 12in hoses. Masters are strongly reminded, it is the ship's responsibility to provide reducers to make the connection, if the ship's manifold is not 12in. Preparation for mooring will be advised by the terminal through VHF communication prior to tanker's arrival or by the Company representative before the mooring operation commences. Crude oil tankers are required to have ready: ..... Portside: A derrick of at least 10t safe working load, rigged, and ready to pick up the hose connecting gear. The derrick subsequently will be used for raising, connecting, disconnecting and lowering loading hoses. There is a crane and a derrick available on the terminal sited near the loading manifold, which are available to assist the export tanker, connect and disconnect loading hoses. Forward: 6 good mooring lines 2 good wire springs Heaving lines - stoppers, etc. Aft: Same as forward When secured in position the moorings will be as follows: Forward: 4 head lines, one of which is from the Terminal 2 breastlines forward 2 springs leading aft. Aft: 4 sternlines, one of which is from the terminal. 2 breastlines forward 2 spring lines forward
Health regulations
At the same time as requesting and being granted "Agency Agreement", approved by the Directorate General of Sea Communication, each tanker entering the port of Lalang to make application for provisional pratique through the Directorate of Quarantine and if granted, a cable advice is sent to the Harbour Authorities. Port Health Clearance will be issued prior to tanker's arrival and is also valid for departure clearance. If provisional pratique is not granted a Port Health Officer will be provided. All of the foregoing will be arranged through and by the agent. Each crew member should be in possession of an International Vaccination Certificate.
