ETA
ETA should be sent 48 hours prior to arrival. The Port Facility Security Officer (PFSO) at Arzew has informed owners that in order to address the problems created by stowaways discovered on vessels both while in port and after departure, the procedures outlined below must be implemented by all ships trading to Arzew and Bethioua. Particular attention is drawn to the 96 hour notice requirement and the final comments addressing the issue of officials demanding gifts. Before arrival vessels should: ..... 1. Ascertain from the PFSO the current Security Level, and notify the crew and passengers of same prior to arrival at the berth. 2. Notify the port at least 96 hours in advance of the vessel and berth, also providing a valid Passenger and Crew List. 3. Identify any crew members requiring access through the terminal or port who are authorised to depart the vessel in accordance with Ministry rules and with an appropriate Shore Pass. 4. Provide the PFSO or designated agent with a valid list (including company and contact name) of vendors, agents, contractors and other persons requiring access through the facility to the vessel and their time of arrival. 5. Ensure visitors to the vessel are prepared and show a government issued photo identification when arriving so that their names may be crossed and checked against the list prior to entry. Those names not on the valid list will not be allowed access to the terminal until cleared by the PFSO. Upon arrival vessels should: 1. Should anchoring be required for any reason, notify the Coastguard, port and facility to obtain authority to anchor upon arrival 2. Reduce ship access points to a single controlled gangway. If possible raise gangway when not in use. Never leave the gangway unattended. 3. Provide two security officers at any ship access point. 4. Lock or otherwise secure the ships anchor hawse pipes to prevent persons from boarding via this opening. 5. Lock or secure the forepeak space to prevent stowaway access for hiding. 6. Lock or secure from the inside all ship exterior doors to prevent stowaways from hiding inside the ship. 7. Ladders should be kept clear of water, raise and stow pilot ladders immediately after use. 8. Establish perimeter security measures. Ship should provide lighting on open decks and alongside the ship, perform deck patrols and install rat guards on mooring lines. 9. Search all deliveries and conduct frequent, random and overt searches if materials can not be completely examined. 10. Contact the Coastguard if small craft are noted in the ship's vicinity when offshore. 11. Ensure a complete log is kept of all visitors on and off the ship. Photo identification is mandatory for all visitors and Port Officials. Before departure: 1. Conduct a complete search of the vessel ensuring space accountability using port personnel. Ship Masters are advised that it is illegal for Port Officials to accept gifts, cigarettes and alcoholic beverages. Any request for these items should be immediately reported to the PFSO for appropriate action.
