📋 Port Overview
✓ ISPS✗ ECA
The island of Aruba is approximately 30km long by 8km wide. San Nicolas was originally an import and transhipment port for tankers up to ULCC size. The port also exported refined products and handled sulphur and petcoke in bulk. San Nicolas (also known as Sint Nicolaas) is home to the Aruba Refinery, which can handle 235,000 barrerl-per-day. In 2020, Citgo has reached an agreement with Aruba to transfer control of the San Nicolas refinery to the island's government. Aruba's government is looking for outside candidates to take over the refinery.

General notices & regulations
No vessel shall enter CITGO Aruba Refinery berths including the Reef Anchorage, without first obtaining the permission of the Oil Movement Manager, Marine Manager or his authorised deputy. Loaded and ballast draught requirements: For safe handling of tankers in all normal weather conditions and at all CITGO Aruba Refinery berths the following minimum draughts are recommended: ..... DWT Draught forward (m) Draught aft (m) 10,000-20,000 2.4 5.4 20,000-30,000 3.0 6.0 30,000-40,000 4.2 6.7 40,000-50,000 4.2 7.3 50,000-90,000 4.8 7.9 Note: Vessels arriving or sailing with part cargo only are also recommended to conform to the above minimum draught and maximum of 3.0m trim by the stern. In special circumstances and in very good weather conditions it may be possible to safely handle vessels with less draught and/or a different trim than that recommended above. In these cases Masters should consult with the duty Marine Dispatcher. Bow to centre of manifold restrictions at finger piers: Due to the position of the loading arm structures and the angle of the piers with the shoreline each side of each finger pier has a different limitation. All vessels using the inner harbour (which could be any vessel under 100,000DWT) must advise their accurately measured horizontal distance from extreme bow (including the bulb bow) to the centre of their manifold connections so that each vessel is allocated a berth with sufficient length of deep water forward of the loading arms. State of readiness of vessels alongside: No repairs or underwater hull cleaning/inspection etc, which will make the vessel unable to move under its own power, may be commenced without the written consent of the Oil Movements and Marine Managers or his authorised deputy. In general, such consent will be refused as, for the safety of the port it is essential that ships maintain their propulsion, steering and other equipment required for unmooring and manoeuvring, remaining fully operational throughout their stay alongside. In case where, through Force Majeure, a vessel becomes immobilised whilst alongside, the Master must immediately advise the berth Loading Master and terminal of the facts so that a decision may be made on the advisability of continuing with cargo operations and so that special precautions can be taken. Wharfage: If a vessel exceeds normal turnaround time due to inefficient ship operations wharfage will be levied. Ships fire fighting equipment: The ship's fire main should, where practicable, remain fully pressurised and ready for use with fire monitors trained on the cargo manifold area and other vulnerable locations during the entire ship's stay alongside. Insert gas systems: All vessels having an inert gas plant (IGP) must, before entry into CITGO Aruba Refinery berths, confirm that the IGP is working correctly. Positive pressure should be maintained on all tanks with the oxygen content of the inert gas being less than 8% by volume. If the IGP is not operable, discharge will not be allowed and if during discharge of cargo or ballast the IGP fails, the discharge must be stopped until the plant is operational. It is important that inerted vessels do not attempt to discharge cargo or ballast if their inert gas system if not functional or able to keep positive pressure on all tanks with less than 8% oxygen. Tanks will always be inspected with lids open except those designated for low flash cargoes and which may not therefore, be gas free. Repair permits: All work performed on a vessel alongside CITGO Aruba Refinery terminal by shore contractors must be with the permission of Supervision (Dock Coordinator and/or Oil Movement & Shipping Shift Supervisor). Depending on the type of work needed a hot work permit or cold work permit will be issued. These permits are valid for 8 hours only and must be renewed if work continues beyond an 8 hour period. Crew access: The crew members of vessels at berths in the inner harbour are allowed to walk on clearly defined routes between the vessel and the main gate. At the HSD/Coke and Reef Berths crew members are not allowed to walk between the vessel and the main gate so the Master must make transportation arrangements through their agent. Fire alarm: The terminal fire alarm is situated on the top of the Oil Movement Control Centre at the shore end of Pier No. 3 (North). The general fire alarm, which will be sounded in the event of a fire involving CITGO Aruba Refinery or any vessel or other craft at the terminal will be 8 short blasts on the fire siren repeated 3 times. The terminal fire alarm will be tested on the first Monday of each month at 1100hrs. All vessels in the harbour will be notified beforehand. On hearing the terminal fire alarm or being otherwise advised of a fire at the terminal, a vessel not involved in the fire should shut down all cargo, bunker and ballast operations, bring fire fighting equipment to a state of readiness and make engines, steering gear and unmooring equipment ready for immediate use. Depending on the location and seriousness of the fire, the terminal fire fighting controller may decide to drain the cargo and/or bunker arms of hoses connected to your vessel and disconnect. Unless in extreme emergency, the vessel's crew should not attempt to disconnect the arms or hoses without the presence of a terminal representative. The vessel's crew should remain in readiness to sail or act as requested. Dry Certificates: Supervisors will not sign Dry Certificates on presentation but they are instructed to endorse them with observations of any free water or previous cargo seen and to the effect that the contents of the pipelines are unknown. CITGO does not accept any liability as to the actual condition of the cargo tanks inspection.
