Documentation required
Early Departure Procedures: For operational and safety reasons, the operators shall require a lifting vessel which has completed its loading operations to depart prior to completion of all the following documents served by the operators: ..... 1. Bill of Lading 2. Certificate of Origin 3. Certificate of Quantity 4. Certificate of Quality 5. Cargo Manifest 6. Tanker Loading Time Report 7. Notification of Departure 8. Receipts for Documents and Samples 9. Notice of Protest, if applicable. Once loading is complete, the floating hose shall be disconnected and the mooring hawser slipped. The quantity of cargo loaded shall be computed initially by the operator using oil sales measured volume and a provisional density figure. The loaded cargo ("gross cargo") so determined shall be recorded on the Bill of Lading in the "Approximate Quantity Report" entry. The Master shall issue a Letter of Authority to the agent, with copy to the Mooring Master (who shall copy other persons requiring this document), authorising the agent to sign the Bill of Lading for and on behalf of the Master once the Bill of Lading is otherwise completed. The Inspector shall complete his figures on the vessel and with other lifting personnel return to the facilities. The vessel is then released from any further obligations at the terminal and may commence its voyage. After departure of the vessel, the final density, sediment and water content of the vessel cargo shall be determined by the operator and witnessed by the Inspector. After this determination, the operator shall inform the vessel Master of gross and net cargo (gross vessel cargo less base sediment and water at 15°C) quantity loaded. The Master shall record the net quantity on the Bill of Lading in the "Corrected Quantity Report" entry and complete other incomplete documents served by the operator. Side-to-Side moored offtake cargo custody transfer procedures shall be advised to the Master of the vessel prior to commencing loading operations. Oil Pollution Insurance: The Lifting Party shall be covered by CRISTAL. Vessel Owners shall have in place max P&I Club Insurance for oil pollution liability (at least US$700 million).
ETA
Incoming vessels shall advise the terminal and the terminal operator's Lifting Supervisor at the operator's Ho Chi Minh City office of their ETA 72, 48, 24 and 12 hours to the following: ..... 1. Terminal 2. Lifting Coordinator 3. Dai Hung Area Operations Manager 4. PVEP Marine Coordinator. Message should state the following information: ..... 1. Name of vessel and radio callsign, ship type and place of registration. 2. HF radio telephone frequencies, if so equipped. 3. INMARSAT identification number and which satellite in use. 4. Arrival draught and trim, total ship length. 5. Confirmation that main navigation and propulsion equipment is fully operational (24 hour notice only). 6. Numbers of crew members, passengers onboard. 7. Last Port of Call. 8. Volume and types of cargoes onboard. 9. Names of insurers and places of issue of Certificates of Insurance of civil liability of vessel owner. The vessel's Master shall promptly notify the terminal of the new arrival time if the ETA changes by more than 3 hours following the 12 hour ETA notice. On approaching within 10nm of the terminal, the Master of the vessel shall request for and comply with final berthing instructions from the Mooring Master, if such instructions have not been issued already.
General notices & regulations
Compliance with Vietnamese laws: The facilities, including the terminal, are located in Vietnamese territorial waters, within a marine exclusion zone. Sea traffic shall keep a distance of 5nm or more from the marine exclusion zone. Vessels shall only enter the marine exclusion zone at the request or permission of the operators. The terminal has been classified by the Vietnamese authorities as a "non-seaport" export terminal residing within a maritime zone over which the Vung Tau Port Authority has jurisdiction.
