Baria Serece is an alternative name for Phu My.

China Sea Seasonal Tropical Area, Tropical Jan 21 to Apr 30, Summer May 1 to Jan 20.

Phu My (also known as Baria Serece/Thi Vai) is situated on the E bank of the Thi Vai River, 40km SE from Ho Chi Min City, on the S coast of Vietnam.

Max draught 13.5m, LOA 333.33m, Beam 45m & 159,829DWT.

Approx 5,100,000t of cargo and 400 vessels handled annually.

Anchorage area is located off Vung Tau between positions 10°20.4'N 107°03.2'E and 10°21.9'N 107°02.3'E.

Phu My port is approached from Vung Gahn Rai via the Song Cai Mep, the port lies approx 24nm from Vung Tau pilot station. The channel depth is min 9.3m LW up to 20m HW. Caution: Many of the buoys may be unlit. This coupled with the large numbers of unlit fishing and small trading vessels makes entry at night inadvisable. Entry: The river is buoyed from the S of Cai Mep bar to Phu My and beyond. Buoys are reported to be green in colour and may have barges or Sampans moored to them. Vessel may be turned in a basin S of "P24" Buoy, which is approx 1nm above Phu My.

There are three mooring buoys off the port in depths of 12.0m.

Compulsory, available throughout day or night for berthing and unberthing. Pilot boards off Vung Tau in position 10°19.7'N 107°02.0'E , approx steaming time to Phu My port is 1.5 hours upstream. SP-PSA: Pilot boarding position at 10°19'00"N 107°02'00"E

Whilst the port operates throughout 24 hours, dangerous cargo vessels are not allowed to berth or unberth at night.

Range 3.8m to 4.0m. Min height 11.6m, max height 14.7m.

There are tugs available ranging in power from 600hp to 2,400hp. However, they can be expensive because they are hired from Vung Tau.

Dry season: Dec-Apr. Wet season: May-Nov. Average temp 28°C with humidity in the range 75-78%.

Customs: Officers and crew have to declare their personal effects to Customs as required. This includes foreign exchange, accompanied baggage and goods. The Customs allowance for officers and crew is a maximum of 1.5 litres of alcohol, maximum of 400 cigarettes, 50-100 cigars, a maximum of 100gm of tobacco. Penalties for non compliance are based upon individual circumstances. The bonded store will be sealed while a vessel stays in the port. A release of bonded goods may be permitted at any time subject to Customs approval and presence onboard. Crew/passengers are not allowed to sell or change their personal effects, which are already declared to Customs, with local people. It is strictly prohibited to supply any bonded goods to shore personnel. The following are prohibited from import/export: Weapons, explosives, drugs, antiques, documents relating to national security, cultural articles which may cause harm to Vietnamese morality.

International Oil Pollution Prevention Certificate. There are other special forms to be completed which are delivered by the vessels agent before or upon vessel's arrival at the pilot station. In the case of a cruise ship, vessel's agent must mail the Entry/Exit cards for passenger completion before arrival. If stowaways are onboard the Master must inform the Port Authority and vessel's agent 72, 36 and 24 hours prior to arrival with full details.

Initial ETA should be sent to the vessels appointed agent on departure from last port or at least 14 days. This message will be passed to the Harbour Master by the agent. Additional ETA's should be sent each 48 hours after departure from the last port and then 72, 36, 24, 12, 6 and 4 hours prior to arrival. The ETA message should contain: ..... 1. Vessel's name, port of registry, nationality, callsign, vessel type 2. Ship's particulars (DWT, GT, NT, etc) 3. Crew/passengers onboard and stowaways onboard, if any (this is very important) 4. Last Port of Call 5. LOA, beam, draughts fore and aft, air restriction 6. Vessel's cargo gear and capacity of each 7. Quantity/quality of cargo, condition and property of goods 8. Other information concerning dangerous, over weight, over length cargo In the 4 hours prior to arrival message, the Master has to declare exact arrival time and health situation of crew members and passengers. He must also declare sickness or mortality onboard, if any. Owners or charterers should also advise other relevant cargo related information to the vessels nominated agent before arrival.

Vietnamese regulations require vessels entering a Vietnamese port to display the Vietnamese flag. If the vessel does not possess a Vietnamese flag, the Master can request the local agent to supply it on arrival at the pilot station. Penalty for non compliance is approx US$100-200.

The main/emergency radio transmitter and direction finder will be sealed when the vessel is in port. No direct communications are therefore possible so all messages must be routed through the vessel's agent.

Pratique cannot be applied for by radio. It is normally applied for after the Quarantine delegation have viewed all the vessels documents related to health (such as Health Declaration, Vaccination books, Ship Sanitation Control Certificate) and granted. Ship Sanitation Control and Ship Sanitation Control Exemption Certificates may be renewed.

The NOR should be tendered when the vessel arrives at the pilot station.
