✓ ISPS✓ ECA
Hualien Harbour, protected by a eastern and western breakwater from open sea is an entirely man-made port with 16 berths in the Inner Harbour and 9 berths in the Outer Harbour. Typhoons between April and November cause heavy swells into the harbour therefore vessels must be prepared to leave port or have onboard extra moorings available on approach of Typhoons. Anchorage area is small and the water depth increases rapidly close offshore, steaming off the coast is recommended in bad weather. There is a drydock for vessels up to 15,000t. Principal Commodities: Exports: Gravel, dolomite, crystalline limestone, cement, clinker, bamboo, sugar, lumber, marble and paper pulp. Imports: Mangrove logs, gypsum and steaming coal.

When a vessel has arrived a distance of 2nm from the beacon (23°58.30'N 121° 37.07'E) at the west breakwater of the port the ETA must be sent to Hualien Port Signal Station on VHF Ch 14. The Duty Officer at the station will watch and confirm then record the time for arranging the ship's order of entry.
General notices & regulations
The Commercial Port Law and other relevant rules should be followed. Most of the international conventions related to the vessels are also compliant. Guidelines for vessels entering, leaving and shifting in the port: ..... 1. When application is made for a vessel's shifting berth by the pilot or captain, the duty officer at the signal station can only permit the application and operate Port Control after the shifting time and berth are confirmed even though they are already informed by the Navigation Control Division 2. The application for a ship's shifting berth will not be accepted by the duty officer of the signal station without permission from the Navigation Control Division. A ship can only agree to shift berth after the shifting berth inform list is facsimiled from the agency to be permitted by the Navigation Control Division 3. In the port, the fore and aft leading lights align to indicate the central navigational channel for a ship's entry. When the weather conditions are good, a ship should aim for this fore and aft leading group of lights at a distance of 0.5nm SW of the beacon of the east breakwater. The course is 023.5°. When the NE monsoon is strong, at a distance of 0.75nm SW of the beacon of the east breakwater, the ship should first aim for this beacon, sail quickly ahead to pass it by keeping at the windward, then reduce speed to enter the port. 4. The southern side of the inner fairway of the port is filled with large foundation stones. Vessels should check the depth conditions and keep a distance of at least 20.0m from the bank while sailing through the fairway. 5. In addition to following the International Regulations for Preventing Collisions At Sea 1972, vessels also need to follow the Commercial Port Law and the Governing Rules of Port Services. 6. Vessels entering and leaving must follow rule of "single-inbound and single-outbound". Outbound vessel must be well clear before inbound vessel starts approaching harbour entrance.
Health regulations
All ships entering the port must be examined by the Quarantine Inspection Office for Quarantine and Sanitation tests. Pratique should be applied for within 12-72 hours prior to arrival, the following information is required: ..... 1. Name of ship, callsign 2. Place, time and date of last port of departure 3. Name of port departed within 10 days prior to arrival and departure date 4. ETA 5. Type of Ship Sanitation Control Certificate, date and place of issue 6. Number of crew and passengers 7.
