Point Lisas Ports (TTPTS)

Point Lisas Ports consists of the Industrial Port, handling a variety of solid and liquid bulk materials in addition to containerised and general cargo and Lisas Point Port (Yara Trinidad (ex Hydro Agri) & Phoenix Park Gas Processors Ltd. (PPGPL)) about 2nm S of the main port, which handles LPG, ammonia and bulk sugar cargoes. Point Lisas Port is a "landlord" port. The harbour and specialised terminals are vested in the National Energy Corporation; the port lands are owned by Point Lisas Industrial Port Development Corporation Ltd, (PLIPDECO). PLIPDECO provides cargo handling services at cargo/container berths (Nos 1-5) and harbour managements services, while relevant companies operate the various specialised liquid and dry bulk terminals.

Located on the W central coast of Trinidad in the Gulf of Paria.

Approx. 210,000TEU and 860 vessels handled annually.

Industrial Port: Inbound vessels may anchor in the anchorage bounded by 10° 23.5'N 061°31.2'W and 10°24.0'N 061°32.2'W, which is marked by a lightbuoy. Outbound vessels may anchor in the anchorage bounded by 10°22.5'N 061°31.2'W and 10°22.0'N 061°30.2'W. Yara Trinidad (ex Hydro Agri) Port: To S of Channel entrance.

Savonetta Channel: The port is approached through the Savonetta Channel. The channel has a length of 1.75nm, width 152m and is dredged to a depth of 12.8m, true course is 052.2°. The turning basins are 500m and 300m in diameter respectively. Both have been dredged to 12.8m. The entrance is marked by lightbuoys. The W part of the channel is marked as follows: N side Nos 1, 3, 5 and 7 Light Beacons. S side Nos 2, 4, 6 and 8 Light Beacons. Light beacons are painted, port (red) or starboard (green) with daymarks. Yara Trinidad (ex Hydro Agri)Channel: Approx 1.5nm S of Savonetta Channel, which is able to handle vessels of max draught 11.5m at outer berths, 8.6 and 8.9m at inner berths.

All vessels must be moored in a safe manner. Mooring lines must be of either natural or synthetic fibres. Wires will not be handled unless rope tails of 6 fathoms are attached to them. Rat guards are compulsory on all mooring lines.

Pilotage is compulsory and should be arranged through ship's agent. Pilot boards at channel entrance in position 10°22.6'N 60°31.00'W.

Tugs up to 4,600hp of bollard pull 55t available. All vessels with an overall length of more than 50m, tug assistance is compulsory. Towage and launch hire services are provided by National Energy Corporation (NEC). Arrangements must be made 24-48 hours in advance through the agent.

Customs allowances for officers and crew are limited to personal effects and gifts. Penalties for non compliance with regulations are fines and seizure of items. Immigration procedures include boarding of vessels, granting pratique, crew change, crew passes and vessel clearance. Vessels from countries without diplomatic ties can be restricted from entering the port.

Notice of ETA should be sent to agents 48, 24 and 12 hours prior to arrival, giving the vessel's draught, length and type of cargo. Yara Trinidad - Notice of ETA forwarded by Agent at least 4hrs in advance. Phoenix Park Gas Processors Ltd. - Required 72, 48, 24 and 12hrs in advance.

The Trinidad and Tobago flag and the vessel's port of registry flag must be flown. Fines will be imposed for non compliance with these regulations.

There are designated areas to accommodate hazardous cargo. Information is available on request. Point Lisas Port Regulations: ..... 1. To enter and leave the harbour limits of Point Lisas, all vessels must have permission granted by the Marine Representative and Harbour Master. 2. Maximum draught 11.6m (allowing 10% Keel Clearance at LW). 3. Vessels with a draught in excess of the maximum may only enter after permission is given by the Marine Representative. 4. Vessels at anchor must provide an accommodation ladder and boat rope. 5. Ships main engine must be ready for immediate use. 6. Vessels carrying dangerous goods as specified in the IMO Carriage of Dangerous Goods Regulations may only enter after permission is granted by the Marine Representative. 7. Discharge of Dangerous cargo shall take place immediately or as soon as possible after berthing and must be completed before any other cargo is discharged or other operations take place. Loading of dangerous cargo shall take place only after all other cargo has been loaded and immediately prior to departure of the vessel. 8. Vessels carrying dangerous cargo must carry an International Ship/Shore connection according to IMO Petroleum Regulations as applicable to each vessel. 9. For dangerous cargo, the following signals must be shown: a) By day: Flag B of the International Code of Signals. b) By night: Two bright red lights in a horizontal line and should be visible all around.

When a vessel is free from sickness/disease, pratique can be applied for via radio. Valid Yellow Fever Certificates if last port of call was in an infected area (or country on a Cholera alert). Quarantine on authentication of certificate available on short notice. Ship Sanitary Control Certificates can be renewed by the Health Ministry.
