The port has the capacity to refine 10,000,000t of crude oil annually, almost two thirds of Swedish oil consumption. Oil products produced include: Butane, propane, naphtha, gasoline, diesel, fuel oil 1, vacuum gas oil and normal and low sulphur heavy fuel oils. There are 5 tanker berths all equipped with loading hard arms. The harbour facilities are under the control of Preemraff Lysekil. The Port of Brofjorden is controlled from the City of Sodertalje. The berths are open for day and night navigation, allowing vessels to enter and leave at any hour when weather conditions permit. The harbour is kept open throughout the year with icebreaker assistance when required.

Pilotage and ship to ship Notification: All arriving ships with the intention not to use a pilot shall announce its arrival to "Marstrand Pilot" on VHF Ch 11 at the Brofjorden Entrance Buoy. Ships leaving the jetty with the intention not to use a pilot shall contact "Lysekil Pilot" on VHF Ch 11 (or 10) before departure for an announcement and ask for information about incoming traffic. In the case of an incoming vessel, the departing ship shall contact this vessel and keep in contact until the ships have passed and are clear of each other. A portable radio hand set is supplied by Preemraff Lysekil to the vessel for use during loading/discharging operations. A receipt will be required. The radio is to be used for normal contacts between vessel and jetty operator/Harbour office during operations and for notification of an emergency condition. The radio used at Product Jetties is also equipped with an "emergency stop" function. The radio must be returned to the Loading Master when the documents are delivered onboard. Handling of emergency stop and communication radio: Product Jetties: The radio should always be carried by the Officer in Charge. For emergency stop, the red button should be pressed for 3 sec. All loading stops and a signal goes to the central unit in the terminal control room. After acknowledgement on the central unit a series of tones will be heard on the stop radio. Crude Oil Jetty: At the Crude Oil Jetty the same radio system as for the Product Jetties is used for emergency stop of bunkering and the radio should always be carried by the Officer in Charge for the bunkering operations. For communication between ship and jetty operator the radio is of a VHF type and uses one of the normal channels (Ch 06). The channel selector on the radio is preset and should not be changed. Ship types that will be accepted at Brofjorden Harbour: All ships shall comply with IMO and Terminal regulations. All ships calling at the Terminal must confirm that they are fully ITF approved (or corresponding agreement). The agreement should be acceptable to the Swedish Seaman's Union. The following ship types can be accepted: ..... 1. Conventional crude carriers up to 500,000DWT. Min length 200m. 2. Liquefied gas carriers with max LOA 100m. 3. Product carriers with max LOA 230m. All ships should on arrival be equipped with reducers suitable for actual loading arms. Note: The "International Safety Guide for Oil Tankers and Terminals (ISGOTT)". should be available onboard. LPG vessels shall also have onboard latest edition of "Liquefied Gas Handling Principles on Ships and in Terminals". All ships should at arrival be equipped with reducers suitable to actual loading/vapour return arms. The ships vapour return system shall be in working order and ready for connection to the jetty vapour return system. Ships must comply with the rules that are imposed by the ISPS code (International Ships and Port Facility Security Code). All ships' personnel shall, when on the jetty area, have a valid identification document. This also applies to all visitors to the ship. All ships calling at Brofjorden Harbour shall have double hull and must not be older than 25 years. Only closed loading will be accepted. Refusal to enter port: Preemraff Lysekil have the right to refuse any vessel entry into the port if the vessel: ..... 1. Is known to have caused oil pollution, whether because of faulty equipment, unqualified personnel or otherwise. 2. Has for any reason, attributable to the vessel, its equipment or personnel, previously been unable to load or discharge its cargo within an acceptable period of time and such deficiencies have not been corrected. For such refusal to be effective, notice thereof must be given to the vessel's operator or agent immediately following the vessel's nomination. Berthing, shifting, etc: Berths are allocated by Preemraff Lysekil. Should no berth be available, incoming vessels will be requested to anchor at an anchorage allocated by the pilot station. The berthing operation will be supervised by Preemraff Lysekil personnel. It is the responsibility of the Master to make himself aware, through Preemraff Lysekil or the pilot station, of the depth of water at the allotted berth, mooring and anchorage. Before arrival at the quay all mooring ropes, heaving lines, stoppers, etc required for mooring shall be ready for immediate use and also a sufficient number of crew shall be available during the mooring operation. All mooring points, except at Jetties No 1 and 4, are equipped with quick release hooks for a swift departure in case of danger. Operation of these hooks is only to be undertaken by Preemraff Lysekil personnel. Vessels arriving at or leaving the harbour must be assisted by tugs if requested by Preemraff Lysekil. At the Crude Oil Jetty the use of tugs is compulsory both on arrival and on departure from the jetty. Only towing companies approved by Preemraff Lysekil are entitled to assist vessels arriving at or departing the port. Vessels approaching the port or at anchor shall communicate with Preemraff Lysekil or tugs by means of VHF radio. When vessels are moored, anchored or moved, care must be taken to ensure that no damage is caused to other vessels or to quays, jetties, cables, pipelines or the like and that there is no interference with traffic. Vessels berthed alongside a quay may not be moored by means of their anchors without the express permission of Preemraff Lysekil. Preemraff Lysekil have the right, due to traffic control or harbour discipline and safety, to issue any necessary orders and instructions concerning the mooring, anchoring, warping and movement of vessels and the Masters of vessels shall be required to comply with any order or instruction thus issued. Gangway: All vessels arriving to the Product Jetty shall provide and tend a safe gangway for access to and from the pier (at the crude jetty a gangway tower is available). A safety net must be installed underneath the gangway extending from the ship's rail to the shore end of the gangway. Operational procedures: Loading/discharging will not commence until the safety checks have been carried out to the satisfaction of the Preemraff Lysekil representative and the Master or the officer in charge. ..... 1. The jetty operator will be responsible for connecting the loading/discharging hard arms to the vessel's manifold as indicated by the ship's officer in charge. 2. The jetty operator and the ship's officer in charge must agree that systems are correctly lined up before operations can begin. 3. Loading/discharging operations will be closely watched from the Harbour Office and/or by the jetty operator. 4. During loading, special care should be taken in the so called "topping off" operation of the various tanks. The officer in charge shall be in close contact with the person operating the valve regulating the flow to the respective tanks. 5. The max pressure on the hard arms is 10 bar (max pressure LPG arms = 18 bar). When loading/discharging commences, the pumping pressure should only be increased to the max at a very slow rate. During this operation the manifold must be checked for leakage. If the arms or couplings appear not to be tight, the pumping must be interrupted. 6. Apart from emergency conditions, the vessel must give at least 15 minutes notice to the jetty operator or to the Harbour Office before completion of loading or completion of any separate batch. When ready to stop loading, the jetty operator or the Harbour Office should again be notified, but it should be noted that at least 3 minutes will elapse from the time of giving the final stop signal until the flow of oil stops completely. 7. Drip pans must be placed underneath manifold connections on deck. After loading/discharging, cargo arms must be drained back into a tank onboard so that no oil remains in the arms when they are being disconnected. This must be done in conjunction with the jetty staff, who will open the drain valve in each line and allow air to vent the line to displace the oil in the booms. Using air or other gas to blow the loading, bunker or ballast line after operation is not allowed. 8. An independent surveyor will witness the ship's ullage, water dip, temperatures, sampling and quantity loaded/discharged according to ship figures. 9. Preferably the ship must give notice, as mentioned in "6" above, to the jetty operator or harbour officer before any shutdown operation is carried out. Conditions to be observed during operation: A responsible member of the ship's crew must be stationed near the ship's main oil cargo control valves during loading and discharging, equipped with a Preemraff Lysekil portable radio hand set. ..... 1. The vessel must, by day, fly flag "B" of the International Code of Signals (Interco), and by night exhibit an all round red light. 2. All doors, portholes and openings leading from the main deck to the accommodation or machinery spaces (other than the pump room) shall be kept closed. The same applies to doors, portholes and openings at any deck level above the main deck, which overlooks that deck. 3. All manually operated ventilators through which gas can enter, shall be suitably trimmed to prevent such entry. If there is a risk of gas being drawn into the accommodation, mechanical ventilators and air conditioning units should be stopped or made to recirculate the air. 4. All cargo tank lids should be kept closed and secured and all cargo and bunker hose connections should be blanked and fully bolted when not in use. 5. The venting of cargo tanks shall take place only through the vessel's fixed venting system. 6. Loading should take place under "closed loading" conditions. Sighting and ullage ports must be kept closed. They may, however, after permission from Loading Master be opened momentarily for taking samples or ullage/temperature in the event of failure of remote tank gauging equipment. If a product with a flash point below 22°C has been loaded, gas masks should be used when sighting or ullage ports are opened. 7. If, for any reason, there is an unusual evolution and/or accumulation of gas, loading should be stopped or the loading rate into a particular tank or tanks should be reduced at the discretion of either the Loading Master or the responsible ship's officer. 8. Overboard suction and discharge valves connected to the cargo or bilge system should be sealed on arrival. Except in emergency, seals may be removed only with the approval of the Loading Master and in his presence. Attention must be paid to ensure that oil does not leak through such valves. 9. The mechanical ventilation system of the cargo pump room shall be kept in operation, and the atmosphere within the pump room shall maintain a quality that permits safe entry. Weather precautions: Operations should be stopped during severe electrical storms and all cargo valves and valves in the gas line riser should be closed. During periods of high winds and on the instruction of the Loading Master, operations should be stopped and loading/discharging arms disconnected. Repair and Maintenance - Hot Work: No repair or maintenance (hot work - i.e. airdriven nut tightener, chipping, welding, use of electrical tools etc) is allowed when the vessel is alongside the jetty unless written permit is obtained from Preemraff Lysekil Loading Master. This applies to all areas of the vessel where flammable atmosphere is likely to be found (normally the cargo deck). For other areas of the vessel, the Master can issue working permit, allow use of naked lights and open fire according to the vessel's internal safety rules. Use of ships crane is not allowed during cargo operation. Repairs and other work which may immobilise the vessel must not be commenced without prior approval in writing from Preemraff Lysekil. Permit will only be granted for "emergency repairs". The vessel's funnels must be equipped with effective spark arrestors. Soot blowing and excessive funnel smoking is prohibited and immediate steps must be taken to eliminate sparking from funnels. In all cases adequate fire fighting equipment must be ready for immediate use.
