Makhachkala (RUMCX)

Makhachkala commercial port consists of two harbours, dry cargo with fishing port and oil port. Both areas are protected by breakwaters. It is the only ice-free Russian port on the Caspian Sea. Transit cargoes are handled from W Europe, Central Asia, India and the Gulf areas, facilities for oil tankers up to 10,000t and cargo vessels up to 5,000t.

Vessels staying less than 24 hours can be cleared in and out simultaneously.Vessels are cleared out on their board. The vessel's Master will ask the Vessel Traffic Service for permission to leave by VHF, 15 minutes before letting go of the mooring ropes. If there are any delays in leaving the port, the vessel Master will inform the Vessel Traffic Service immediately. Customs and Coastguard inspection of foreign going vessels are carried out at any time of day. There are no passenger services at this port.

The port is open for vessels entry and leave 24 hours. Traffic along its canals is one way. Vessel Masters proceeding to the port must ask permission to enter by VHF 1 hour before arrival at Buoy N46. Vessel masters will confirm their arrival at the port to the Port Duty Officer by VHF 2-4 hours in advance.

The port has special rules relating to private person, transport, delivery and transport of cargoes and material values. The rules are applied in accordance with the law ''On the state border of Russia''. All persons staying at the port must comply with the rules and have a special pass or identification, which gives them a right to stay in the territory. Any such pass and/or identification must be presented to the Port Security Service, Transport Police or Coastguard on demand. Fishing and swimming are prohibited from berths, walls and sailing craft on the port waters.

Sanitary inspections of vessels arriving at the port are carried out at any time of day. Vessels arriving at the port with cargoes which are dangerous in veterinary sense (leather, raw materials, wool, rag etc,) and poisonous cargoes must inform the Sanitary Epidemiological Station and State Veterinary Inspection. All animals, birds, etc. must be checked by the State Veterinary Inspection. The Coastguard Quarantine station must agree all operations with grain, fruit and other vegetation cargoes. All animal cargo must be agreed with the Coastguard and the Port Sanitary Epidemiological Station.

Loading and unloading operations are carried out only with permission and under control of Customs and Coastguard.
