Murmansk (RUMMK)

The port of Murmansk open for navigation all year round. In very severe winters, the S and part of the middle of the elbow-shaped bends of the gulf, freeze over for a short period during calm and frosty weather. In mild winter, drift ice is observed in the S part. The port handles coal, pellets, maganese ore, crushed stone, general cargo, bulk cargo and liquid facilities.

The port of Murmansk is situated in the S part of Kola Bay, 25nm from the entrance between Pinagoriy Point in the North and the mouth of the Tuloma River in the South, for a distance of 7.5nm except for the area of Murmansk fishing port.

Harbour: LOA 299.94m, beam 50m, draught 14.9m, 206,204DWT. Off Shore: LOA 292m, BCM 139.56m, 180,310DWT.

Approx 58,000,000t of cargo handled annually.

Anchorage for Russian vessels may be obtained, in depths of 15.0 to 34m, W of the Kiyevarakskiy Leading Line, between the S border of Regulated Area No 86 and the parallel of 69°00.6'N. Anchorage for other vessels may be obtained W of the Kiyevarakskiy Leading Line, between the parallels of 69°00.6'N and 68° 58.5'N. Anchoring is prohibited on or to the E of Kiyevarakskiy leading line and vessels must anchor such that when they swing they will not cross this line. Anchorage is also prohibited in Regulated Areas No 86 (E and S of Mys Mishukov) and 87 (0.9nm SE of Mys Abram).

The port is approached from the N through Gulf of Kolsky and entered between Mys Pinagoriy and Mys Mishukov. The recognised position for vessels arriving at Murmansk is abeam of Cape Tzypnavolok. The entrance of Kola Bay is marked by a red/white beacon in position (69°20.1'N 033°34.2'E). Ajbram Korga, a rocky bank with a least depth of 8.3m, lies in the S reach, 0.5nm S of Mys Abram. Lagernyy Leading Lights, situated 1.5nm S of Utes Abram-Pakhta, lead through the fairway W of Abram Korga when in line (195.8°). Both beacons are square towers surmounted by red rectangular daymarks with a white stripe, each 12m in height. Tri Ruchy'ya Leading Lights, situated 2nm SSW of Mys Abram, in line astern bearing 324°, lead through the fairway towards the third cargo area (68°56.0'N 033°02.0'E). The front leading light beacon is exhibited from a framework tower (red daymark with white stripe) 13m in height; the rear light is exhibited from a similar structure 14m in height.

There are 2 search and rescue companies, "Spasatel" and "Murmansk Territorial Emergency Rescue Co", based in the S part of Cola Bay, carrying out search and rescue operations in the Barents Sea from longitude of Nordcape to Long 040° 00.0'E. Both of these companies carry out long distance towing operations by tugs with 3,000-7,000hp. The search and rescue centre operates under the Harbour Master's command.

Use of tugs and assistance of pilot is compulsory. Berthing and unberthing at Berths No 2 and 19 and at Berths No 4, 5, 6 and 7, for vessels over 200m at all other berths are prohibited during the following period: From 2 hours after HW to 2 hours after LW. Berthing and unberthing at Berths No 4, 5, 6 and 7 for vessels over 100m prohibited if visibility is less than 0.5nm Docking operations are available during the following period: From 2 hours after LW to 4 hours after HW if the strength of the wind is not more than 27kts and visibility is over 0.5nm.

Compulsory for inbound and outbound vessels. Pilots board the vessels in position 69°11.9'N 033°31.5'E (off Guba Tyuva). Pilot cutter shows the name "Pilot" in black. Call "Kislaya Radio 1" on VHF Ch 16 and 14. Vessels should send request for pilotage 24 hours in advance and confirm 8 hours in advance. Vessels should send request for icebreaker services through the agent 24 hours in advance and confirm the exact time of requirement 2 hours in advance.

Inner roadsteads: Port Murmansk: The water area S of the line joining Mys Mishukov (69°02.6'N 033°02.7'E) and Mys Pinagoriy (0.7nm ENE). The commercial port occupies the area from the N limit of the inner roadstead to the N limit of the fishing port, 4.5nm S. The S limit of the fishing port lies 2.5nm farther S, at the parallel, passing through Mys Gorelyy (68°55.8'N 033°02.1E). Severomorskiy roadstead: The water area to E of the line joining: ..... Point Latitude Longitude 1. 69°07.0'N 033°27.4'E 2. 69°06.4'N 033°25.0'E 3. 69°05.4'N 033°22.1'E 4. 69°04.8'N 033°21.4'E Outer roadstead: The water area of Kol'skiy Zaliv S of the line joining Mys Letinskiy (69°18.0'N 033°34.0'E) and the N end of Ostrov Toros, 2.25nm WNW to the boundaries of the inner roadsteads. Following a Government Decree, the boundaries of Murmansk seaport have been extended to include the waters of Ura Bay where Novatek is building a facility for transshipment of LNG.

Vessels can enter the inner roads at any time of day or night. Speed is restricted within the limits of the Gulf of Kolskiy as follows: ..... 1. It shall not exceed 14kts in the area bounded by the parallels of the Letinskiy Point and the Northern side of Salny Island. 2. It shall not exceed 10kts in the area bounded by the parallels of the Northern side of Salny Island and Pinagory Point. 3. It shall not exceed 6kts in the area SW of Panagory Point.

Range 4.5m.

A Vessel Traffic Management Scheme and Movements Control are in operation in the port. VHF Ch 12 callsign "Radio 9". Radio watch on VHF Ch 12 at anchorage is compulsory. Permission should be obtained from Movements Control before: 1. Any vessel movements within the port, 2 hours advance notice required. 2. Any vessel movements in the roadstead and the port when the wind exceeds 33kts. If required, orders should be made for: Bunkers, fresh water, repair and technical operations; barges for bilge, ballast, sewage water and capacity for garbage; tugs and tug's service; icebreaker's service and pilot.

Laytime is from 1300hrs if NOR is given before noon and from 0800hrs the next working day if the notice is given after noon, within customary office hours which are from 0800-1600hrs. Sun and holidays excepted.
