The ports of Fredrikstad and Sarpsborg were amalgamated into one port and renamed Borg Havn IKS, formerly known as Borg Havnevsen. The port is located at the mouth of Oslofjord on the SE coast of Norway.

LOA 300m, beam 29m, draught 9.9m.

Approx 3,400,000t of cargo and 61,000 TEUs handled annually.

Anchorage is available in the vicinity of Belgen Lighthouse. Quarantine anchorage: Approach from S: A quarantine anchorage for Fredrikstad and Sarpsborg is at Frittflaket, 0.6nm SE of Belgen Light (59°08'N 010°58'E). This is a safe anchorage for medium sized vessels and is clear of submarine cables and pipelines. Approach from W: A quarantine anchorage for Fredrikstad and Sarpsborg is established in Lera, to the E and SE of Lille Marnet (59°10'N 010°51'E). The anchorage near the middle of Lera is suitable for medium sized vessels.

Approach and entry: The main approach to Fredrikstad and Sarpsborg from S is through Loperen (59°04'N 010°58'E) with entry through Osterelva (59°10'N 010° 57'E). The main approach from W is through Lera (59°09'N 010°52'E) with entry through Vesterelva (59°11'N 010°53'E). The navigable channel leads from Belgen Lighthouse to the bridges. Fredrikstad and Sarpsborg are approached using a channel from Belgen Lighthouse. Sarpsborg is reached via the Glomma River for vessels up to 7.3m to Alvim and 5.65m to Mellos, although vessels with a draught of up to 8.23m can use the facilities at Greaker.

The use of boatmen is obligatory for vessels over 40m in length. Boatmen are available in both Fredrikstad (Tel: +47 91 71 39 87) and Sarpsborg (Tel: +47 91 57 16 25).

Norwegian state pilot can be ordered through the Horten Norwegian Coastal Administration. Requests should include: ..... 1. Vessel's name 2. Callsign 3. Nationality 4. LOA, beam and GT 5. Draught 6. Nature of cargo 7. Destination 8. Purpose of call 9. ETA at pilot boarding area, or ETD from harbour 10. Whether one or two pilots are required 11. Vessels IMO number (if any) 12. Crew and passengers, (Masters name and nationality, size of crew etc) 13. Cargo and bunker fuel (UN number and quality of hazardous or polluting cargo, type and quantity of bunker fuel etc) 14. Details of passage (Last Port of Call, next Port of Call etc) 15. Details related to pilotage requests and Pilotage Exemption Certificates (PEC) 16. Agent or Operator (i.e. Norwegian contact) 17. Shipping company (Name and address). Pilotage is compulsory. Pilot can be obtained from either Faerder, VHF Ch 13 or 2182kHz or Herfoel, VHF Ch 12. Both pilot stations require 2 hours notice prior to arrival in the boarding area. Boarding is undertaken at 59°01.2'N 010° 56.2'E. For the ports of Fredrikstad and Sarpsborg, the pilot station is at Skipstad and pilots board at Vidgrunnen.

The port limits extend from Belgen Light in the S to the port of Sarpsborg in the N.

A bridge has been constructed across the Glommen before Mellos Quay with an airdraught of 29.0m according to tide. Larger vessels berth during daylight only at Alvim Quay (Sarpsborg) and Denofa Lilleborg Quay (Fredrikstad).

Tugs of 700-2,400hp are available throughout 24 hours from either Bukser og Bjergning. Arranged by the agent to meet at Belgen (VHF Ch 12). Tugs are engaged at the discretion of the pilot. The guidelines set out by Borg Port Authority for the use of tugs are as follows: ..... Vessels over 10,000DWT One tug fore with a min bollard pull of 25t Vessels over 20,000DWT Two tugs fore with a combined bollard pull of 38t plus one tug aft with a min bollard pull of 15t. Weather conditions and the level of equipment fitted (such as number of bow thrusters, etc) may also influence the pilot's decision concerning the use of tugs in the harbour area.

Prevailing winds: SW'ly in summer and NE'ly in winter. Ice: The harbour of Borg Havn IKS can be considered ice free and operational all year round. When ice occurs it is mostly in the form of open drift, which does not cause problems for navigation.

Radio: Any Norwegian Coastal Radio station can be used for passing messages at long range. All coastal radio stations are operated 24 hours a day throughout the year. Inmarsat communication available up to Lat 75°N. VHF: Borg Port Control: Ch 12 and 16. Hours 0630-1600hrs, 24 hour duty number +47 9 111 7189.

Customs: Allowance for crew and officers is that stated on the Personal Effects Declaration. Goods on the declaration are not to be taken ashore. Penalties for non compliance are severe fines. Immigration: Board at first port of call (cruise ships only). They require a Crew List and a Passenger List and will make random passport inspections. All passports should be available for a quick clearance which normally takes 15-20 minutes.

Arrival Notification, in the prescribed format, to the Navy should be made 24 hours before entering Norwegian territorial waters (baseline). See country information. Additional ETA's should be sent 12 and 6 hours prior to arrival to Harbour Control on VHF Ch 16, 12.

There are no special regulations except for vessels exhibiting the International Quarantine flag "Q" for having a contagious disease onboard. In such cases radio contact is to be made with the agent for instructions. Ship Sanitation control Certificates (SSCC) can be renewed.

NOR to be tendered in accordance with Charter Party when vessel is ready to start loading/discharging. When berth is not available for loading/discharging, NOR to be tendered when anchoring or according to Charter Party.
