Johor Port is situated at the S extremity of the Malaysian peninsula, on the E shoreline of the Johor Straits, approx 20nm E of Johor Bahru, the capital city.

LOA 361m, beam 65m, draught 13m, 90,000DWT.

Approx 33,000,000t of cargo, 1,000,000TEU and 4,000 vessels are handled annually.

Vessels proceeding to any landing points within the port limits may be requested to use the designated anchorage areas NE of the pilot boarding point for the following purposes: ..... Entry into Johor Port is by way of the Singapore Straits and approach through Kuala Johor, Serangoon Harbour and East Johor Straits for ships with max draught of 12.0m. Western approach: From a position approx 0.3nm NE of Pulau Merambong (01°19'N 103°37'E), the W part of Johor Strait leads NE and E for approx 14nm to The Causeway at Johor Bahru. This passage is used by local vessels visiting Johor Bahru and it should not be attempted without local knowledge. Eastern approach: The common approach channel to the E part of Johor Strait and Sungai Johor leads NW from the vicinity of 01°19'N 104°07'E, passing NE of Johor Shoal and through Kuala Johor. Then the route through the E part of Johor Strait leads in a general WNW direction through Serangoon Harbour (01°23'N 103°58'E), passing Pasir Gudang or Johor Port at Pasir Gudang (01°26'N 103°54'E) and the commercial berths at Sembawang to Sembawang Shipyard (01°28'N 103°50'E). Then Johor Strait continues 4nm W to The Causeway (01°27'N 103°46'E) at Johor Bahru. The channel is well marked with lightbuoys, leading marks and light beacons, but is less than 0.2nm wide in places. The main channel of the E part of Johor Strait is entered S of Pulau Ubin (01° 25'N 103°58'E). Johor Shoal Lightbuoy to Pasir Gudang Port has a depth of 12.0m CD. Pasir Gudang Port to Sembawang Shipyard: Depth 11.4m. Sembawang Shipyard to Ordnance Reach: Depth 11.0m. The shallowest parts of the passage are: Between Tanjong Changi (01°23'N 104°00'E) and Malang Tigo (1.5nm E) and; SE of Malaysia Shipyard (01°27'N 103°53'E). Note. Depths given refer to fairways, partly marked by sectored lights and leading lights. Some places do have lesser depths, especially at the edge of channels.

Mooring information is available 24 hours a day. The number of mooring gangs supplied will be determined by the LOA of the vessel and mooring boat assistance is also made available.

Johor Port pilots are available 24 hours a day. Pilotage is compulsory for vessels exceeding LOA 45m or over 30m in height, entering or leaving the pilotage district areas. All vessels calling at Johor Port are required to inform the Johor Port Control Station 2 hours before arrival at the pilot boarding ground via VHF Ch 11 and are to confirm ETA 1 hour before arrival. Pilot boarding positions 01°18.9'N 104°07.2'E and 01°19.35'N 104°15.63'E. If a pilot does not board on arrival, the vessel is required to anchor at the designated Johor anchorage. Upon anchoring, all vessels are required to report their positions to the Johor Port Control Station.

Positions: ..... 1. From a point of the coast at the S of Tanjung Datuk or Tanjung Penyusup at 01° 22.2'N 104°17.5'E directly to; 2. 01°19.2'N 104°15.7'E and then; 3. 01°17.8'N 104°07.4'E and then; 4. 01°18.3'N 104°0.7'E. Following the boundary of Malaysia's territorial waters until reaching the Eastern side of the Johore causeway to the coastline eastwards and returning to position (a), including the Johore River up to the bridge where the Johore Bahru to Kota Tinggi road crosses the said river and all other navigable rivers and tributaries flowing into these waters. All other piers, jetties, wharves, landing places, quays, docks and other similar works whether within or without the high water mark and any portion of shore or bank within 45.7m of the high water mark subject to any rights of private property therein.

Depth restrictions: Western approach: Depths in the W part of Johor Strait are very irregular, vessels of more than 5.5m draught or 107m in length, should not enter the strait. Depths in mid channel are as follows: West Reach, 5.8m in position 0.7nm NE of Pulau Merambong (01°19'N 103°37'E); 5.6m over May Rock at the NE end of West Reach; Putri Narrows (01°26'N 103° 41'E), 5.3m at the NE end of North Channel and 6.9m in Middle Channel. The fairway of the W part of Johor Strait is only 1 to 0.2nm wide in places. The narrowest parts are as follows: ..... 1. At the S entrance, E of Kolek Rocks (01°19'N 103°37'E). 2. In West Reach, W of Lucy Rock (01°23.7'N 103°39.4'E). 3. In Putri Narrows (01°26'N 103°41'E). Speed restrictions: Maximum navigational speed in the channel is 12kts. At sensitive locations stated below, speed should be reduced to 6kts. ..... 1. Malang Papan. 2. Fairy Beacon. 3. Johor Port Waterfront. 4. Malaysia Shipyard and Engineering (MSE). 5. Sembawang Shipyard. 6. Area between Sembawang Shipyard and the Causeway. No vessel shall navigate at an excessive speed within port limits. Every vessel shall, when approaching or passing any other vessel, reduce their speed in sufficient time to prevent her wash or bow wave from causing danger, damage or inconvenience to other vessels in the vicinity. UKC Guidelines: UKC refers to Under Keel Clearance for the manoeuvring of vessels greater than 3,000GT. The pilotage requirement is a 1.0m UKC for all locations. For manoeuvring of vessels of 3,000GT or less, a 0.6m UKC is required. For vessels alongside a 0.3m UKC would be required for emergency manoeuvres. The minimum UKC for each category is to be calculated from the controlling depth or the depth alongside, whichever is the lesser. Minus tides are to be allowed for accordingly. East Johor Straits (EJS) restrictions: ..... 1. When a nuclear powered ship is underway in the EJS, no vessel shall be underway forward of her. 2. Vessels of between 210m and 240m in length are permitted to transit EJS during non-daylight hours provided they have full use of engines and are programmed to transit during slack tides or steaming against the tidal current. 3. Vessels of more than 240m in length will be permitted to transit in the EJS only during daylight hours. 4. VLCC's or vessels of more than 280m in length will be programmed to transit the Fairy Point/Changi area during slack water or stemming the tidal current. 5. Vessels above 180m in length will not be programmed to pass any vessel exceeding 280m in length transiting the EJS between Changi and Sembawang Shipyard. 6. Anchoring is prohibited in the main channel. Any unauthorised anchoring must be reported immediately to Sembawang Control. 7. During non daylight hours, tows are generally not permitted to transit EJS.

VTS: Every vessel shall make the following report to and obtain clearance from Sembawang Control before entering or manoeuvring within or leaving the East Johor Strait (EJS). The report shall contain the following information: ..... 1. Name of vessel 2. Callsign 3. Present position 4. Destination (The location in the port or bound for sea). 5. Draught 6. Height 7. Remarks. Any other relevant information on the vessel which would affect its navigation and the ETA at the following locations: a. Longitude 103°59.53'E b. Malang Tiga Buoy c. Paku Buoy d. Malang Papan Buoy e. Seletar Buoy

11 tugs of 3,600 to 4,000hp are available. Tugs normally meet vessels off the port. Tug restrictions: ..... 1. Vessels of more than 240m in length are required to be provided with 1 escort tug when transiting in the EJS. 2. VLCC's or vessels of more than 280m in length are to be provided with at least 2 escort tugs when transiting in the EJS. 3. Tugs will generally await vessels at Beaulieu Shoal Buoy with the exception of Loyang, where they will wait off the berth. 4. No vessel will be permitted entry into the sea area westward of Angler Buoy unless her berth and tug bookings are confirmed 1.5hrs before the pilot boards at Eastern Buoy.

Customs: The following daily allowances of dutiable liquor and tobacco will be made for the consumption of officers, crews and passengers during the period of the ship's stay in port: 142ml wines, 1,136ml beer or stout, 25 cigarettes or 8 cigars, 28.3gm tobacco or snuff. The penalties for smuggling are severe and offences are likely to result, inter alia, in withdrawal from a vessel concerned of the privilege of being able to use the ship's dutiable stores whilst in port. Normally, ships stores allowed out of bonded stores at any one time will not exceed 3 days requirements. If a vessel's stay exceeds 3 days, a fresh application for additional allowances of stores may be made to Customs. All bonded stores will then be sealed by the boarding officer and the Customs seal should not be broken by anyone other than authorised Customs personnel until such time as the vessel has left the port. A Master of a departing vessel must make sure that his vessel does not leave the port unless a Port Clearance has been granted by Customs. A vessel which does not sail within 48 hours after a Port Clearance has been issued will be required to report to the Customs Office. A fresh Port Clearance will only be issued if the proper officer of Customs is satisfied with the reasons for the vessel not leaving the port within the required period. The Master of a vessel is advised to carry onboard his vessel at all times a Port Clearance which has been issued by Customs whilst within Malaysian territorial waters. Immigration: On arrival, a vessel is required to hoist the prescribed Immigration signal: ..... 1. By day the Interco flags corresponding to the numerals "25" in respect of vessels not carrying passengers and the numerals "34" in respect of vessels carrying passengers. 2. By night, in every case, a green light over a green light mounted vertically 1.83m apart, visible through 360° for a distance of 2nm. The Master of the vessel shall exhibit the signal until the vessel has been examined by the Immigration Officer who will authorise the signal to be hauled down. During the stay of the vessel in port, the members of the crew are free to move about only within the port limit. Any person leaving the vessel shall take his Seaman's identity book or passport. Any seaman who wishes to visit places outside the port limit may apply through the shipping agent. Successful application will require the crew to appear before an Immigration officer for issuing of pass or endorsement. The said crew member is required to report to the Immigration office, upon return from his visit, before boarding the vessel. Before departure of a vessel, the shipping agent is required to notify the Immigration department. Immigration inspection will then be carried out to determine that all members of the crew and passengers, if any, are all onboard before departure.

This is undertaken by the local agent and is based on the Crew List obtained from the ship. For other officials/departments a ship's Crew List will do (7 copies required). The above documents are distributed to Immigration, Health, Harbour Master, Customs, Traffic Control Officer and, if necessary, to the agriculture department. In addition to the above, a time sheet will be issued by the Immigration department which the Master is to sign and endorse. Other documents, such as Maritime Declaration of Health, arrival and departure report for the Marine department and Customs will be pre-prepared by the local agent and is to be endorsed by the Master on arrival.

All ships proceeding to Johor are required to notify the Port Authority 48 hours prior to vessel's arrival with 2 hours before the ETA at the pilot station via VHF Ch 11.

In addition to normal Interco flags and ensigns, vessels may, at times and on special occasions, be required to "dress overall" whilst in port. The local shipping agent will notify the vessel on such occasion as and when required.

Free pratique can only be applied for on arrival of the vessel at berth. Application by radio is not applicable at present. All vessels applying for a Ship Sanitation Control Exemption Certificate/Ship Sanitation Control Certificate should be empty of solid cargo. Application should be accompanied with the existing Ship Sanitation Control Certificates or Exemption Certificate and at least 24 hours notice should be given to the Port Health office. A Port Health Clearance Certificate must be obtained from the Port Health Office by all vessels in order to sail from the port. Every vessel is required to use proper design of rat guards on all mooring ropes so as to prevent any rodent from leaving or boarding a vessel during its stay in port.
