General notices & regulations
Notices on "Condition of Use and Safety Precautions of the Terminal" will be presented to the Master of arriving vessels by the boarding Mooring Masters. The Terengganu Crude Oil Terminal (TCOT-SALM): ..... i. Tankers must arrive with a max trim of 3.0m by the stern with propellers fully submerged ii. Tankers with sharp bows (non bulbous bow) are not acceptable iii. Max loaded draught permissible is 20.4m. Mooring requirements: ..... i. Prior to berthing, the Mooring Master will discuss with the Master, the berthing and mooring operations and confirm the vessel is fully manoeuvrable. He will also inspect the tankers ballast to ensure only clean ballast is carried and when it is disposed of overboard will be safely carried out simultaneously with the loading of the cargo. ii. The second Mooring Master will discuss with the Officer on the bow the mooring operations and liaise with the Officer to supervise the mooring operations performed by the tankers crew. iiii. After ensuring the manoeuvring area is clear of other traffic and sea and weather conditions are stable, the tanker will be manoeuvred for the approach to the mooring buoy. iv. The heading of the tanker will normally be such that she will have the wind ahead but tidal effect may have to be taken into account. A tug of suitable power and a mooring launch will be in attendance. v. During the final approach the mooring launch will pick up a messenger line from the tanker's bow and maintain station approximately 100m ahead of the tanker. When the mooring launch reaches the end of the mooring system pickup rope, the tanker's messenger line will be made fast and the tanker's crew will heave in the slack as the tankers move closer to the mooring buoys. vi. When the pickup line is onboard, the crew will commence heaving on this line until the chafing chain is onboard and secured. vii. The TCOT SALM's are fitted with 1 x 3in (76mm) diameter chafing chain which requires a centre Panama lead with a minimum diameter of 600 x 450mm. viii. Tankers greater than 140,000DWT will be berthed at SALM No 2 and two chain mooring system will be connected, which requires two Panama fair leads as per OCIMF recommendations.
