Tulear (MGTLE)

The port is mainly an import and export harbour, where the main product imported is cement and exports are timber, maize and cassava. Vessels can berth on main quay or load from lighters at anchorage, tankers are also berthed at main quay.

Tulear (Toliara) is situated on the SW coast of Madagascar.

LOA 168m, draught 8.0m, 8,000DWT. Largest vessel handled: "Vincenzia", LOA 168m, 8,035DWT.

The channel between Ilay Harandriaka Lehibe and the coastal reef and banks affords secure anchorage. Anchor berths in Rade de Tulear, in depths from 10.0-12.0m, mud or sand are available. With local knowledge and with permission from the Harbour Master, coasters can anchor 0.25nm W of Mahavatsy pierhead on the bearing 043° of beacon "E" in line with the "E" radio mast and with the outer rear leading light bearing 318°. A vessel using this anchorage should pass between "TU6" Buoy and No 3 Buoy. A waiting anchorage with limited room, in which vessels can anchor temporarily while awaiting instructions, is in a depth of 13.0m, good holding ground, in Rade de Tulear, at the intersection of: The bearing 088° of Beacon "E" (0.5nm N of Mahavatsy pierhead) in line with Mahavatsy Beacon (root of pier). The bearing 053° of the Norwegian Church (1.5nm N of Mahavatsy pierhead). A prohibited area exists in Rade de Tulear and Passe du Nord, N of the waiting anchorage.

The port is approached from N through Passe du Nord (2.5nm W of Toliara) and entered through Rade de Tulear. Coasters can approach from S through Passe du Sud (9nm S of Tulear) for which local knowledge is required. Passe du Nord: This should be entered at LW so drying reefs and banks can be seen. From No 1 Lightbuoy the channel passes through Passe du Nord and Rade de Tulear to the anchorages and to Mahavatsy Pier, which is marked on the NE side by 4 buoys (even numbers "TU2" to "TU8"). The buoys are moored on the edge of the coastal bank and off Banc de Mahavatsy, a shallow spit which extends 1.25nm SE from Pointe Anosy. At the inner end of the channel, off Mahavatsy Pier, the fairway of Rade de Tulear is marked on the SW side by No 5 Buoy, moored close NE of a 4.3m shoal. No 3 Buoy is moored in the approach to the pier. From the vicinity of No 1 Lightbuoy the alignment (148°) of the leading lights leads through Passe du Nord into Rade de Tulear, when a vessel should be guided by the channel marks. Passe du Sud: From a position on the approach leading line, with Pointe Sarodrano (1.0nm E of Nosy Tafara) bearing 100°, then passing: W of Roche Microbe (approx 1.25nm N of Nosy Tafara), then: Between Pointe Angele (23°26.4'S 043°40.9'E) on Ilay Harandriaka Lehibe, and Banc Mareana (approx 1.0nm NE). Rade de Tulear is entered between the coastal bank fringing Pointe Befotaka (23° 23.8'S 043°41.7'E) and Pointe du Serpent (1.75nm W), on Ilay Harandriaka Lehibe, avoiding a stranded wreck (0.9nm W of Pointe Befotaka). Pilotage is compulsory for vessels over 150DWT.

Mahavatsy Beacon (white masonry pyramid, black stripe, white cylinder topmark, 14m in height). Beacon "E" (masonry pillar, black can topmark) (0.5nm N of the pierhead), on the coastal bank. Mont Mahinia (23°24.5'S 043°46.9'E) which has a flat top and is the first distinctive feature to be sighted when approaching from the SW.

Range 2.6m.

There are tugs available to work lighters in the anchorage, launches assist in berthing operations.

ETA should be advised by 1100hrs, for arrival in the afternoon, and by 1630hrs for arrival at night or the following morning.

In the case of a vessel leaving Mahavatsy Pier at night or during the following morning the Harbour Master should be informed by 1630hrs and by 1100hrs if leaving in the afternoon.
