General notices & regulations
Ships berth heading into the current. Vessels over 198m in length berth/unberth during daylight hours only. Vessels are required to have a minimum arrival draught of 3.1m forward and 4.6m aft. Vessels carrying explosives or dangerous cargo must declare quantities and categories of same when they report their ETA. The National Flag of Kuwait must be displayed during daylight hours. Cargo handling is undertaken in accordance with port regulations. All goods are required to be loaded direct to or from transport.
Health regulations
Depending upon advance radio information free pratique may be granted by radio prior to arrival. All vessels must exhibit quarantine signals until quarantine formalities are completed or free pratique granted. By day, Interco flag "Q"; by night, a red light over a white light. No person other than the pilot is allowed to board any vessel either alongside a pier or at anchorage until pratique has been granted unless it is an emergency where permission will be obtained from customs and health by agents. Smallpox and cholera vaccinations are not required in Kuwait but can be given at the master's request. Rat guards must be fitted to all moorings. Maritime Declaration of Health form (supplied by the boarding quarantine officer) is to be completed. One copy of a Crew List containing dates of vaccinations and inoculations is required. International Certificates of inoculation and vaccination are to be available for inspection if required. Details of air conditioning in the vessel are to be supplied on a form provided by the Boarding Officer. A valid Ship Sanitation Control Certificate must be produced. Facilities are available locally for renewal.
Notices of readiness
Tankers: NOR will be accepted according to the Charter Party clauses provided that the vessel is within 2nm of the loading terminal as instructed by the Mina al Ahmadi loading master. Generally, when a berth is not available or in the absence of any communication from the shore, the time of NOR is taken as the time the vessel anchored in the roads. The time of anchoring together with position relative to South Pier Port Control as recorded by VTMS at the harbour master's office should be advised to the harbour master by VHF or through 9KK as soon as possible. All vessels at anchor are required to be ready to berth on receipt of 1 hour's notice from port control. This notice will be given by VHF or lamp and vessels should ensure an efficient watch is maintained to receive this notice. If, after receiving one hour's notice, a vessel is not ready to berth when the pilot boards, at the expiry of that notice, the original NOR will be cancelled and the pilot withdrawn. The new NOR will be the time the vessel indicates to the shore that it has rectified the defect that originally prevented it from berthing. As vessels are normally berthed in strict order of NOR time a vessel could lose considerable time through not being ready and masters should ensure that delays of this nature do not occur. Vessels that are accepted on an "as convenient" basis are given a NOR at the time the pilot boards. Other vessels: NOR should be tendered when vessel arrives at Shuaiba port anchorage and when hatches are clean and dry and ready in all respects for loading.
Standard messages
