General notices & regulations
Traffic regulations: A vessel in Deep Water Departure Channel drawing 21.3m or more, if approaching another vessel in circumstances which cause doubt over the deep draught vessels ability to manoeuvre within the channel, should indicate this doubt by sounding five or more short and rapid blasts on the whistle; the deep draught vessel should also display the following signals: By day - a black cylinder, By night - four red lights, vertically disposed, 1.8m apart. A vessel drawing less than 21.3m should, when able to do so, give way to a vessel showing and sounding the above signals; she should indicate her intention to give way by sounding one short blast followed by one long blast on the whistle. Following any exchange of sound signals described above, vessels should sound the appropriate sound signal for vessels in sight of one another in accordance with the International Regulations for Preventing Collisions at Sea. The display or the sounding of the above local signals does not absolve any vessel from responsibility for taking appropriate action.
Health regulations
Depending upon advance radio information free pratique may be granted by radio prior to arrival. All vessels must exhibit quarantine signals until quarantine formalities are completed or free pratique granted. By day, Interco flag "Q"; by night, a red light over a white light. No person other than the pilot is allowed to board any vessel either alongside a pier or at anchorage until pratique has been granted unless it is an emergency where permission will be obtained from customs and health by agents. Smallpox and cholera vaccinations are not required in Kuwait but can be given at the master's request. Rat guards must be fitted to all moorings. Maritime Declaration of Health form (supplied by the boarding Quarantine Officer) is to be completed. One copy of a Crew List containing dates of vaccinations and inoculations is required. International Certificates of inoculation and vaccination are to be available for inspection if required. Details of air conditioning in the vessel are to be supplied on a form provided by the boarding officer. A valid Ship Sanitation Control Certificate must be produced. Facilities are available locally for renewal.
Notices of readiness
NOR will be accepted (tendered/received) according to the Charter Party clauses and KPC NOR accepted criteria provided that the tanker is arrived within 2nm of the respective loading terminal as instructed by the Mina al Ahmadi harbour master. Generally, tankers arriving within range/acceptance/lay days are berthed on arrival. The NOR Tendered and Received shall be the "All Fast" time. If anchored in the roads, then shall be the anchoring time. For tankers arriving before such dates, the NOR shall be either the "All Fast" time, if permitted to berth by KPC or the commencement time of the range date if still at anchor. For tankers arriving after the above mentioned dates the NOR shall be the "All Fast" time. The time of anchoring, together with position relative to South Pier Port Control or the respective loading terminal as recorded should be advised to the harbour master by VHF as soon as possible. All vessels at anchor are required to be ready to berth on receipt of one hour's notice from port control. This notice will be given by VHF and vessels should ensure an efficient watch is maintained to receive this notice. If, after receiving one hour's notice, a vessel is not ready to berth when the pilot boards, at the expiry of that notice, the original NOR will be cancelled and the pilot withdrawn. The new NOR will be the time the vessel indicates to the shore that it has rectified the defect that originally prevented it from berthing. As vessels are normally berthed in strict order of NOR time a vessel could lose considerable time through not being ready and masters should ensure that delays of this nature do not occur.
