Plomin (HRPLM)

The port is comprised of a bulk terminal for the import of coal.

Plomin is located in the bay of Plomin, SW of Rijeka

LOA unrestricted under certain conditions (see Restrictions), draught 13.2m, beam 32.25m.

Vessels destined for the Port of Plomin have to use the anchorage in the Bay of Rijeka, approx. 11nm from the mouth of the Bay of Plomin. The depths at this anchorage are between 55 - 65m and seabed is muddy. Therefore, in case of heavier storms, vessels often have to leave the anchorage and take shelter in better-protected areas or sail around. Cargo vessels with non-dangerous cargo may anchor at Rijeka in and area limited by the following points: ..... In such a case the anchoring position has to be outside the VTS scheme and usual navigational routes, and the vessel must contact the port authorities regularly, as agreed upon in advance (no longer than 60mins.).

Plominsak Luka is approached through Vela Vrata and entered S of Rt Masnjak.

Vessels moor starboard side alongside so that the centre of their cargo hatches are positioned as close to the mark on the quay as possible. In usual weather conditions the vessel should be moored alongside with at least: - 3 head lines - 2 breast lines - 2 bow spring lines - 3 stern lines - 2 stern spring lines.

Pilotage is compulsory for all vessels over 500GT. Pilotage is also compulsory in the port if vessel moves along the berth using its own engine. Vessels must contact pilot station on VHF Ch 12, 4hrs before arrival. Pilot will board the vessel at approx. 45° 3.000'N 14° 16.000'E or at another convenient location in the immediate vicinity, if, according to prevailing circumstances, they find a more suitable place, and is disembarked ashore after the vessel is safely moored. As a rule, the pilot boards via ladder. After pilotage, it is shipmaster's duty to sign the pilotage receipt.

Berthing/sailing during daylight only. Vessels enter channel with stream. Berthing is not permitted if wind speed is in excess of 19kts. Coal discharge to be ceased if wind speed is more than 38kts. Max. LOA unrestricted providing max. length between fore part of first hatch and last part of final hatch is within limits of the 175m trackway of shore unloader. Vessels discharging coal should be gearless/mastless/without any obstruction on deck, hatch covers to be sliding aside type, max. distance from tank top to highest top of hatch cover in open position is 20.75m. Recommended vessel has seven hatch openings of 16.8m x 14.4m.

The rate of ingoing and outgoing stream is 0.2 to 0.4kts, however a rate of 1kt has been reported. The outgoing stream sets to the N in the vicinity of the bulk cargo terminal.

Available: 4 in, 2 out, plus 1 fire fighting tug equipped with oil spill boom. Available from Rijeka, they must be ordered 12 hours in advance. Compulsory for single screw vessels. When a bulk carrier is berthed at the bulk cargo terminal, three tugs remain on standby near the Ro-Ro terminal.

The Scirocco sometimes sends in a heavy sea. Bora gales blow with extraordinary force and are deflected from the steep lee side and felt as SW squalls at Plomin-Luka, but SE squalls at the bulk terminal. During winter, with a clear sky, calm wind and cold temperature, a dense fog approx 20m high may occur in the inlet. It is generally blown out of the inlet by a WNW wind and may extend up to 1.5nm into Vela Vrata. It usually disperses by 1000hrs local time, in sunny weather. The fog is caused by the discharge of warm water from the power station at Plomin Luka into the inlet.

ETA to be sent after departure from port of loading and then five, three and one day prior to arrival. Vessel's arrival has to be announced by the agent at least 24hrs before arrival. It is agent's responsibility to deliver ETA to the Pula Harbour Master's Office, the authorised pilot association, customs officials and to Labin Police Station. ETA should contain the following information: - Vessel's flag and name - Port of registry - Total cargo - LOA and draught of vessel upon arrival - Number of crew number and passengers - Type and amount of cargo for discharge and in transit - Previous port and date of departure - Day and hour of ETA to pilot station. It is a vessel's obligation to inform the Harbour Master's Office in Pula at least 4hrs before arrival at the Pilot Station (VHF Ch 10). If berthing immediately after arrival is not possible, vessel should proceed to the anchorage in the Bay of Rijeka.
