Palenque (DOPAL)

Palenque consists of one SBM, operated by Refineria Dominicana de Petroleo PDV (Refidomsa PDV), which is located SW of Santo Domingo (see separate entry), and handles the discharge of crude oil for the local refinery.

Palenque is situated on the S coast of the Dominican Republic.

LOA 259m, draught 13.7m, 116,092DWT.

There is anchorage available for 1 vessel, 1nm S of the lighthouse in depth 13.0m, mud, the swell causes rolling.

The SBM buoy is in position 18° 12.439'N 70° 11.979'W.

Pilotage, provided by Agencias Navieras, is compulsory and available for berthing/unberthing during daylight only. The pilot will board the vessel approx 1nm SW of the SBM, from a small tug with a black hull and white superstructure.

Punta Palenque Light, (a white concrete tower, 9m in height), situated on a low headland.

There are no restrictions except in the case of extreme weather conditions.

Range 0.6m.

Available and compulsory, a small tug carries crew and gear as required.

Cargo documentation: According to Dominican Republic law, all cargo is discharged from a vessel into the custody of customs. Original Bills of Lading, (or in lieu thereof an adequate bank guarantee) are required by customs from the consignee before the cargo can be removed from the customs controlled port areas. Hence, neither the Master nor the agent may demand presentation of the original Bills of Lading prior to discharging, as the ultimate destination of the original Bills of Lading is the Dominican Customs Office. As this is frequently a source of confusion it is very important to clarify this matter prior to the vessel's arrival, to avoid costly delays and/or disputes.
