Xiamen Island is situated at the estuary of the Kuilung River, 10km from the sea in the Taiwan Straits.

LOA 400m, beam 61.514m, draught 17.5m, 281,456DWT.

Approx 220,000,000t of cargo and 13,000,000TEU handled annually.

No 1 Anchorage, centered on 24°18.8'N 118°10.1'E with depths of 20.0-29.0m, mud, is established SE of Wu Yu for the use of large vessels. No 3 Anchorage, 4nm SE, depths 4.0-10.0m, mud. No 4 Quarantine Anchorage and pilot boarding area, 2.5nm NNW, depths 8.0-12.0m, mud, good holding ground. Recommended anchorage, no area limits, 1.5nm S, depth about 7.0m. No 5 Anchorage, 1nm SSW, depths 8.0-11.0m. No 7 Anchorage, 1.5nm SW, depths about 9.0m, designated for vessels of less than 5,000DWT carrying dangerous cargoes. The area in the outer harbour S and SW of Gulang YU (24°27.0'N 118°04.0'E) is a recognised typhoon anchorage for vessels up to 10,000DWT. Caution: Seabed rocks in this area. Prohibited Anchorage: Anchoring and fishing are not allowed in numerous charted cable corridors and other corridors existing between the islands and adjacent mainland. A prohibited anchorage also surrounds a floating dock in position 24° 2'.23'N 118°01.27'E.

The port is approached and entered from SE. The deepest approach is through a fairway leading generally NW from a position 3.3nm ENE of Dongding Dao. Foreign vessels enter harbour through Qingyu Shuidao. An alternative route through Wu-an Shuidao is, in places, 0.2nm wide between dangers, mainly unmarked. The Zhangzhou entry channel has 14.0m limit and the Houyu Channel has a draught limitation of 9.5m, plus height of tide. The buoyage system is in accordance with IALA System A.

Available 24hrs. Compulsory for berthing, unberthing or shifting for all foreign vessels (and for Chinese vessels over 230m LOA). Notice of ETA should be sent via agent as early as possible. Pilot ordering: Vessels should request pilots 48hrs in advance and confirm 24hr in advance. Initial message should include: ..... (a) Vessel's name (b) LOA, beam and draught (c) Maximum height above water (d) Deadweight (DWT), gross tonnage (GT), net tonnage (NT) (e) Loading cargo type and quantity (f) Expected times of arrival, departure and shifting (g) Time and place of mooring. To the NE the boundary of the port is a line between the Jimei Liberation Monument (24°34.0'N 118°06.0'E) and the NE end of the Xiaamen Airport runway 2.2nm ESE; the SE boundary is a line joining Baishi Tou (24°25.5'N 118° 07.9'E), Qing Yu (24°21.8'N 118°07.4'E) and Ta Jiano (24°21.4'N 118°05.9'E). The W limit is the approximate meridian of 117°58'E from Haicang (24°28.0'N 117°58.0'E) through Haimen Dao, about 2.75nm S, and to the shore S of the Island.

Major lights: Yandun Shan Light (24°16.16'N 118°07.90'E). Qing Yu Light (white eight sided tower, red stripes, 10m in height) (24° 21.88'N 118°04.11'E). Haican Bridge Centre S Light (24°29.81'N 118°04.11'E) RACON's: Jiujie Jiao Lt (24°20.17'N 118°09.70'E). Qing Yu Lt (24°21.88'N 118°07.55'E). Hou Yu Light (24°28.12'N 118°03.32'E). Haicang Bridge Centre S Light (24°29.81'N 118°04.11'E). AIS: No 1 Light Buoy (starboard hand) (24°13.87'N 118°13.24'E) No 16 Light Buoy (port hand) (24°15.25'N 118°10.88'E) No 11 Light Buoy (starboard hand) (24°19.33'N 118°11.29'E). No 15 Light Buoy (starboard hand) (24°22.16'N 118°08.38'E). Plus numerous other AIS navigational aids as indicated on chart.

If passing N of Hou Yu (24°28.1'N 118°03.3'E), overhead cables and Haicang Bridge span the fairway; the least vertical clearance is 55m beneath the bridge. Former mined areas are charted in the approach to Xiamen Gang on both sides of the channel and may be adjacent to some anchorages. Fishing stakes and nets may be encountered in shallower waters of the harbour are. There are extensive shellfish and oyster beds in the N part and vessels should avoid grounding in these areas.

Max 6.9m; average 3.9m. TIDAL STREAMS: Near Dongding Dao (24°09'71N 118°14'03E) during the SW Monsoon, tidal streams have been observed to set N during the rising tide at Xiamen with a max rate of 1.5kts and set SW during the falling tide, with a max rate of 2kts. Approx 5nm W of Dongding Dao, during the NE Monsoon, the tidal stream is rotational and sets WSW at the commencement of the falling tide at Xiamen and SW, then SE for the last 3 hours. During the rising tide the tidal stream sets N. Near Shuidao Qiantan (24°15'50N 118°12'50E) are also rotational, backing form NE to W through N on the rising tide and from W to NE through S and E on the falling tide. The max rates are 1.5kts in a N direction for 3 hours before HW and 1.5kn in a SSE direction 3 hrs after HW. In the outer harbour between Qin Yu (24°21'80N 118°07'40E) and Gulang Yu (24° 26'80N 118°03'70E) tidal streams set NW on the incoming stream and SE on the outgoing stream, in the E part of the outer harbour and set W and E in that part S of Gulang Yu. The South Easterly outgoing stream sets strongly on to Qing Yu. In the channel W of Gulang Yu, the streams set N on the incoming tide and S on the outgoing with a max rate of 2kts to 3kts at Springs and 1kt at Neap tides. In Lujiang Shuidao (24°27'00N 118°04'30E), E of Gulang Yu, tidal streams set NW and SE with rates of 2-3kts. Each stream sets for just over 6 hours, in the middle of the harbour the NW or incoming stream sets for approx 45mins before LW to 15mins after HW. During the incoming stream a strong E set may be experience in the S entrance and a W set may sometimes occur soon after the outgoing stream has commenced in Lujiang Shuidao.

VTS area consists of the water area covered by the following: ..... 1. An arc of radius 12nm from Yandun Shan Lt (24°16.20'N 118°06.89'E) between bearings 011° to 230°T. 2. From the N coast of Jiulongjiang Estuary due S along longitude 117°58.00'E until latitude 24°26.00'N and then S to the coast. ..... 1. Xiamen VTS consists of the VTS Centre (24°27.47'N 118°02.08'E), Nantaiwushan Radar Station (24°19.69'N 118°03.74'E), Guanyinshan Radar Station (24°24.07'N 118°01.37'E) and Taipingshan Radar Station (24°30.44'N 118°02.85'E), 2. Xiamen VTS provides the following services on VHF Ch 08: (a) Regular broadcasts on aids to navigation, traffic movements and other safety information. (b) Navigational information (on request). (c) Urgent safety information (d) Traffic organisation (e) Hydrometeorological information (on request). (f) Anchorage arrangements (on request). ..... PROCEDURE: 1. Participation in the VTS is mandatory for the following: (a) All foreign vessels (b) Chinese vessels of 300GT and over (c) Vessels carrying more than 50 passengers (except ferries). (d) Vessels carrying dangerous goods. (e) Vessels engaged in towing. 2. Other vessels are encouraged to participate on a voluntary basis. ..... REPORTING POINTS: Reporting Lines and Reporting Points have been established as follows: 1. SE Line: An arc of radius 12nm from Yandun Shan Lt (An arc of radius 12nm from Yandun Shan Lt (24°16.15'N 118°07.90'E) between bearings 055° to 230°T. 2. W Line: From the N coast of Jiulongjiang Estuary due S along longitude 117° 58.00'E until latitude 24°26.00'N and then S to the coast. 3. 24°20.34'N 118°09.97'E 4. 24°27.17'N 118°11.52'E ..... REPORTING: 1. Vessels should report to Xiamen VTS using VHF Ch 08 on passing the Reporting Lines and Reporting Points, and include the following information: (a) Vessel;s name, callsign and flag. (b) LOA (c) tonnage (d) Vessel's position (e) Draught (f) Height above water (g) Type of vessel (h) Description of any dangerous goods on board (i) Towing information (j) Other information as required by the VTS. (2) Vessels should report to Xiamen VTS on VHF Ch 08 prior to berthing or anchoring and also on departure from berth or anchorage. The report should include the following information: (a) Vessel'sname (b) Request for berthing or anchoring (c) ETA at berth or anchorage (d) Berth or anchorage name (e) Time of departure from the berth or anchorage (3) Vessels undertaking operations such as engine maintenance or compass calibration within the VTS area should report to Xiamen VTS to obtain permission. (4) Emergency reports should be made when encountering any pollution, accidents or other emergencies within the VTS area, as well as when observing any obstructions or damaged aids to navigation. Navigation Restrictions are in force in the area of Dadan Dao (24°23.29'N 118° 09.85'E) and vessels should keep in the main shipping channels. If entry to the Restricted Areas is necessary, prior permission must be obtained from the authorities. Vessels over 500t and foreign vessels should enter port through Qingyu Shuidao (24°22.00'N 118°08.00'E). Vessels below this size, and fishing vessels, should use Wu'an Shuidao (24°19.50'N 118°07.70'E).

Five tugs available, 1 x 3,500hp, 1 x 4,900hp, 1 x 4,000hp, 1 x 3,200hp and 1 x 3,600hp.

Prevailing winds: SE'ly. On average, 3 to 4 typhoons may occur per year, the peak time for these being between July and September. Fog is more likely to occur between early march and May, with S and SW winds, usually lasting between late afternoon and early the following morning.

Radio: Vessels calling at Chinese ports are recommended to use Shanghai Radio (callsign "XSG") and Tianjin Radio (callsign "XSV") for passing messages at long range. Allowances: The allowance for officers and crew are 2 cartons of cigarettes and 2 bottles of liquid which must be included in the Crew's Effects Declaration to the Customs House. There is a penalty for non compliance. The punishment for additional liquids varies according to the brand. Immigration: Shore Passes are issued to each crew member after the Master has submitted/shown all the necessary documentation required to the Immigration officer. This includes General Declaration, Crew's Effects Declaration, Crew List and passports. Crew are allowed to proceed ashore with a Shore Pass and their passport. All crew must be back onboard by 2359hrs. The crew are restricted to the city area and will be fined if they proceed outside this area. All foreign crew members should obey all the laws and practices of the PRC.

The Master should advise the vessel's ETA to the state agent, or through the local agent to the state agency, 72, 48 and 24 hours prior to the vessel's arrival at the pilot station. The ETA message should include the time and date of the vessel's arrival and sea/fresh water draughts. If there is any dangerous cargo onboard, the Master should also report details of that cargo including description, packaging, IMO code and gross/net weight. Should the vessel's ETA or other circumstances change, prior to arrival, the Master should send further messages.

The national flag of the PRC, which is not old, damaged or colour faded, must be displayed in addition to normal Interco flags. Other flags are not to be displayed without permission from the Harbour Master.

The Master should be aware of the following regulations when the vessel is under normal commercial operations: ..... 1. Before adjusting ballast water, lowering lifeboats, inspecting the main engine, testing/using radio or painting the outer hull, the vessel should apply to the Harbour Master in writing. 2. When taking bunkers or welding, in addition to first obtaining permission of the Harbour Master, the work must be done under the Harbour Master's supervision. 3. There must be crew available at the top of the gangway to adjust it as required. A safety net must be securely rigged under the gangway. 4. The Master must arrange for a duty officer to be available to solve any potential problems during the vessel's loading and discharging and he should liaise closely with shore personnel. 5. Whilst at anchor, a duty officer must maintain a VHF watch on the nominated channel. Regulations Concerning Entry: Vessels over 500t and foreign vessels enter the port through Qingyu Shuidao (24°22'N 118°08'E). Vessels below this size, fishing and sailing vessels should use the waterway passing w of Wuan. Prior clearance should be obtained before entering Lujiang Shuidao E of Gulang Yu. Vessels intending to overtake in the main fairways must seek the prior consent of the vessel to be overtaken.

When a vessel departs its previous port, prior to calling at a Chinese port, it should apply for pratique by radio. Once the vessel arrives in port, the Quarantine officer boards to carry out an inspection. Before pratique is granted, the vessel must fly the Interco "Q" flag and no crew are allowed to proceed ashore. Ship Sanitation and Ship Sanitation Exemption Certificates can be renewed in all Chinese ports licensed for handling international vessels.

Normally NOR should be tendered according to the relevant clause in the Charter Party. If there is no special clause then it should be tendered according to the actual working hours of the port.

The vessel's agent will send instructions to in bound vessels through the coast radio station being used or via Inmarsat. The instructions usually include the time and position of the pilot boarding. The Master is required to confirm receipt of messages to avoid delays to the vessel.
