Anqing (CNAQG)

Anqing, the capital city of Anhui Priovince, is the only deep water port in the province and is considered a multi-functional regional hub port incorporating domestic and foreign trade. The port handles only small vessels and tankers which carry crude oil for the local refinery. Other cargoes handled include general cargo, cement, coal, grain, ore, timber, containers and chemical fertiliser. The port of Anqing comprises three port areas, Anqing, Huayang and Zongyang port areas, managed by Anqing Harbour Bureau, local transport administration departments, local shipbuilders and manufacturers. The port area is bounded by the Wan river mouth and Xijia Village. It has an overall length of 12.8km of which 9,600m has been developed, a water area of 3,070,000mІ and a land area of 600,000mІ. Main Import and exports: Coal, grain, ore, timber, chemical fertilisers and general cargo.

The port of Anqing is located at Anqing City on the N bank of the lower reaches of the Changjiang (Yangtze) River in the Province of Anhui (abbreviated to ''Wan'').

LOA 108m, beam 17m, draught 10m, 5,000DWT.

Approx 22,000,000t of cargo and 180,000TEU handled annually.

Good anchorage can be obtained close, off a large official residence in the City. The best anchorage is on a shoal off the S bank of the river opposite a pontoon. Here the downstream flow is weaker off the city and there are no areas of water spinach (chow chow). There is an oil tanker anchorage and a general cargo anchorage in depths of 6.0-10.0m. The holding ground is sand and mud. Vessels up to 10,000DWT can use the anchorages.

Draught limitation is 4.5m with a clear height of 27m in the dry season and 7.2m with a clear height of 24m in the flood season.

Compulsory. Pilot service is available throughout 24 hours. River pilot boards at the Boashan Anchorage and Harbour pilot boards at the Anqing Anchorage.

It is possible to enter and sail after sunset.

The highest recorded water level was 16.85m and the lowest was 1.67m. The average level is 8.15m (based on the water level of the Yellow Sea). The average velocity of flow in the port is 2.5kts. The velocity is 1.6kts at flood and is 1.4kts at ebb.

There are 6 tugs available: 1 x 800hp; 1 x 1,000hp; 2 x 428hp; 1 x 300hp and 1 x 98hp.

Prevailing wind: NE'ly at a frequency of 30% and SW'ly. Average wind speed is 6kts. The max velocity is 39kts. Rainfall: The average annual rainfall is 1,363mm, mainly occurring between Apr and Jul, accounting for 60% of annual total. Mist: Fog occurs annually for a max of 29 days and a min of 6 days, mainly occurring in the morning between Nov and Mar. Temperature: The average temperature, over the year is 16°C. The highest recorded temperature was 44°C and the lowest was -9°C.

Allowances: The allowance for officers and crew are 2 cartons of cigarettes and 2 bottles of liquid which must be included in the Crew's Effects Declaration to the Customs House. There is a penalty for non compliance. The punishment for additional liquids varies according to the brand. Immigration: Shore Passes are issued to each crew member after the master has submitted/shown all the necessary documentation required to the immigration officer. This includes General Declaration, Crew's Effect Declaration, Crew List and passports. Crew are allowed to proceed ashore with a Shore Pass and their passport. All crew must be back onboard by 2359hrs. The crew are restricted to the city area and will be fined if they proceed outside this area. All foreign crew members should obey all the laws and practices of the PRC.

The master should advise the vessel's ETA to the state agent, or through the local agent to the state agency, 72, 48 and 24 hours prior to the vessel's arrival at the pilot station. The ETA message should include the time and date of the vessel's arrival and sea/fresh water draughts. If there is any dangerous cargo onboard, the master should also report details of that cargo including description, packaging, IMO code and gross/net weight. Should the vessel's ETA or other circumstances change, prior to arrival, the master should send further messages.

The national flag of the PRC, which is not old, damaged or colour faded, must be displayed in addition to normal Interco flags. Other flags are not to be displayed without permission from the harbour master.

The master should be aware of the following regulations when the vessel is under normal commercial operations: ..... 1. Before adjusting ballast water, lowering lifeboats, inspecting the main engine, testing/using radio or painting the outer hull, the vessel should apply to the harbour master in writing. 2. When taking bunkers or welding, in addition to first obtaining permission of the harbour master, the work must be done under the harbour master's supervision. 3. There must be crew available at the top of the gangway to adjust it as required. A safety net must be securely rigged under the gangway. 4. The master must arrange for a duty officer to be available to solve any potential problems during the vessel's loading and discharging and he should liaise closely with shore personnel. 5. Whilst at anchor, a duty officer must maintain a VHF watch on the nominated channel.

When a vessel departs its previous port, prior to calling at a Chinese port, it should apply for pratique by radio. Once the vessel arrives in port, the quarantine officer boards to carry out an inspection. Before pratique is granted, the vessel must fly the Interco "Q" flag and no crew are allowed to proceed ashore. Ship Sanitation Control and Exemption Certificates can be renewed in all Chinese ports licensed for handling international vessels.

Normally NOR should be tendered according to the relevant clause in the Charter Party. If there is no special clause then it should be tendered according to the actual working hours of the port.

The vessel's agent will send instructions to in bound vessels through the coast radio station being used or via Inmarsat. The instructions usually include the time and position of the pilot boarding. The Master is required to confirm receipt of messages to avoid delays to the vessel.
