FPSO 'Fluminense' is an offshore terminal consisting of a spread moored FPSO, in depths of 740m. The FPSO can produce 81,000bbls of oil per day. There is an external turret at the bow of the FPSO. The turret supports the 9 line mooring system and transfer facilities for well fluids, produced fluids/gas streams and electrical feed plus control signals to and from the Fluminense Terminal and the subsea facilities. FPSO 'Fluminense' is free to weather vane around the turret structure. The topsides facilities are installed on an elevated deck above the FPSO main deck.

General notices & regulations
Approach/Departure: Tankers should not approach within 1.5nm of the terminal unless the mooring master has boarded the offtake tanker. Offtake tanker masters should be aware of subsea pipelines and obstructions. It is a requirement that all offtake tankers entering the Bijupira and Salema Fields are in standby conditions, i.e, auxiliary propulsion and steering machinery on line for immediate availability, and sufficient manning available on the bridge, in the engine room and on deck as appropriate. Verbal contact between the bridge and the engine room should be established. A control room operator will advise the heading for the terminal at frequent intervals during the approach manoeuvre and the direction of the messenger relative to the fore and aft axis of the terminal. The offtake tanker should be ballasted with the Bulbous Bow and propeller submerged. The anchors must be secured in stowed position. Normal Disconnecting & Departure Procedure: Upon completion of the cargo loading, the offtake tanker master and the mooring master together will estimate the time needed to prepare the tanker for departure and report this to the FPSO by radio. Inert Gas System: The offtake tanker is required to have IGS operational and capable of maintaining an inert atmosphere in the cargo tanks at a positive gas pressure more than 100mm WG with oxygen percentage less than 8%. A lower pressure and/or higher oxygen percentage will suspend operations.
Notices of readiness
Notice of Readiness should be given when the Offtake Tanker is approximately 5nm from the FPSO. If on arrival at location the Offtake Tanker is not ready to load because of some shipboard deficiency, the NOR should not be presented until the tanker is ready in all respects to proceed with mooring and loading operations.
