General notices & regulations
Ammonium nitrate and explosives: Port Alma can handle large quantities of ammonium nitrate, (Class 5.1 under the IMDG Code) and explosives (Class 1) compared with other ports. The following information provides an overview of facilities and requirements. Port users should refer to the Authority's Notices for further details. Allowable limits: The quantities of ammonium nitrate and explosives permitted to be handled in Port Alma are restricted by the following: ..... 1. The Transport Operations (Marine Safety) Regulation and Standards 1995 which passes obligations on certain persons and which limits the quantities permitted on a ship in the pilotage area. These limits are currently gazetted at 15,000t for ammonium nitrate and 1,500t for explosives. 2. Rockhampton Port Authority procedures which are laid down in Authority Notices or directed as required by authorised authority staff. In particular, Notice No 7 specifies Rockhampton Port Authority limits which vary depending on the circumstances and which may be lower than the gazetted limits above. The authority refers to the Guidelines for Safe Transport, Handling and Storage of Dangerous Substances and Oils in Port Areas formerly published by the Association of Australian Port and Marine Authorities. An Australian Standards for Storage, Handling and Transport of Dangerous Cargoes in Port Areas is currently being drafted by Standards Australia. 3. Other authorities such as the Chief Inspector of Explosives, Australian Maritime Safety authority, etc. As the limits for a normal berth are 400t for ammonium nitrate and 25kg for explosives, Port Alma offers a cost effective port facility for these cargoes. Special procedures apply including restricted access to the wharf area and 24 hour fire prevention and detection services. Port users, shippers and agents should consult with the Port Authority prior to such shipments, particularly if such persons have not used Port Alma previously as a considerable lead time may be required. Vessels carrying explosives in excess of the quantity stipulated may proceed to Berth No 2 but are restricted to a draught which will permit rapid departure at any time of day.
Health regulations
Pratique: Port Alma is a first port of entry for overseas vessels and full quarantine and customs facilities are available when required. There is a quarantine anchorage at Sea Hill Point in the approach channel. The port is also a designated timber port and facilities are available for the issue of Ship Sanitation Control Certificates. Fumigation services for both ships and cargo are provided by private firms based at Rockhampton and under the control of the Australian Quarantine and Inspection Service (AQIS).
