General notices & regulations
Ladders, including draught reading ladders, must comply with SOLAS regulations. The Shipping Officer will advise on information regarding general notices and regulations. Cape Cuvier Cargo Guidelines: Salt cargo: Hold cleanliness and lime washing: These guidelines cover the hold condition and preparation requirements for vessels loading bulk cargoes of salt, from Dampier Salt Operations (DSL) - Cape Cuvier. The following is a standard requirement by the company to eliminate shipboard contamination of the cargo. These parameters apply to all bulk carriers. ..... 1. All cargo spaces must be totally empty, clean and clear of all rubbish, cargo gear, dunnage, drums, etc. 2. All cargo space must be dry. 3. No loose scale or rust is to be present on the bulkheads, floors, tank tops or underside of hatch covers. 4. There should be no evidence of leaks from fuel or ballast tanks into cargo spaces. Hatch covers must be in a suitable condition, such that when they are properly closed and sealed, contamination of the cargo by the ingress of seawater or rainfall is prevented. 5. All manhole covers leading from the cargo spaces, where necessary, are to be properly secured and sealed, to prevent contamination from bilges and other extraneous sources. 6. No chemicals or traces of previous cargo should be visibly evident. It is a requirement in this regard to have the Master identify the previous cargo carried in each hold. Where traces of previous cargo are evident the Shipping Officer from the company should be advised immediately. Particular emphasis should be placed on prior cargoes involving any significant heavy metal ore content such as barium, nickel, manganese, chromium, copper, mercury, lead, cadmium, arsenic and/or aluminium ores. 7. Cargo spaces must be free of rust scales, paint scale, previous cargo residues and washed down with fresh or seawater, with a final wash being of freshwater. This is to be followed by a thick application of slaked lime, (Calcium Hydroxide Ca(OH)2 to all surfaces that will come in contact with the cargo. As a general rule the height of limewashing within the holds should represent approx 75% of the height of the bulkheads/sidewalls. The limewashing should be sufficiently thick enough to ensure that no bare metal or hold paint may be viewed through limecoating. 8. Lime washing usually requires the application of sufficient covering quantity of more than one coat of lime, for the issue of a "Certificate of Cleanliness". 9. In the event that there are surface coatings other than limewash applied within the cargo spaces, the nature of the coating should be ascertained, particular attention being given to those cargo spaces that have been freshly painted with metal oxide based paints. If the coating could contaminate the cargo, the DSL Shipping Officer must be fully advised in sufficient time to investigate. The identity of the said coating will be recorded on the "Hold Inspection Certificate" and the Company Shipping Officer will be advised immediately prior to commencement of loading. 10. The surveyor must ensure that this procedure has been carried out in accordance with the company standards. In the event that a vessel does not pass the above criteria then a "Certificate of Cleanliness, shall not be issued. The vessel will be considered to have failed inspection and therefore "NOR" will not be accepted. All costs, consequences and delays will be against the vessel, until such time as the surveyor deems the vessel to have passed hold inspection. The vessel will be required to clean and re-prepare holds as instructed for re-presentation, prior to approval being given to commence loading. Lime specification: Calcium Hydroxide (Slaked Lime) Ca(OH)2. Gypsum cargo: Hold cleanliness: No trace of previous cargo residues should be evident and the Owners/Master must advise DSL Shipping Officer immediately if prior cargoes contained a significant heavy metal ore content such as barium, nickel, manganese, chromium, copper, mercury, lead, cadmium, arsenic and/or aluminium ores. Any hold paint applications, should be with non lead based paints. On arrival all are to be free of rust scales, paint scale, previous cargo residues and washed with freshwater and dry, ready to load cargo on arrival. The first 2 holds to be loaded should have their hatch covers opened (weather permitting) before the pilot boards the vessel. Surveys: In the event that on arrival, the Marine Pilot determines that the vessel does not pass hold cleanliness survey, then all costs and consequences for delay to loading operations will be for owners account. Vessel requirements: Mooring equipment: The vessel mooring equipment must comply with the following min specifications: ..... 1. Winches control the safety of the vessel whilst it is in the berth and therefore must be in first class working condition and able to supply full power for long periods. Four working drums at both ends are the min requirement and "split" working drums as used for wire ropes are totally unacceptable. 2. There must be no rust on the brake drums and all brake liners must be in good condition and of non-asbestos material. 3. The worm drive brake lever must turn freely and be well cleaned and greased. It must be capable of supplying considerable pressure on the brake liners without running out of thread. Past experience has shown that when the lever runs out of thread it can break, causing major delays or damage to equipment. 4. Winch reels on vessels over 35,000DWT must be at least 800mm wide with a depth of 600mm, capable of taking the DSL head and stern wires of 310m x 36mm and capable of taking breast ropes of 250m x 80mm polypropylene. For vessels less than 35,000DWT, ship supplied 70mm rope may be used for breast ropes. 5. If vessels are unable to supply suitable ropes then in special circumstances DSL may arrange supply. Any ropes supplied by DSL will only be supplied on the basis that: a. DSL accepts no responsibility for personal injury (including death), or loss or damage, downtime or penalty associated with supply or use of these ropes, and reserves the right to charge for usage and/or loss of or damage to any ropes that DSL supplies and b. The vessel indemnifies DSL against any costs and expenses arising from any such personal injury, loss or damage, downtime or penalty. 6. All walkways around the winches must be in a sound condition and all guards that should be fitted to moving winch parts are fixed securely in place. 7. All roller leads must be free and in good condition. The aft centre leads must be fitted with a horizontal 75mm bar to prevent wires lifting from the rollers and damaging the ship's guardrails when the vessel is trimmed by the stern. 8. Ship ropes must be polypropylene or similar low stretch composition. They must be checked overall to ensure they are in good condition and of 220 to 250m in length. Four working ropes are required at each end (250m x 80mm for vessels over 35,000DWT and 250m x 70mm for vessels under 35,000DWT). All ropes must be fitted with a spliced eye 1.0m long at the outer end. Two spare ropes are required at each end of the vessel to assist in distant runs, and in case of ropes parting. 9. Should a vessel carry ropes of different size or composition the Master must advise Dampier Salt Limited at least 7 days prior to arrival with the number, size, composition and length of these ropes. 10. Forward and aft winch areas are to be adequately lit and clear of hazards to enable personnel to work safely by night. Further, adequate deck and winch lighting is required for the vessel to be berthed or sailed by night otherwise such operations will be restricted to daylight hours. 11. All boarding and disembarking equipment is to comply with SOLAS regulations. 12. Port and starboard anchors must be kept ready for use, but stowed close home to reduce obstruction hazards when working ropes and wires. DSL requires the following information for acceptance of all Cape Cuvier vessels: ..... 1. Current ship's particulars including: a. Name of vessel b. Previous names if any c. Year and country of build d. Details of last 5 bulk cargoes for determining likelihood of contamination. e. Summer DWT, summer draught, GT/NT. f. LBP Length between perpendiculars. g. Vessel's Telex/Fax Numbers and email address. 2. GA plan - forecastle head and poop areas, showing winch & mooring layout. 3. Number of hatches. Minimum hatch length 12 metres. 4. Limewashing of holds for salt cargoes (compliance). See DSL Guidelines. 5. The number of independently operated winches, fore and aft. 6. Declaration that winches are well maintained. 7. Declaration that winches are not tension set. 8. Confirm that winches are not "split drum reels". 9. Winches to be hydraulic driven and not pure electric. 10 Winch brakes: When considerable pressure is applied on the brake hand-wheels a minimum 15% of screw thread adjustment must remain on the hand-wheel spindle. 11. Declaration that all brake liners are of non-asbestos material. 12. Mooring ropes: advise the number, length, material and diameter of ropes. Note that only polypropylene ropes are permitted due to stretch characteristics. 13. Number of hours required for deballasting. Pumps to be in good working order. 14. Report measurements for your winches upon the "A to D" mooring winch diagram. 15. Plain, vertical roller leads are required both forward and aft. Leads other than plain roller leads are normally not acceptable. All roller leads should be free and in good condition with the centre leads (aft only) being fitted with a 75mm bar to stop the wires coming off the rollers and damaging the ship's rails when the vessel is trimmed by the stern.
