📋 Port Overview
✓ ISPS✗ ECA
Mossel Bay is mainly used by small passenger vessels and fishing boats. Service crafts (supporting the local oil and gas industry) and cargo vessels also use the harbour on occasion. The harbour itself is protected by a 540m breakwater where the entrance channel is 170m in width. There are also two offshore mooring points located outside of the main harbour area that comprise of an SPM and CBM, both of which are operated by PetroSA. The SPM is used for importing clean petroleum products which is then used as feedstock at the PetroSA GTL Refinery. The CBM is used for exporting industrial alcohol, diesel and kerosene but can also be used for importing and exporting clean petroleum products when the SPM is under maintenance. Mossel Bay is the smallest commercial harbour along the South African coast.

General notices & regulations
The "South African Railways Regulations for the Harbours of the Republic of South Africa" are applicable within the harbour limits of Mossel Bay and the "Prevention and Combating of Pollution of the Sea by Oil Act 67 of 1971" as amended, is applicable between the HW mark and the limit of the fishing zone (presently 12nm out to sea). A copy of these regulations must be obtained on arrival at the port. Whilst at the oil terminal there will be at all times two oil company personnel living on the vessel who will maintain radio contact with the shore facilities. Before a vessel is moored at Mossel Bay Terminal it must be equipped with good quality mooring lines, with eyes and tail ropes spliced into each end as follows: ..... 1. Two full coils (220m each) required per buoy (5 buoys) ie. total of 10 lines required. 2. All lines must be flaked out and ready for use at appropriate leads prior to pilot boarding. Mooring lines shall be laid out for free running adjacent to bitts and warping winches. Warping winches must be adequate to handle mooring lines under heavy strain and efficient stoppers must be readily available to "hand off" mooring lines and transfer same from winch to bitts without loss of tension. A minimum of 2 winch drums on aft deck must be able to operate simultaneously. Prior to the pilot boarding, 2 heaving lines and a messenger rope should be made ready on the forecastle. The derrick should be made ready on the port side. Vessel must have both bow anchors ready for immediate use each with a min of 220m of cable and an anchor buoy is to be attached to each anchor with sufficient line to run out freely. Vessels must be adequately equipped with blocks, tackle and booms to hoist the submarine hose, a 3t lift from the sea floor to the ship's rail, in a safe, efficient and expeditious manner. vessels must also provide necessary crew to undertake this operation and also provide for lifting aboard from the launch the necessary coupling hose, fittings and radio equipment as required. Masters of vessels discharging at Mossel Bay Terminal are advised that this port is considered an open roadstead and under no circumstances may engines be shut down for repairs while their vessel is moored in the submarine berth. SPM: Vessels calling at the Mossel Bay SPM must comply with the following requirements: ..... 1. The vessel's length to be not less than 130m. 2. The vessels maximum "bow to manifold" distance to be not more than 100m. 3. The vessel's SDWT not to exceed 50,000t. 4. The Master is required to sign an acceptance of the Terminal Regulations prior to berthing. 5. The vessel is to be fitted with an OCIMF tongue or hinged bar type bow stopper designed to take 54mm chain, the SWL of either to be not less than 200t. 6. The derrick or crane lifting capacity at the port manifold to be not less than 5t SWL. The derrick/crane to have sufficient topping capacity. 7. Whilst on the berth, or approaching the berth, the vessel to have not less than 2.5% of its summer DWT onboard made up of either cargo or ballast. 8. Whilst on the berth, the vessels trim is not to exceed 3.5m. During adverse weather, the loading master may require the vessel to have less trim. 9. All non-segregated ballast is to be discharged to the shore reception facility and may not contain any black oil contamination. 10. Cargo hose connections are made on the port side by means of three 8in, 8 hole, 150lb standard OCIMF flanges. There are 3 floating hoses of which the foremost hose is used only for mogas, the middle hose only for ballast, and the after one only for distillates. The hoses may not be crossed over at the manifold rail and this requirement must be taken into account when planning the cargo operation. 11. The vessel is to be fitted with adequate pad eyes, bitts or similar facilities at the manifold to enable the cargo rail hoses to be hung off properly by means of their hanging off chains. 12. Accommodation is required for a loading master, surveyor and three divers (total of 5). 13. Any cargo tank that has contained marine fuel oil (or similar) as a previous cargo, must be gas free on arrival in order to allow the surveyor to conduct a tank entry inspection of the tank prior to loading. 14. The vessel must be capable of delivering a water flush from the sea chest to shore in case of a flexible hose failure. 15. Tankers will not be berthed later than 1600hrs, subject to pilot's decision, but can sail at anytime. CBM: Vessels calling at the Mossel Bay CBM must comply with the following requirements: (Refer to mooring diagram). ..... 1. Both anchor windlasses must be capable of working independently of one another. 2. A minimum anchor chain length of 10 shackles must be available on each anchor. 3. There must be sufficient winches aft to connect 6 lines from the stern of the vessel, 2 to each buoy astern of the ship. 4. The vessel must have winches forward of the accommodation on each side to handle the breast lines (2 to each buoy). 5. Ten full coils (220m) of floating rope with a minimum breaking strain of 64t must be onboard. 6. At all times a minimum of 25% of summer DWT must be onboard in cargo and/or ballast. 7. A minimum derrick or crane SWL of 5t must be available. 8. The manifold connection must be capable of accepting an 8in, 8 hole, 150lb ASA hose flange. 9. There is no deballasting arrangement to shore from the CBM berth. 10. The vessel must be fitted with adequate eye pads, bitts or similar facilities at the manifold to enable the cargo rail hose to be hung off properly by means of the hanging off chain. In other words fittings capable of holding the weight of the hose must be available. 11. Accommodation is required onboard for the following personnel who will remain onboard for the duration of the operation: Loading Master, surveyor, divers/tanker team, berthing gang. Total (7). 12. Only daylight berthing/unberthing will be carried out. 13. The berth is designed for vessels with a max SDWT of 42,000t. Note: If there is no winch forward of the accommodation then aft deck must have sufficient bits on aft deck to secure 10 lines (it is recommended that the Master of the vessel personally check feasibility). For vessels of less than 150m it is recommended initially to attach 2 x 220m lines together for centre lead on stern. Information required from the vessel: ..... 1. That the vessel complies with the above requirements 2. The quantity of cargo and/or ballast onboard 3. Which tanks are available for loading 4. The cleaning procedure of the loading tanks 5. The loading tanks previous cargo 6. The arrival draught 7. The distance from manifold to ship side. Pilots CBM requirements: ..... 1. a. Two full coils (220m each) required per buoy (5 buoys) ie total of 10 lines required. b. All lines must be flaked out and ready for use at appropriate leads prior to pilot boarding. 2. Pilot ladder rigged on port side with man ropes and a further pilot ladder on standby on the starboard side. 3. Adequate accommodation must be supplied to all shore side personnel. 4. Minimum of 2 winch drums on aft deck must be able to operate simultaneously. 5. If there is no winch forward of the accommodation then aft deck must have sufficient bits on aft deck to secure 10 lines. Draught: Max draught 12.0m. Bow: Both anchor winches capable of working independently of one another. Minimum anchor cable length available for each anchor 10 shackles. Stern: Sufficient winches capable to connect six ropes from the stern of the vessel, two to each buoy astern of the vessel. Must have winches forward of accommodation on each side to handle the breast ropes. Ropes required: Ten full coils (220m) 64mm dia, polypropylene, min breaking strain 64t or comparable floating rope. Ballast condition: At all times a minimum of 25% of SDWT must be onboard in cargo and/or ballast. Manifold connection 8in/minimum derrick capacity 5t. Note: There is no deballasting arrangement to the shore from the CBM berth. Hose lifting and hose connecting arrangements required at the manifold.
