📋 Port Overview
✓ ISPS✗ ECA
The port is currently closed for commercial operations. Information for the port is retained should the port reopen. The terminal is operated by Yemen Hunt Oil Co (YHOC). The Ras Isa marine terminal consists of: ..... 1. The 409,000DWT Floating Storage and Offloading vessel (FSO) "Safer", including its bow mooring, hoses, pipeline end manifold (PLEM) and pipeline from Ras Isa and all waters surrounding the "Safer" within a 2nm radius: 2. The (auxiliary) Single Point Mooring buoy (SPM), floating hoses, PLEM and the pipeline from Ras Isa and all waters surrounding the SPM within 1nm radius; and 3. The designated holding anchorage. A submarine pipeline extends from the "Safer's" bow turret a distance of 1.55nm to the SPM, which is fitted with a flashing light, in 15°08.5'N 042°36.5'E. From there, the pipeline proceeds for a distance of 2.65nm to the shore in position 15°11.0'N 042°37.8'E. In July 2023, the UNDP (UN Development Programme), announced the tanker Nautica will act as a replacement for FSO Safer. The Nautica will then be renamed the Yemen. The Nautica will arrive alongside the FSO Safer for oil transfer to begin. After completing the transfer of oil, SMIT will undertake cleaning of the tanks aboard the FSO Safer to remove as much residual oil and material. All waste material will be transferred to the Nautica for storage. FSO Safer will then be sent for recycling.

🛡️ Pre-Arrival Information
Communications
Ras Isa Marine Terminal, FSO "Safer": Inmarsat Telex number via Indian Ocean +583 447 376472 HUNT and +967 3 538301 (CCR x 24h). YHOC Marine Dept web site: www.fsosafermarineterminal.com Early Departure Procedure (EDP): ..... 1. The master of the export tanker must confirm before arrival his agreement to EDP. 2. Export tankers not equipped with satellite communication (Inmarsat) should maintain close radio watch with Bahrain Radio, through which all communications to/from Ras Isa marine terminal will be passed until cargo quantities are received and the export tanker's port agent has been authorised to sign documents. 3. The master of the export tanker will receive at least one set (of copies) of cargo documents (without cargo quantity/quality data) prepared by the marine terminal. 4. Upon completion of loading, the export tanker's master should give his figures for the adjusted total calculated volume (TCV) loaded (ie gross standard volume loaded adjusted by vessel experience factor plus free water loaded) to the marine terminal and will receive the marine terminal's preliminary TCV. Comparison of such figures should then be made as follows: (Export Tanker adjusted TCV/Terminal TCV) x 100. If the percentage is greater than 99.8%, the export tanker will be released and will sail. If the percentage is greater than 99.5% but less than or equal to 99.8%, the export tanker, upon rechecking its figures, may sail following a written protest by cable. If the percentage is less than or equal to 99.5%, upon rechecking by both the export tanker and marine terminal, the export tanker may sail following a written protest (by cable). 5. Upon receiving the final Bill of Lading figures (gross/net standard barrels), the export tanker master must cable to the marine terminal his authorisation to have his port agent sign the Bill of Lading, issue a protest (if necessary) and complete the remaining documentation requirements of the lifter. VHF: "Safer" working channel is Ch 74. Communications with the marine terminal: After berthing, the marine terminal loading master will bring with him a portable UHF radio set ("walkie-talkie") which will remain onboard throughout the export tanker's stay in berth and which must be returned to the marine terminal loading master before departure. The UHF set is to remain open so that the export tanker and the marine terminal can maintain radio contact on a dedicated radio frequency at all times. The set can also be used to advise times for ballast discharge, tank inspection, standby for loading and completion of loading, etc.
Documentation required
All ship's certificates must be valid.
ETA
Notification of ETA: Vessels calling at the Ras Isa Marine Terminal shall advise the marine terminal of their estimated time of arrival (ETA) upon departure from the last port or, if at sea, as soon as orders are received to proceed to the marine terminal. ETA shall be repeated to the marine terminal and to the port authority of the port of Hodeidah 72, 48 and 24 hours in advance of arrival via: Email: marineone@y.net.ye and fsosaferone@y.net.ye. Vessels equipped with Inmarsat satellite communications may address their telex(es) to: Ras Isa Marine Terminal, Inmarsat Ocean satellite and shall call the marine terminal on VHF Ch 74 when within range. The General Corp for Ports and Marine Affairs - Hodeidah Port Authority has an Email: pmac@y.net.ye. A vessel wishing to call at the marine terminal that has received damage and/or is leaking oil must include details of same in the ETA advice so that vessel can be inspected by a marine terminal representative before entering the marine terminal area.
General notices & regulations
Prohibited area: Source MARLO Bahrain. The Yemen Republic Corp for Maritime Affairs issued the following notice: "The area enclosed within a circle, the radius of which is 2nm centring on Ras Isa Oil Terminal (14°07.0'N 042°36.0'E), is hereby declared a prohibited area. No vessel is allowed to enter this area unless they have a Ras Isa Terminal Pilot onboard. Severe action will be taken against any vessel which contravenes this notice". Draught and trim requirements - Ballast: Unless otherwise authorised by the marine terminal, export tankers in ballast or in partly laden condition shall arrive with sufficient draught for full immersion of the propeller(s) and a trim not exceeding 3.0m by the stern. Vessels sailing from the marine terminal with a part cargo should also conform to the above draught and trim conditions. Helicopters: Subject to availability, the marine terminal operator will supply helicopter service to permit pilots, petroleum inspectors, port agents and marine terminal representatives to embark/disembark the export tanker. The use of the helicopter requires a suitable landing area, safety and firefighting readiness and personnel on the export tanker as recommended in the International Chamber of Shipping (ICS) guidelines for helicopter operations. The helicopters are not fitted for winching operations. Helicopters will not operate to the export tanker during crude oil transfer operations or open gauging of tanks. Additional requirements: For vessels calling at Ras Isa Marine Terminal: ..... 1. All cargo tanks must be inerted to IMO/SOLAS regulations. 2. Export tankers must be capable of one of the following: a. Simultaneously loading cargo and deballasting with double valve segregation between cargo oil and ballast water throughout; b. Operating as a fully segregated ballast tanker; or c. Loading a cargo quantity prior to deballasting equivalent to the quantity of ballast to be discharged. 3. Export tankers must arrive with clean ballast. 4. Export tankers must agree to load in a tandem mode, should weather/sea conditions so require or if requested by the marine terminal. 5. Export tankers must be fitted with OCIMF recommended bow chain stopper(s) of tongue type or hinged bar type to accommodate size 76mm chafing chain(s) as follows: a. Vessels up to 150,000DWT with at least 1 bow chain stopper; b. Vessels over 150,000DWT with at least 2 bow chain stoppers. Note: Smit type brackets are not acceptable. ..... 6.
