This System consists of a Traffic Separation Scheme (TSS) in the Offshore Sector and Regulated Navigational Areas (RNAs) in the Inshore Sector. The Coast Guard has established RNAs within the San Francisco Bay Region to reduce vessel congestion. These RNAs increase navigational safety by organising traffic flow in constricted channels. The RNAs generally apply to Large Vessels (i.e. power-driven vessels of 1600 gt or more, or tugs with a tow of 1600 gt or more). (2) Vessels shall notify the VTS prior to deviating from the TSS or RNA. VTS will recommend adherence to the RNAs whenever a proposal to deviate from the RNAs is based only on convenience. When a deviation does occur, VTS may make a safety broadcast on VHF Chs 14 and 16 to warn the recreational boating public. (3) Vessels unable to follow the traffic lanes or procedures due to an emergency should manoeuvre as required to minimize the emergency and notify the VTS as soon as possible. (4) Charted recreational areas within the VTS shall be avoided by commercial vessels. Customs and Immigration
US Immigration will board all vessels upon berthing or arrival at first anchorage for crew inspection. A vessel arriving from another US port and where the crew have already been cleared, then nothing is required from the vessel by US Immigration. If a vessel is going to make crew changes then special shore passes and information regarding departing crew members must be pre-arranged with US Immigration. All arriving and departing crew flight information must be forwarded to the local agents office as soon as possible to enable pre-arrangement of immigration formalities for repatriation. US Customs will usually not board a vessel on arrival and the usual customs paper work will be handled by the agent. Forms required to be completed are the 1300 series US Customs Forms. These consist of three copies each of US Forms 1300, 1301, 1303 and 1304. The 1300 is the Master's Oath of Entry; 1301 is the General Declaration; 1303 for Crews Effects and the 1304 is for Ships Stores and Provisions. Also required are 5 copies of Immigration Form I-418 Crew List. IMO Forms are not acceptable by US Customs and Immigration. If a vessel requires blank forms agents will be able to supply them. If a vessel is arriving to discharge cargo, US Customs will also require a complete manifest of all cargo to be discharged in the San Francisco Bay District and any other US ports, preferably on US Customs Form 1302.

General notices & regulations
Coastguard Vessel Inspection: Please see country information. DEEP DRAUGHT VESSELS: Ships arriving with a draught in excess of 13.7m should arrive at the pilot station one hour prior to HW at the Golden Gate Bridge. TANKERS: Regulations require tankers carrying in excess of 5,000t of oil as bulk cargo to be escorted by a tug or tugs while in transit within San Francisco, San Pablo and Suisun Bays. Double hulled vessels with fully redundant steering and propulsion systems, a bow thrusters and a compliant navigation system are exempted. Tank Vessel Escort Regulations can be found at: http://www.dfg.ca.gov/ospr/organizational/msb/regulations/regulations.htm Tugs are required as escorts when transiting Zones 1, 2, 4 and 6. Vessels are not required to be escorted in Zones 3 and 5, or when outside the zone limits. Masters are required to prepare, and submit for approval well in advance, an Escort Plan. Prior to commencing a transit, a check-list is to be completed, a pre-escort conference conducted with the escort tugs, and two way communications maintained throughout the transit. The pilot will assist with or conduct these requirements. An escort tug is required to be in Zone 1 before a vessel requiring escort arrives within 8nm of Mile Rocks Light (37°48'N 122°30'W). Zone limits are as follows: Zone 1. From Golden Gate Bridge S to a line between the S end of Bay Farm Island and the S end of Point San Bruno peninsula, and N to a line between Point San Pablo and San Pablo Bay No 5 Light Beacon. Zone 3. From the S end of Zone 2 to 1nm N of San Mateo Bridge. Zone 4. Navigable waters from 1nm N to 1nm S of San Mateo Bridge. Zone 5. Vessels entering or leaving San Francisco Bay carrying explosives, either Class A or Military, may be escorted by the Coast Guard patrol craft whilst underway in the bay. These escorts are at the discretion of the Captain of the Port. Each vessel shall co-ordinate all movements with Captain of the Port and shall ensure: ..... 1. Speed shall not exceed 12kts 2. No transit shall be made if the visibility is less than 1nm 3. ETA notice of 24 hours 4. The vessel shall participate in the Vessel Traffic Service, and adhere to the TSS, except as permitted by the VTS or COTP.
Health regulations
No action initiated unless there is illness onboard. Ship Sanitation Control Certificates: Please see country information. The US Public Health Service (USPHS) has legal regulatory responsibility to prevent the introduction, transmission, and spread of communicable disease from foreign countries into the United States. Foreign Quarantine Regulations require that the Master of a ship, destined for a US port, shall report immediately to the USPHS quarantine station at, or nearest to, the port at which the ship will arrive the occurrence onboard, of any death or illness among passengers or crew (including those who have disembarked or have been removed) during the 15 day period preceding the date of expected arrival or during the period since departure from a US port whichever period of time is shorter. United States Department of Agriculture (USDA): The US Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) operates agricultural inspection facilities in the Golden Gate region to ensure that agricultural products being imported into or exported from the United States do not contain harmful animal and plant pests. Inspections are conducted by APHIS Plant Protection and Quarantine officers. All ships, aircraft, cargo, baggage and passengers entering the Golden Gate Region from countries that have pests not known to exist in the continental United States, must be inspected thoroughly for prohibited agricultural materials that could contain foreign animal and plant pests. The ship will be held in quarantine until inspected and if necessary, treated under APHIS supervision. APHIS also regulates the proper storage and disposal of garbage from international vessels. Some APHIS inspectors travel overseas at the exporter's expense to supervise agricultural commodity inspections and treatments in foreign countries. This pre-inspection expedites imports and reduces the risk of importing pests and diseases. APHIS also oversees the issue off Federal Phytosanitary Certificates, which shows that American agricultural products have been inspected and, if necessary, treated for certain pests prior to export to a foreign country. An APHIS certified inspector usually examines these shipments at the US packing house. Although Phytosanitary Certificates cannot guarantee that US products will be allowed into a foreign country, they ensure that the products comply with each country's individual quarantine regulations.
