Port Allen (USPLL)

Port facilities are on the E side of a bay with a dredged harbour basin which consists of a pier for accommodating deep draught, ocean going vessels and a small craft harbour basin. The pier is protected by a 365m length, rubble mound breakwater parallel to the S side of the basin.

North Pacific Seasonal Tropical Area, Tropical Apr 1 to Oct 31, Summer Nov 1 to Mar 31.

Located on the E side of Hanapepe Bay, on the SW coast of the Hawaiian Island of Kauai.

Draught 9.8m.

General anchorage is available outside the harbour approx 0.5nm SE of the Breakwater Light in depths of 16.0m, with coral and sand bottom, this anchorage is just within the red sector of the light on Puolo Point. It is reported that the holding ground is only fair and that the anchorage becomes untenable in "kona" weather.

The harbour is approached from the S and entered between the head of a breakwater (21°54.0'N 159°35.6'W) and No1 Lightbuoy (port hand) approx 280m WSW. No 3 Lightbuoy (port hand) and No 5 Buoy (port hand) are moored 0.2nm NW and 0.2nm N respectively of the breakwater head. Entrance channel has a width of 152m, depth 10.6m. Caution: Submarines may be encountered in the entrance to the port.

During heavy rains, with freshets in the harbour streams, the density varies from salt to brackish. Specific gravities cannot be predicted.

Compulsory. Pilots are available throughout 24 hours and board the vessel 0.75nm S of breakwater head. The pilot boat is a yellow catamaran, length 11m, with the word PILOT in black letters on the side of the cabin. Notify pilots 24 hours prior to arrival.

Hanapepe Light (mast with black and white chequered diamond daymark, 6.0m in height) is exhibited on Puolo Point (21°53.7'N 159°36.4'W), on the W side of the approach to Port Allen, the point itself is low, flat and rocky. No 2 Light (red triangular daymark on post) is exhibited near the head of the breakwater, 0.8nm ENE of Puolo Point. No 1 Light Beacon (green square daymark on column) stands 0.2nm NNW of breakwater head.

Due to the sea conditions, the surge on the south side of the pier makes it difficult for the mooring of commercial vessels. Speed limit within the harbour is 5kts.

Mean max range 0.5m, mean minimum range 0.2m.

Tug assistance for berthing is provided from Nawiliwili.

During and after strong winds some scend is felt at the berths. This sometimes interferes with cargo handling by large vessels and may make berths untenable due to weather conditions.
