General notices & regulations
Reception and delivery of cargoes is carried out at the vessels side or onboard with an obligatory completion of a tally sheet, each draught signed by both parties. If the vessel cannot provide her own tallymen, the port tallymen count is accepted. In case of breaks in loading/unloading, as well as in cases of bad weather conditions, the vessel will close and open her hatches. If the port shore cranes are used, the vessel will pay all the expenses. The cost of manpower idle time caused by reasons depending on the vessel (the vessel's cargo handling gear breaks down, absence of steam, lighting, stoppage of cargo works on request of the vessels Administration or due to its fault) is paid by the vessel according to appropriate rates, and the time lost is excluded from the laytime. Shifting in the port connected with cargo operations is allowed once during unloading. Shifting from the unloading berth to the loading berth due to the port specialisation is carried out at the vessels expense. In other cases shifting is paid for by the party which has ordered it. If the vessel has been chartered by several charterers and one of them needs to load different cargoes at different berths, the vessel's shifting must be paid to the port by the vessel owner. If the vessel is chartered by one Charterer for one cargo, then one mooring, one line shifting and one shifting and one unmooring operation must be paid for by the vessel owner during the vessel handling at the port. The vessel must clear the berth at the ports demand. Additional expenses connected with unloading cargoes from lockers, tanks and other spaces not suited for normal work of people and equipment, as well as unloading of sub standard cargoes and cargoes in defective packing, are paid by the vessel and the actual time spent on these operations is added to the laytime. Stowage, lashing and separation of cargoes onboard: Separation and lashing materials which are necessary for carriage of cargoes are provided by the Charterer or the Cargo owner at their expense. Special lashing of cargo holds on deck (using welding works, putting keel blocks, planking, flooring, metal details attachments etc.) including the cost of the materials is carried out on the Shippers or consignee's account. Special materials, such as turnbuckles, shackles, clamps, steel wires etc. are provided by the vessel. The vessel is responsible for correct separation, lashing and stowage of cargoes. The placement of stanchions for deck cargo, lashing deck cargo is carried out on the Shippers (Consignees's) account. Delivery of appliances to provide for crew safety is carried out at the vessels request and on the vessel's account. Stowage of cargo is carried out in accordance with the cargo plan. The Master is responsible for correct separation and stowage of cargo in the vessel's cargo spaces, and for separation of cargo as per the Consignee's Bill of Lading.
Health regulations
Pratique should be applied for after a vessel has been registered by the authorities. However, it cannot be applied for by radio. There are currently no specific health requirements.
Notices of readiness
Notice of readiness to load/unload is handed in by the vessel's Master after receiving free pratique (after clearing in, customs and sanitary inspection as well as completion of unloading, if the vessel is going to start loading) If the vessel is going to receive cargoes from several shippers and/or Charterers at one of several berths, the vessel's Master must hand in the Notice of Readiness to load the cargo of the next Shipper or Charterer after completion of loading of the previous Shipper or Charterer. Each cargo completion of loading time must be stated in the time sheets. Cargo spaces of the vessel must be cleaned and provided with all necessary equipment for loading this particular cargo. Vessels are considered to be ready for loading bulk cargoes if: ..... 1. There is a clear Load Line disk mark on either side midships 2. There is an easily read draught scale which can determine the quantity of cargo loaded by the vessel's draught 3. There is no ballast water, or if this can be loaded or discharged without interfering with cargo operations 4. The cargo holds are ready for loading that particular cargo. Notice of readiness is accepted on condition of actual readiness of the vessel to load or unload the cargo in all her holds designated for this port, as well as having all the cargo documents available. If it is necessary, the holds' readiness for loading/unloading must be confirmed by an appropriate inspection. The Port Representative will make an appropriate remark in the Shipmaster's Notice not later than 30mins after acceptance, stating the start time for the laytime calculations.
