Midia (ROMID)

It is one of the satellite ports of Constantza and was designed and built to serve the adjacent industrial and petrochemical facilities. The N and S breakwaters have a total length of 6,760m. The main cargoes handled are packed chemicals, crude oil, fuel product, agribulk, LPG, metallic products and livestock.

Summer Zone for ships over 100m in length and Winter Seasonal Area for ships of 100m or less in length, Winter Dec 1 to Feb 28/29, Summer Mar 1 to Nov 30.

Midia is situated on the Black Sea coastline, approx 13.5nm N of Constantza.

Harbour: LOA 189.9m, beam 32.26m, draught 8.5m, 53,121DWT. Midia CALM Buoy: LOA 274.48m, 160,000DWT.

Approx 6,200,000t of cargo and 900 vessels handled annually.

The port is accessed through an approach channel with a width of 80m and depth of 5.6m. Approach and entry: Midia is approached by a Traffic Separation Scheme (TSS) that leads NW for 2.5nm from 44°16'N 028°46'E, and entered between two breakwaters.

There is a salvage group, with 2 tugs: "Hercules"(6,600hp) and "Viteazul" (2,400hp). The salvage group is able to act as coastguard along the Romanian coast and in international waters.

Compulsory for all vessels berthing and unberthing, except Navy vessels, vessels used for a public service such as maintenance, control and surveillance of navigation, salvage vessels, training, hospital and leisure vessels. Pilotage is compulsory for entering, leaving the port and for the manoeuvring of the vessels inside the port, throughout 24 hours. The vessel's Master should notify pilots, at least 12 hours prior to arrival in the roads. The compulsory zone to embark/disembark the pilot is as follows: Fair weather (max wind 15kts), near the point of co-ordinates: 44°05.1'N 028°43.1'E. Bad weather (wind over 15kts), near the point of co-ordinates: 44°06.2'N 028° 42.3'E.

The port is limited by the S and E breakwaters.

Along the Romanian coast, from Midia to Mangalia there are navigation aids with solar cells, remote control and radar reflectors. Principal lights: ..... Tankers are not permitted to enter at night.

Tides in the Black Sea are negligible. Variations of water level may be caused by persistent winds and can reach 0.5m under extreme conditions.

The vessel's Master should report to Constantza Port Control at the entrance into the separation zone, 12nm from the N jetty, calling on VHF Ch 67.

There is a tug of 600hp available (owned by Black Sea Shipping).

Prevailing winds: Winter, N-NE'ly; spring, NE-E'ly and NE-S'ly; summer, NW-NE'ly; autumn, N-NE'ly. Strong winds occur at the end of autumn (Oct) and in winter (Jan) with storms up to force 9 to 10 (20-30kts).

Small quantities of goods are allowed for each member of the crew. The quantities, for 5 days stay in the port, are as follows: For the Master, 400 cigarettes and 2 bottles of alcohol; for each member of the crew, 200 cigarettes and 1 bottle of alcohol. The quantities in excess of personal use are put under the Customs seal and may be removed only with Customs approval. The Immigration Office in the port may grant transit visas for the seamen to disembark for repatriation.

The shipowner should send the ETA to the agent and the agent notifies Constantza Port Administration, the Harbour Master's Office and the stevedoring companies through Radio Constanta. The notice must include: Flag, LOA, draught, ETA, loading/unloading, kind of cargo, quantity, origin and destination.

No special requirements.

Sanitary Inspection: Immediately after berthing, the Sanitary Commission checks the condition of health of all the personnel onboard, the nature of cargo, specifications regarding possible diseases, vaccinations, etc. If there is no contamination danger, free pratique is granted to the vessel. Ship Sanitation Control Certificate (SSCC) and Ship Sanitation Control Exemption Certificate (SSCEC) can be issued.

After granting free pratique, a vessel moored in an operative berth receives "Harbour Master's Coming Alongside Permit" and "Custom's Loading/Unloading Permit". Afterwards the vessel may tender Notice of Readiness.
