General notices & regulations
All loading vessels are requested to use an Early Departure Procedure (EDP): ..... 1. If the Master of a vessel consents to use EDP, it will be implemented in the following manner: a. The Master will sign a letter agreeing to use EDP. b. The cargo documents and other relevant forms will be placed aboard the vessel. c. On completion of loading, the vessel's tanks will be gauged by the vessel's appointed cargo inspector, whose inspection is expected to be completed prior to sailing. d. The vessel will sail. e. The terminal will transmit Bill of Lading figures to the vessel by VHF. The cargo documents are to be completed by the Master. f. Written confirmation of these figures will be provided by the vessel's agent in the canal zone. 2. If the Master of a vessel does not agree to use EDP the vessel will be unberthed immediately after loading and should proceed to the pilot station. Terminals representative will bring papers by launch or tug. 3. Vessels are requested to unberth once loading arms have been disconnected regardless of the time set on the sailing board. A terminal launch will be available for returning crew to vessel. 4. If a vessel fails to vacate its berth upon completion of operations or causes delay to cargo operations because of mechanical breakdown, inadequate loading/discharging rates, lack of adequate crew, non compliance with these rules, the vessel will be responsible for: a. Jetty demurrage at the applicable rates. b. Hold PTP harmless against demurrage detention or loss of any nature incurred as a result of other vessels awaiting berth. c. Cost of tugs requested to stand by the vessel by the terminal representative, if, in his opinion, he considers it necessary. Smoking: It is prohibited in the following locations: Entire terminal zone, aboard launches, aboard jetties, motor vehicles and ships (designated areas will be granted and agreed by the Representative of the Terminal). Will be strictly prohibited throughout the port in the event of an oil spill and will be enforced until the spill is cleared. H2S: In the event that any high H2S alarms sound (higher than 5ppm on deck) then control must be notified immediately. All personnel must take the danger of H2S into account when handling crude oil and be under the assumption that all crude oil is H2S positive. Dangerous Cargo: No dangerous cargo shall be permitted to be shipped or landed at the jetties. Whilst petroleum loading/discharging operations are being carried out, no other cargo will be handled without permission of the terminal's representative. COW: Crude Oil Washing (C.O.W.) may only be performed with prior authorisation from the Terminal during discharge. Vessels must follow all procedures and will be granted permission if the vessel does not cause delays. Emergency Procedure: In the event of an oil spill, line rupture or any cause which may require an immediate shut down, then the vessel must advise the control room with 'STOP, STOP, STOP'. As a result the valves will be halted on the terminal side and the vessel shall close its manifolds valves. The vessel will then be advised when the shore valves are reopened and cargo operations may be resumed. It is worth noting that the manifolds must not be closed with pressure in the line. Emergency towing off pennant/towing off wires must be paid out as near centre line as possible. Then positioned at the offshore bow and quarter whilst alongside with an eye maintained approx a meter above water level in order to allow tugs to connect without assistance from the vessel's crew. Fire: For cases of fire on vessel, in addition to the normal vessel's alarms, Masters are requested to sound a prolonged blast on the main whistle of not less than 10 sec duration. If the vessel is discharging or deballasting it should: ..... 1. Immediately cease operations. 2. Initiate fire fighting procedures. 3. Be prepared to unberth at short notice. If loading cargo, the terminal will, on hearing the signal, immediately stop all operations and: ..... 1. Initiate fire fighting procedures from jetty. 2. Disconnect loading arms. 3. Order tugs to vessel and make preparations for unberthing. 4. Vessels at other berths should also cease operations and be prepared to put to sea.
Health regulations
In accordance with standard international practice, vessels are required to display International Code of Signals flag for vessels requiring free pratique and these should be displayed until pratique has been granted. The Autoridad Portuaria Nacional (APN) permits employees of PTP to board vessels (before vessel receives free pratique) for the purposes of setting loading arms. Discharge of cargo is not permitted and employees of PTP are not permitted in vessel's accommodation areas before clearance is granted. A doctor will be allowed onboard only in an emergency. Ship Sanitation Control Exemption Certificates can be issued.
Notices of readiness
NOR is considered to be received by the terminal if either: ..... 1. Vessel tenders the NOR to load or discharge upon arrival at the pilot station or 2. When a berth is not available and a vessel elects not to close the port, it may tender its NOR at a distance of 15nm from the terminal. In this case notice is considered received at this time plus 2 hours. Nothing in these rules will interfere with any business arrangements made by PTP and the user in respect of lay time, demurrage and other contractual obligations.
