Risor (NORIS)

The port is currently closed for commercial operations. It is a sheltered harbour with depths of 4.0-33m. In the rivers on either side of the port there are depths of approx 68m. The harbour is open all year round, but the rivers are frozen Jan-Mar. Exports consist of mainly wood pulp and timber. Ferries operate to local towns.

Risor is situated on the NE coast of Norway, approx 5km N of Lyngor.

Maximum size of vessel handled: 10,000DWT with a draught of 8.5m.

Approx 3,700t of cargo handled annually.

Anchorage is available with good holding ground in the outer harbour with depths up to 45m. There is secure anchorage for small vessels in the inner harbour, 0.2nm E of the church at Risor. Vessels under quarantine anchor in Kranfjorden (58°43.7'N 009°13.3'E). Shielded port is accessible, in a profundity of 29m, inside Kranfjorden, around 0.7 mile NW of Risor.

Risor Havn can be approached from either the S through Stanholmgapet (58° 42.5'N 009°14.8'E) which has a least width of 90m, or from the E through Gronholmgapet (58°44.6'N 009°19.5'E), a narrow and tortuous channel for which local knowledge is required. Leading lights towards the harbour are provided only for Stangholmgapet, the limiting draught for vessels entering through Stangholmgapet is 8.0m.

Pilotage is arranged through Horten Pilot Booking Centre and available 24 hours. The pilots are stationed at Langesund. Pilots can be contacted throughout 24 hours on VHF Ch 16 and 13. VHF contact with the pilot station should be established 2 hours prior to arrival. ETA can be sent direct or via the vessel's agent. Requests for pilot should include: ..... 1. Vessel's name 2. Callsign 3. Nationality 4. LOA, beam and gross tonnage 5. Draught 6. Type of cargo 7. Port of call 8. The purpose of calling 9. ETA pilot boarding area and ETD port 10. Whether one or two pilots required. 11. Vessels IMO number (If any). 12. Crew and passengers, (Master's name and nationality, size of crew etc). 13. Cargo and bunker fuel (UN number and quality of hazardous or polluting cargo, type and quantity of bunker fuel etc). 14. Details of passage (Last call, next port of call etc). 15. Details related to pilotage requests and pilotage exemption certificates (PEC). 16. Agent and Operator (i.e. Norwegian contact). 17. Shipping company (Name and address). Compulsory pilotage: Pilotage is compulsory for ships of more than 500GT and is compulsory for ships carrying dangerous cargo when more than 100GT (300GT if double hull). For ships calling at Farsund: 58°01.5'N 006°48.5'E (2nm from Katland Lighthouse). 3. For ships calling at Arendal, Grimstad and Risor: 58°23.6'N 008°50.5'E (1.4nm ESE of Outer Torungen Lighthouse). Pilotage distances: From pilot boarding position to anchorage is approx 7nm, from boarding to nearest berth is approx 7nm and to farthest berth is approx 20nm. Overcarried pilots: If a pilot is overcarried, he is normally landed at a neighbouring pilot boat station or the vessel's next port.

Risor Harbour district extends from the seaward end of Ostregapet (58°39'N 009° 11'E) to Taraldsbaen 8.50nm NE.

Stangholmen Light, exhibited from a white lantern on a concrete beacon, situated on the NE point of Stangholmen (58°42.6'N 009°14.7'E). Bjornskjaer Light, exhibited from a white lantern on a framework structure, situated in mid channel, 0.25nm WNW of Stangholmen Light structure. Risor Haven leading lights, exhibited from masts, the rear light at the N end of the inner harbour and the front light on the W side of Badskjaerholmen.

Radio: Any Norwegian Coastal Radio station can be used for passing messages at long range. All coastal radio stations are operated 24 hours a day throughout the year. Inmarsat communication available up to Lat 75°N. VHF: Pilot monitors Ch 16.

Customs: Allowance for crew and officers is that stated on the Personal Effects Declaration. Goods on the declaration are not to be taken ashore. Penalties for non compliance are severe fines. Immigration: Board at first port of call (cruise ships only). They require a Crew List and a Passenger List and will make random passport inspections. All passports should be available for a quick clearance which normally takes 15-20 minutes.

Arrival Notification, in the prescribed format, to the Navy should be made 24 hours before entering Norwegian territorial waters (baseline), also Hazmat notification if dangerous/noxious cargo onboard. See country information. Additional ETAs should be sent 12 and 6 hours prior to arrival to the vessel's agent. ETA message for a pilot is required 24 hours prior to arrival at pilot station. This should be supplemented 6 hours before arrival with final confirmation 2 hours before arrival at the pilot boarding area.

There is a speed limit of 7kts within Stangholmen and of 5kts in the inner harbour.

There is no need to apply for pratique. Ship Sanitation Control Certificates (SSCC) can be renewed.

NOR to be tendered in accordance with Charter Party when vessel is ready to start loading/discharging. When berth is not available for loading/discharging NOR to be tendered when anchoring or according to Charter Party.
