General notices & regulations
Conditions of pre-acceptance: Vessels must have been properly cleared and accepted by Equinor in accordance with appropriate nomination procedures. In addition, vessels must carry out a manoeuvrability test before arriving at pilot station. Vessels must be able to receive and discharge cargo at bulk rates as a percentage of summer deadweight (SDWT). The minimum bulk loading rates are: ..... Vessels up to 89,999DWT 7.5% of SDWT/hr 90,000-179,999DWT 6.6% of SDWT/hr Vessels over 180,000DWT 5.8% of SDWT/hr Ballast water that is to be discharged ashore must not exceed 30% of the quantity of cargo to be loaded. LPG vessels will be subject to a special inspection prior to first arrival at Mongstad in order to "pre-qualify" the vessel. The inspection will be repeated within 2 years after the vessel's first arrival. Failure to meet the conditions above due to the vessel's condition or equipment will be accounted for and adjustments made accordingly to any demurrage claims. Crew must be covered by an ITF agreement or bona fide trade union agreement acceptable to the ITF. All OBO/OO carriers shall be pre-qualified according to Equinor's "Procedures for Approval of OBO/OO Carriers" before acceptance. If last cargo was Maya or other aromatic crude, tank atmosphere in all cargo tanks has to be changed prior to arrival. A complete crew list must be sent by the agent. List of crew signing on/off must be sent by agent. Name of visitors must be sent by agent. Number of units (store, supplies, etc) to be delivered must be sent by agent. Pre-operational procedures: Before operations commence, a meeting shall be held between Equinor Mongstad and the Vessel's Master or responsible officer. They shall jointly: ..... 1. Complete security agreements related to the ISPS code. 2. Complete and sign the Vessel/Shore Check List for Crude, Product, LPG or Dry Cargo. 3. Evaluate possible deficiencies revealed by the check list and agree on additional precautions that are required. Equinor Mongstad reserves the right to refuse to load/discharge a vessel if the requirements are not met. 4. The vessel shall provide loading/discharging records of the three latest cargoes and documentation of any purging/washing that has taken place during passage. 5. Evaluate and agree on the sampling required. Equinor Mongstad reserves the right to draw any tank samples considered necessary prior to, during and after loading. 6. Evaluate and agree on a loading/discharging programme including: a. Quantities and grades to be loaded/discharged b. Loading/discharging rates: Initial loading rate and top off rate as per ISGOTT recommendations. c. To ensure homogeneous cargo with "in-line" blending, care should be taken if possible to load all tanks in question concurrently. d. The contents of the vessel's slop tanks may be discharged to shore tanks subject to agreement with Equinor Mongstad. The vessel is to pay per mі according to tariff. The vessel must flush the loading arms/lines afterwards with about 2mі of hot water or gas oil. e. Product temperatures on shore and onboard f. Procedures for emergency shutdown of operations g. Discuss and agree on procedures for controlling the segregated ballast water tanks and sampling inert gas (see appendices D and I of the check list). 7. Evaluate and agree on the means of communications to be used during operations. 8. Evaluate and agree on: a. Connecting/disconnecting procedures b. Purging/washing requirements (see appendix C of the check list). c. Crude oil washing (COW) (see appendix J of the check list). d. Use of the vapour return/flare system (LPG). Maximum O2 content 2% by vol. e. Emergency procedures (Fire Instructions). f. Ensure that the cargo data sheets are processed onboard. Procedure before cargo operations: ..... 1. Loading/discharging shall not commence until all the safety checks have been carried out to the satisfaction of Equinor Mongstad 2. The loading arms are connected by Equinor Mongstad personnel. Equinor Mongstad's representative and the responsible officer of the vessel must both agree that the systems are correctly connected and lined up for operations to start. Crude carriers should arrive with 16in ANSI 150 manifolds. For product and bunkers 12in/10in/8in/6in ANSI 150 manifolds. The LPG loading arm will be leak tested with nitrogen before the loading commences. The LPG loading arm on Jetty 9 connects to 12in/10in/8in ANSI 300/150 manifolds. Flange shims must not be used when connecting loading arms. 3. Equinor Mongstad's jetty personnel can always be reached by the UHF radio delivered onboard. A responsible crew member with good Norwegian or English language skills must remain on deck at all times during connecting/disconnecting/loading/discharging operations. If it is impossible to obtain contact on UHF radio, use VHF channel 11. 4. The vessels shall, unless it is an emergency, give a minimum of 10 minutes notice when there is a need to start/stop the pumping. The jetty operator will drain the loading arms before disconnecting. The cargo loaded/discharged will be calculated according to the shore metering system. Vessels equipped with inert gas systems shall have the systems tested and in operation during loading/discharging when this is required. LPG vessels must have their inert gas systems stopped and physically separated from the cargo system. Equinor Mongstad will enforce the IMO regulations with respect to inert gas systems (see appendix J of the check list). 5. Jetty 9 has an electrical cathodic protection system. 6. Recommended maximum vapour concentrations in vessels' tanks for LPG loading: I. Ammonia 30ppm. II. Ethylene oxide 30ppm. III. Propylene oxide 50ppm. IV. Vinyl chloride 10ppm. V. Acrylonitrile 30ppm. The above values refer to vapour concentrations considered safe for venting. They DO NOT imply that these concentrations are acceptable from a cargo contamination point of view. Operations shall not commence until a notice bearing the words is displayed on or near the gangway access to the vessel. I. No naked lights II. No smoking III. No unauthorised personnel Emergency shutdown Procedures: 1. Emergency shut down while loading must only be initiated from the Terminal's equipment, including the Terminal's equipment onboard. If a vessel is discharging, the vessel's system must be used. The Terminal's emergency shutdown points can be activated from the Control Room or from the jetty. In addition there are individual emergency shutdown points at the fixed gangway towers and on or near the loading arms. 2. Emergency shutdown switches with extension cables will be placed in a safe location. Emergency shutdown on Jetty 1 and/or Jetty 7 will close the oil routes to both jetties, including routes from fuel oil blenders. Emergency shutdown on Jetties 2, 3, 8 and 9 will close the oil routes to all four jetties. Emergency shutdown on Jetty 4 will close the routes from the Butane and propane caverns. Rules to be observed during cargo operation: During operations, sufficient crew must remain onboard under the continuous supervision of a responsible and experienced officer to deal with routine operations and to handle emergencies. In addition, during cargo or ballast operations or transfer from one compartment to another of volatile petroleum, vessels must comply with the following conditions: 1. By day a vessel shall fly flag "B" of the international signal code and by night exhibit a red light, visible all round the horizon, situated above the upper level of the superstructure. This also applies to loaded or not yet gas free vessels at anchor or moored. 2. All doors, portholes and openings leading from the main deck to accommodation or machinery areas (other than the pump room) shall be kept closed. This applies to all portholes and openings at any deck level overlooking the main deck. 3. All ventilators through which gas can enter, shall be suitably trimmed and mechanical ventilation and air conditioning equipment shall be stopped if there is a risk of gas being drawn into the accommodation area 4. All cargo tank lids shall be kept closed and secured and all cargo and bunker hose connections shall be blanked and properly bolted when not in use. 5 The vessel's tanks must only be vented through the vessel's permanent venting system. LPG vessels are not allowed to vent through the vessel's venting system, as long as the vessel is within Equinor Mongstad's boundary. LPG vessels will be connected to the onshore vapour return system for venting in case of emergency. The requirement for oxygen content in cargo tanks is less than 2%. 6. Sighting and ullage ports must be kept closed when not in use. These may however, be opened for sampling or ullage/temperature readings in case of failure of the remote tank gauging equipment. Loading operations then have to be stopped. 7. If there is an unusual development or gas accumulation, loading shall be stopped or the loading rate into one or more tanks reduced at the discretion of either Equinor Mongstad's representative or the vessel's responsible officer. 8. The vessel's responsible officer shall notify Equinor Mongstad's representative before the discharge of segregated ballast begins and again when this operation has been completed. If possible, the ballast outlets should be visible and the discharge should be closely monitored visually. 9. All vessels alongside must be ready to leave berth at short notice. 10. The vessel's radio transmitters/radar, except low energy transmitters used for satellite and VHF communication, must not be in used when the vessel is alongside. Aerials must be earthed. Precautions in extreme weather: 1. Cargo or ballast operations shall be stopped during severe electrical storms and all cargo valves as well as valves in the vent line risers shall be closed. Crude carriers are not allowed to moor when the wind force exceeds the following limits: 2. Vessels of 80,000 - 180,000 DWT: Over 19.4kts vessels of 180,000 - 220,000 DWT: Over 23.3kts vessels of 220,000 - 320,000 DWT: Over 27.2kts vessels of more than 320,000 DWT: Over 31.1kts 3. Exemption may be granted for shuttle tankers and vessels with similar manoeuvring characteristics. 4. Jetty No 4 - LPG - Dry Cargo Vessels. In unfavourable winds from NW to NE the jetty will be closed at wind speeds over 30kts. If the wind speed exceeds 49.8kts (strong gale) the jetty will be closed for arrival. 5. During periods of strong winds and on the instruction of Equinor Mongstad's Loading Master, operations shall be stopped and loading arms disconnected. If necessary, tugs may be used to keep the vessels alongside. 6. During periods of strong winds and on the instruction of Equinor Mongstad's Loading Master, operations shall be stopped and loading arms disconnected. If necessary, tugs may be used to keep the vessels alongside. 7. If there are no wind movements and heavy gas concentrations occur at the main deck, loading shall be suspended until the gases are sufficiently dispersed. No personnel, crew or visitors, are allowed to walk on their own between Main Gate and vessel. Transport will be organized by terminal personnel or the gate security guard. This transport is free of charge. Visitors are not allowed onboard vessels except with permission from the Loading Master and the Master of the vessel.
Health regulations
There is no need to apply for pratique. Ship Sanitation Control Certificates (SSCC) can be renewed.
Notices of readiness
Tank temperature: Notice of Readiness (NOR) will not be accepted if a vessel has "warm" tanks, that is when the temperature of the remaining liquid is in excess of 10°C above atmospheric boiling point of the liquid product to be loaded. Equinor's policy is to not permit inerting while alongside the berth and in most cases berthing will not be permitted.
