π Port Overview
β ISPSβ ECA
The Port of IJmuiden, strategically located along the Dutch coastline, has established itself as a major supply centre for the North Sea, particularly in support of the offshore oil, gas, and wind farm industries. Operated by Zeehaven IJmuiden N.V., established in 1989, this bustling port is a cornerstone of the region's economic activity, with its primary focus on food, energy, and leisure. As a tidal harbour, IJmuiden is uniquely positioned to facilitate a diverse range of maritime operations. The port handles an extensive variety of cargo, including ore, coal, frozen products, offshore materials, wood products, steel products, potatoes, and seafood. Additionally, it accommodates passenger and cruise vessels, enhancing its appeal as a multifaceted maritime destination. Access to the Port of IJmuiden is facilitated through the Noordzeesluizen, which connects it to the North Sea Canal and the ports of Velsen, Beverwijk, Zaandam (also known as Zanstad), and Amsterdam. This strategic access not only streamlines shipping routes but also bolsters the port's role as a key player in regional trade and logistics. The Outer Port of IJmuiden is comprised of several distinct harbours, including Outer Harbours No 1, 2, 3, and 4, as well as the Fishery Harbour, which features two basins, and the IJmond Harbour, with its single basin. The main species of fish landed at Ijmuiden are argentines, blue whiting, cod, herring, horse mackerel, mackerel, pilchard, red fish, saithe, sardinella and sprat. The Sea Port Marina, a large marina, adds a recreational dimension to the port, attracting boating enthusiasts and visitors seeking leisure activities. Within the Inner Port of the North Sea Canal area, which is accessible through the locks, lie the Steel Harbour, Inner Harbours No 1, 2, and 3, the Velsen Terminal, and several offshore bases, including the port of Beverwijk. The lock complex consists of 4 locks as follows: ..... Customs and Immigration
Until an inbound vessel is berthed and has been boarded by Custom House Officers, and after a departing ship has been cleared, and has left Dutch territorial waters, it is strictly forbidden to: ..... 1. Allow any person to board the ship; 2. Allow any member of the crew or passengers to disembark; 3. Ship and unship goods; 4. Allow contact with any other craft to be made. Commissioned and licensed pilots, Harbour Master's officers, Custom House Officers as well as agents and tug personnel employed in assisting the vessel, which are in possession of special permits are exempted. Masters failing to comply with this regulation are liable to be prosecuted. A vessel is not allowed to proceed to sea without having obtained a clearance certificate at the Custom House. Customs seals are not allowed to be broken until the vessel has passed out of territorial waters. In case of detention within territorial waters application may be made for a Custom House Officer to board the vessel, and to release such goods as may be needed, Custom seals being there upon renewed. The Custom House at IJmuiden is open 24 hours a day. For vessels bound for Beverwijk and Velsen, clearance formalities will be carried out from Mon-Fri between 0700-1700hrs by the Custom House Velsen Noord. Besides the statement of the cargo there must be a Store List available, in triplicate. This list must be an exact statement of all provisions, their quantity and packing. In addition to the Stores List, the ship's papers, the shipping documents and the Certificate of Registry are needed for the clearance. It is recommended that these papers should be in a convenient place before arrival. The quantity of provisions allowed for use in port is based on standards set by the Customs and is arrived at by multiplying the daily allowance with the number of days the ship is expected to stay in port. If the stay in port requires more than expected or more than 1 week, a new allotment will be allowed for the remaining days on application to the Customs. Lists in duplicate are needed for: ..... 1. Curiosities 2. Textiles 3. Tobacco 4. Cigarettes 5. Other provisions belonging to people onboard. Separate lists are required for these articles to be brought ashore after taxes have been paid. The goods that are not cleared should be put into 1 room (to spare ship's time, it is recommended to be done before entering harbour) which is to be sealed by the Customs. Masters of ships should be particularly careful that the seals, affixed by the Customs, are not damaged. Obligations of the Master of the ship: When ordered, Masters are obliged to render assistance for control of persons onboard: ..... 1. When a blue flashing light is shown, to reduce speed of the ship and to manoeuvre the ship in such a way that a tender can come alongside; 2. To stop or moor the ship when ordered by an Immigration Officer; 3. To allow Immigration officers to board the ship. When entering from abroad: ..... 1. If checking takes place onboard: a. Crew List in duplicate (International Chamber of Shipping model) must be handed to an Immigration Officer. 2. If checking does not take place onboard: a. Crew List in duplicate must be delivered within 12 hours after arrival at local crossing point (IJmuiden). The same applies to transit voyages. b. A list of all persons onboard (Dutch and foreign) who are not listed as crew members must be handed or delivered as in 1a or 2a. 3. One copy of the Crew List, stamped by the Immigration Officer, will remain in the Master's safekeeping. The Immigration Officer normally comes onboard the ship as soon as possible after arrival. The Crew List should then be handed to him. The Head of the crossing point should always be notified, without delay, of the presence of stowaways. After having been detained at the crossing point for a short period of time, stowaways must be taken onboard again on the outbound voyage of the ship. During the period of the ship's anchorage: ..... 1. Each discharge or engagement and each unpermitted absence of a non Dutch crew member must be notified at once to the officer in command of the crossing point (Amsterdam or IJmuiden). This must also be done if a crew member is admitted to hospital. 2. Temporary shore leave is permitted unless an Immigration Officer orders otherwise: a. In Amsterdam, Beverwijk or IJmuiden and adjacent municipalities to all crew members, without the obligation of carrying a passport or Seaman's passport/Seaman's book. They do not have to cross through the crossing point. b. Outside Amsterdam or IJmuiden and adjacent municipalities only to those crew members who are in possession of a valid travel document (passport or Seaman's book/Seaman's passport recognised by The Netherlands). This concerns only crew members without visa obligation. Crew members with visa obligation can be provided with a transit visa (declaration) if: i They are in possession of a recognised Seaman's book/passport. ii They will remain signed on. iii Are guaranteed by the agent. All crew members have to pass through the crossing point and carry a valid travel document. c. In case of serious misbehaviour onboard or ashore a member of the crew can be taken into custody by the officer in command of the crossing point. d. A non Dutch seaman when paying off is obliged to enter or leave The Netherlands only through a crossing point. e. Before discharging a non Dutch member of crew, the Master must give adequate notice of the intended discharge to the officer in command of the crossing point. This notice can be given to the Immigration Officer when he comes on board soon after arrival. When leaving for abroad: The Master shall not allow the ship under his command to depart, unless he has given adequate notice of the intended departure to the officer in command of the crossing point. This notice should reach this officer not later than 2 hours prior to sailing, and unless he has enabled this functionary to perform such inspection as he may deem necessary. At the time of the ship's departure, the officer in command of the crossing point will retain a copy of the Crew List, which has been in the Master's safekeeping. The goods will be considered as non EU cargo (T1), if the EU status cannot be proven by one of the Customs articles below: An invoice along with the T2L document with a signature. A manifest approved by the Customs Authority. A document as stated in EU regulation No 2719/92 The goods will be stated as EU goods for vessels carrying out regular ferry services with the possession of Regular Service Licence unless supported by a T1 document. The status of the goods need to be shown by the vessels operating with Regular Service Licence and a Simplified Procedures Licence, the addition of a 'C'.
Documentation required
..... Document Copies 1. Crew List 3 2. Personal Effects List 2 3. Stores List 3 4. International Tonnage Certificate 2 5. Passenger Lists 2 Copies of the above documents should be sent to the agent, Customs, Immigration and Police authorities. For tankers: Tanker Check List. For clearance: Ship's papers and shipping documents and Certificate of Registry, Crew's Effects, in duplicate. Cargo documentation: A Stowage Plan for dangerous cargo, a Cargo Manifest and Bills of Lading are required. Immigration: List of all persons onboard not listed as crew members.
ETA
Notice of ETA required is dependent on type and size of vessel. Vessels requiring special permission, like a draught or beam exemption, to use Noordersluis, should give 7 days notice prior to arrival. Channel bound vessels should advise ETA 24 hours prior to arrival at the helicopter pilot boarding position. Tankers, vessels carrying dangerous cargoes and vessels constrained by the channel are required to give 24 hours notice prior to arrival in Netherland waters, confirming ETA 8 hours prior to arrival. All shipping categories should give at least 6 hours notice prior to arrival at pilot boarding point and 4 hours for departing vessels. An ETA confirmation is required 3 hours and 1 hour prior to arrival at the boarding positions: An amending report is required for deviations of more than 0.5 hours in time of arrival. In general it is advisable for vessels to report their ETA and any changes regularly to VTS IJmuiden in order that lock clearances and tidal planning for tide restricted vessels can be co-ordinated by the Ship Co-ordination Centre (SLC) located near the W end of Noordersluis. Times of arrival: Large vessels which can only make use of the Noordersluis are subject to a traffic planning system. It is important for these vessels to adhere to their ETA or ETD in order that delays are kept to a minimum. Vessels constrained by draught are ranked above other vessels. The possibility of two channel bound vessels entering port on one tide reduces substantially if one of the vessels concerned has an arrival draught greater than 16.5m. Contents of message: ETA reports should be addressed to: Pilot VTS IJmuiden, Tel: +31 255 564500, Fax: +31 255 532535, Telex: 71169, VHF Ch 07 "Traffic Centre IJmuiden". ETA delays of 30 minutes or more should be reported to IJmuiden VTS. The contents of a delay message should contain: A, B, J and O as above. ETD to be sent to Amsterdam Pilots direct or via Amsterdam Port Control on Ch 14 or 68, or, Ijmuiden Port Control on Ch 61. Tata Steel Terminal's - Master or owners of vessel to give 96 and 48hrs respectively and 24hrs definite notice of vessel's load readiness at IJmuiden. Failing this, time for loading to be increased by 24hrs.
Flags
Ships carrying dangerous goods must show the flag "B" during daytime and by night, a red light. Ships with a draught of 8.0m or more, must show a black cylinder during daytime and by night, 3 vertical red lights.
General notices & regulations
It is compulsory for ships to use boatmen during their passage through the locks. Vessels constrained by their draught should use the lights and shapes specified in Rule 28 of The International Regulation for Preventing Collisions at Sea 1972. They should be exhibited W of the N Sea Locks by channel bound vessels and in Noordzeckanaal by vessels exceeding 8.0m draught. Vessels carrying dangerous cargoes: Seagoing vessels carrying dangerous substances can be locked into Noordzeekanaal provided visibility, measured from the bow, is twice the length of the vessel and provided the vessel's radar and communications equipment is operating correctly. Vessels carrying dangerous cargoes should exhibit a red flag by day and a fixed red light at light. Prohibition on use of propellers: Vessels are assisted by tugs forward and aft when entering Noordersluis. The use of propellers is prohibited when passing over the outer or inner sills and is restricted to a minimum within the lock.
Health regulations
Uninfected vessels, coming from a plague infected country or port carrying valid Ship Sanitation Control Certificate or an Exemption Certificate are exempted from a sanitary examination. Radio Medical Service (RMS) of The Netherlands Red Cross: The costs of RMS is fully borne by the Netherlands Red Cross. For contacting Radio Medical when berthed, Tel: +31 255 562401 (24 hours). At sea: By RTF, RTG or RTX callsign "Radiomedical Scheveningen Radio". The Netherlands Quarantine Regulations are based on the International Health Regulations.
Notices of readiness
NOR to be tendered as per Charter Party, throughout the day or night.
