📋 Port Overview
✓ ISPS✗ ECA
The port is owned by MISC after the takeover from Petronas Maritime Services Sdn Bhd (PMSSB) in 2015. However, the port continues to be operated by Petronas Penapisan (Melaka) Sdn Bhd (PPMSB), a subsidiary of Petronas Maritime Services Sdn Bhd (PMSSB). The port handles crude oil and various petroleum products including LPG, LNG and bulk cargo. The handling of petcoke takes place at the anchorage, however between September and January the dry season monsoon makes conditions changeable.

General notices & regulations
Movements of vessels in port: Vessel movements within the port require the permission of the Marine Manager or the Sungai Udang Port Control. All vessels operating within the port limit are under surveillance of the port's vessel traffic management system (VTMS). Conditions to be observed during loading operations: In general operations should be conducted in accordance with the current requirements of the "International Safety Guide for Oil Tankers and Terminals" (ISGOTT). Facilities and procedures carried out at SBM: Anchors: Use of the anchors(s) is strictly prohibited except in extreme emergency. The anchor must not be dropped anywhere within a distance of 200m on either side of the pipeline, its entire length not closer than 1,000m radius from the SBM. Mooring craft: The mooring launch will be in attendance throughout the tanker stay at SBM. The launch is used to send the messenger end of the pick up ropes to the vessel. On completion of the mooring operations, the launch picks the hose for connection and remains at the vessel until the completion of loading operations. The use of tug to assist berthing is compulsory. The tug will return to base after completion of berthing process or as per requirement of the Berthing/Loading Master. Cargo loading operation: Throughout a vessel's stay at SBM a Mooring/Loading Master shall remain onboard to co-ordinate ship/shore operations and one launch will stay/patrol around the vessel to ensure safe operations. The Loading Master is to monitor the tanker's position relative to the SBM, preventing the tanker from riding up to the buoy or yawing excessively. The tanker's engines must be on standby for immediate use at all times. Weather precautions: Operations shall be stopped during severe electrical storms or period of high winds at the discretion of the responsible ship officer or the Loading Master and all tank openings, cargo valves shall be effectively closed. The pilot/Loading Master will then decide if it is necessary to disconnect the loading hoses and unmoor. Immobilisation of main engines/generators for repairs etc: Immobilisation of engines is not permitted at any time during the vessel's stay at SPM. Engines must be ready for use at any time the pilot decides to unmoor for breach of safety requirements or due to weather conditions. Fire precautions: Vessels fire fighting appliances, including main and emergency fire pumps, should always be ready for immediate use and pressure should be maintained while at the SBM. At least 2 fire hoses fitted with jet/fog nozzle should be uncoiled and connected to the fire main on the main deck close to the manifolds. At least 2 portable extinguishes should be appropriately placed in the vicinity of the cargo loading manifold(s). Avoidance of pollution: No oil or ballast water (other than clean ballast from segregated ballast tanks) should be discharged or allowed to escape from a vessel into the water unless the oil content of the effluent does not exceed 15 parts per million (ppm) and no visible traces of oil is sighted on the surface of the water, in compliance with the MARPOL 73/78 requirements. When alongside the SBM, during cargo operations all scuppers should be effectively plugged. Any leakage or spillage must be reported immediately to the pilot/Loading Master and operations suspended to minimise/contain such leakage or spillage. Discarding material/garbage overboard: No garbage, hazardous materials or any other objectionable material(s), either solid or fluid should be thrown or discharged overboard. Inert gas operations: ..... 1. The inert gas system must be capable of delivering inert gas with oxygen content of not more than 5% by volume in the inert gas supply main. The atmosphere in the cargo tanks must at all times be maintained at positive pressure and the oxygen content must not exceed 8 % by volume. 2 In the event of failure of the inert gas system in port, the pilot/Loading Master is to be informed immediately. 3. The port reserves the right not to accept any tanker to the berth unless all cargo tanks are fully inerted. The port shall not be responsible for any loss or delays as a result thereof. Other requirements: ..... 1. The pilot/Loading Master and independent cargo surveyors should remain onboard throughout the vessel's stay in port. It is also permissible that the ship's agent and one representative from the accounts/finance section will remain onboard. 2. Tanker's manifold should conform to standards recommended in the OCIMF publication "Standards for tanker Manifold and Associated Equipment". 3. Tanker mooring equipment should be in line with the recommendations contained in the OCIMF publication "Standards for Equipment Employed in the Mooring of Ships at Single Point Moorings". 4. Ship to shore communication during loading operations is by way of portable VHF radio provided by the terminal. Additionally, communication with the Sungai Udang Port Control can be established on VHF Ch 72. 5. Rig the port derrick to a min SWL of 15t capable of lifting and swinging the floating hose over the ship's rail. The hose has to be lifted 4.5-6.0m above the ship's rail. 6. Tankers must have 2 x 20in (406mm), diameter 150 ASA flange connections on the port side to fit the 20in camlock loading/discharging hose. Bad weather: In the event of bad weather, berthing/unberthing operations will cease. For vessels at the berth, no cargo operation will be carried out, their engines are to be placed on standby and they are to wait for further instructions. Additional port regulations: Crude oil washing: Crude oil washing is only allowed after permission is obtained from the terminal. Tank cleaning and gas freeing: No tank cleaning and gas freeing are allowed while vessels are in the port. Loading arm: Connecting and disconnecting of loading arms is carried out by PPMSB personnel. State of readiness of vessels alongside in the port: No repair works which will immobilise the vessels are allowed without prior approval from the pilot. In general such requests will be refused for the safety of the port and vessels. It is essential that the engines be kept ready so that the vessels can leave the berth at short notice. Repair work on ships when alongside: No repairs or maintenance work of any kind that could generate sparks or other means of ignition should be undertaken while in the port. Security: The port is a restricted area. No person is permitted to be at or within the port area without the permission of the Marine Manager or the security personnel. Ratguards: Must be rigged whenever vessels are alongside. Cathodic protection: Vessels impressed current cathodic protection must be positively isolated prior to connecting the loading arm. LPG Berth: Safety agreement: Masters of vessels have to observe the berth's safety requirement throughout the vessels stay in the port. Immobilisation of main engines: Immobilisation of main engines is not permitted except with prior permission from the Marine Manager. Tensioning winches: Tension winches should not be used in the automatic mode when alongside. The brakes of tension winches should be applied and the mooring tendered manually. Cargo operations: Loading arms: Connecting and disconnecting of loading arms will be carried out by PPMSB personnel. The vessel's crew are requested to assist in aligning the vessel's manifold with the loading arms. Pressure surge: Warning is given of the danger of closing valves against an incoming hydrocarbon flow. This will create excessive pressure which may cause damage to the loading arms and port facilities. Vessels will be held liable for damages resulting from failure to observe this precaution. Cargo spillage: Care should be taken to prevent spillage of low temperature cargo because of hazard to personnel and danger of brittle fracture. If spillage does occur, the source should first be isolated and the spilt liquid dispersed. The presence of vapour may necessitate the use of breathing apparatus. If there is a danger of brittle fracture, water could be used to vaporise the liquid and increase its temperature. If the spillage is contained in a drip tray, the contents should be covered or protected to prevent accidental contact. Due care and attention must be exercised as this quiescent liquid could be mistaken for water. Suitable drip trays must always be used beneath manifold connections when transferring cargo or draining lines and connections. Care should be taken to ensure that the unused manifold connections are isolated and if blanks are fitted, the flange surface should be clean and free of frost.
Health regulations
Vessels must obtain health clearance before cargo work can commence. Vessels arriving from an infected area are required to fly the international quarantine signal (Interco flag "Q"). Vessels are to notify Port Health Authorities at least 24 hours prior to arrival with the following information: ..... 1. Name of ship 2. ETA 3. Last port 4. Ship Sanitation Control Certificate or Exemption Certificate, date and place of issue 5. List of ports of calls made in the last 15 days When the Port Health Officer boards, he will request the following: ..... 1. Maritime Declaration of Health 2. List of ports of call during the last 15 days 3. Ship Sanitation Control Certificate or Exemption Certificate 4. Crew List 5. Vaccination List 6. Cargo Manifest
