Angsi Marine Terminal (MYANG)

FSO has been shut down on 31st March 2020. The port is located 73.4nm from east coast of Peninsular Malaysia at block PM-305. The field is operated by Repsol Oil & Gas (M) Ltd and been named as FSO 'Angsi'. The FSO equipped with a facility to tandem moor offtake tankers at her stern. It also consist facilities of a Process Platform and a bridge-linked FSO called Mobile Offshore Application Barge (MOAB).

FSO 'Angsi' is situated approximately 108nm NE of Kuantan off the coast of Peninsular Malaysia.

No draught limitation, 150,000DWT.

For Export Tankers requiring to anchor, the designated anchorage area is located to the south of the terminal at 05°03'N 104°39'E. This position represents the centre of a circle with a radius of 2,500m. Due to routing of numerous sub sea pipelines and cables in and around the general area of Block PM-305, including facilities owned and operated by third parties, anchoring outside of this designated area is strictly prohibited.

The direction of approach to the terminal will generally be NE'ly because the FSO is moored with a NE'ly heading. During the approach, the Export Tanker shall not approach closer to any fixed facility than 0.4nm.

The Mooring Master and any assistant(s), who will advise the Export Tanker crew during mooring and hose connection, will normally board Export Tankers from one of the Support Vessels. Immediately following the Mooring Masters boarding, a support vessel will proceed to the port side derrick/hose handling crane area of the Export Tanker where mooring and hose connection equipment will be lifted onboard. Sufficient crew must be available on deck to transfer the mooring equipment from the lifting area to the forecastle. The following equipment, provided by the Export Tanker, shall be ready to use on the forecastle head when the Mooring Master boards: 2 messenger lines, minimum 26mm diameter (3in circ) x 200m in length, and one heaving line.

The area contained within the co-ordinates listed below forms the Block PM-305 restricted area that must not be entered by the Export Tanker without a Terminal Mooring Master onboard. The FSO and the adjacent fixed production platform are equipped with synchronised navigation lights displaying the following characteristics: ..... Colour Acrylic clear lens. Range 10nm (approx). Signal Mo "U" 12secs. In addition to the 10nm white "U" lights, the FSO mooring buoys are each fitted with 360° white lights visible for 5nm and flashing every 10 seconds. The FSO is also fitted with a 2nm range red Morse code "U" light on each bridge wing.

A tidal range of 1.8m can be expected between the lowest and highest astronomical tides.

The terminal is an open, unsheltered mooring, there maybe times when mooring operations will be inadvisable. Under these circumstances, the terminal will be closed until conditions improve. The winds tend to blow in successive pulsations, periods of comparatively fresh winds followed by periods when the wind is less strong. At times, the wind freshens to force 6 or 7, while at other times it does not exceed force 3. The frequency of force 7 winds is estimated to be about 1% in most of this season, probably reaching 2% or 3% during Dec, the month of greatest frequency. From May- Oct the winds are predominantly SW'ly.

The terminal maintains a continuous watch on VHF Channel 16 and Masters are to establish radio contact when they are within range. After initial contact, the terminal is able to select any of the 80 available public VHF channels for use as a working channel, but Channel 06 will normally be used as the working channel. Communications shall be made in the English language. Masters of Export Tankers are reminded that if Export Tankers are requested to anchor to await berthing, it is their responsibility to maintain a constant listening watch on Channel 16 to receive terminal instructions. The Malaysian Government Customs, Immigration and Port Health officials may board the Export Tanker at the same time as, or after, the Mooring Master. They will provide inward and outward clearance.

All incoming Export Tankers must advise the terminal of their ETA at the anchorage area on departure from their last port of call and 72, 48 and 24 hours before arrival. These messages must be copied to the Operations Manager of TML in Kuala Lumpur. The first message should also include a completed Export Tanker Pre-Arrival Questionnaire.

Customs and Health Officials require the following forms to be provided by the Export Tanker Master: ..... The Mooring Master will act on behalf of the terminal to sign acknowledgement of each Export Tankers Notice of Readiness, which should be tendered at the time of arrival at the anchorage. Due to restricted berthing, notice of readiness will only be counter signed by the Mooring Master between 0700 and 1700hrs or on completion of mooring if outside this range.
