Mellitah (LYMTH)

Mellitah Terminal consists of two SBM buoys, for loading crude or condensate and a jetty with two LPG and one bulk sulphur loading berths.

Mellitah is located on the N coast of Libya, 85km W of Tripoli.

Harbour: Draught 10m, 17,500DWT Offshore: Draught 17.2m, 160,000DWT

Vessels requiring to anchor and wait for a berth should proceed to the anchor/waiting area centred 1nm NW of Fairway Buoy. Prohibited anchorage: Anchoring prohibited E of a line joining Mellitah Lighthouse and the Fairway Buoy, due to subsea oil and gas pipelines in the area.

Sea buoy, fairways and channels: Mellitah Fairway Buoy (32°54.86'N 012° 15.64'E), in about 40m of water depth. The buoy is equipped with a white light flashing the Morse code letter "A", with a luminous range of 12 miles and with a radar reflector and beacon responding with Morse code "M". Mellitah Jetty is a conspicuous navigational point on the coastline, length 2,200m in a 024° direction. It has a lighthouse on its seaward extremity. The pier berths are accessible through two channels for the E and W approaches approx 130m in length and 150m width leading to the turning areas, 300m for the LPG berths and 340m for the Suplhur berth, situated in front of each berth. A min depth of 13.0m MSL is assured at the berths and in the turning basins. The four corners of each channel are indicated by buoys and tricolour directional lights indicate the central axis of the channels.

A mooring master shall board the vessels in proximity of the Fairway Buoy. The mooring master shall perform an inspection of the vessel to assess the general conditions of manoeuvrability, of the mooring equipment and of the loading facilities, before the issue of the final acceptance of the vessel at Mellitah. SBM's: Mooring gangs may be supplied for assistance in mooring and for hoses connection at the SPM. SBM No 1: 1 x 16in nylon super hawser, 60m in length plus 1 x 76mm chafe chain 11.9m in length. SBM No 2: 1 x 17in grommet rope hawser, 45m in length plus 1 x 76mm chafe chain 7.9m in length. Mooring at the Jetty's Berths: Vessels cleared for loading LPG or solid sulphur shall be moored at the jetty's either at the LPG berths (one each at the E and W sides of the jetty) or at the single, dedicated for solid sulphur berth (at the E side of the jetty). Once the vessel has been accepted for mooring and loading, she will manoeuvre and proceed toward the jetty under her own power. Two harbour tugs shall be available for the manoeuvre and shall be made fast fore and aft before entering the access channels by tug's own towing lines. The channels shall be negotiated at the minimum speed necessary for steering. Once across the shallow water ridge, the vessel shall manoeuvre appropriately with the assistance of the tugs, in way to further reduce her speed down to a complete stop, turn around in the evolution areas and moor, "side to" and "head out" at the programmed berth with the help of line boats and dockers. The shallow water limits beyond the evolution areas are marked by unlighted yellow coloured buoys. A minimum of 3 head and stern lines, 2 fore and aft breast lines and fore and aft spring lines are requested.

Pilotage is compulsory. A mooring master shall board the vessels nominated for loading at the anchorage/waiting area (1nm NW of the Fairway Lightbuoy, or at the Fairway Lightbuoy) and advice for the approach and mooring at the facilities. A pilot ladder/combination should be rigged on the starboard side of the tankers scheduled to moor at the SPM. GPL and sulphur carriers will be instructed on which side their ladders should be rigged.

Limits of Operations: Maximum wave height at the jetty berths is 1m, while at the SPM it is 3m. Maximum acceptable wind speed is 25kts, but lower wind speeds might dictate the operations. Min arrival draught is Mean draught + 0.022 x LOA, approx 30% of SDWT.

2 x 3,040kW harbour fire fighting tugs. Two workboats are used for the handling of mooring ropes and floating hoses. Compulsory for berthing at the jetty, made fast with tugs lines before entering the channel, optional for SPM's.

Prevailing winds: W to NW'ly in the spring, changing to NW to N'ly in the summer. Gales are infrequent near the Libyan coast but N winds may reach force 7 in squalls and cause heavy surf on low coast.

Initial ETA should be sent via local agent 7 days prior to arrival or as soon as possible when leaving previous port. Arrival Draught: Any vessel calling at Mellitah in ballast conditions, should draw an acceptable fore and aft draught, consistent with the weather conditions. The minimum requirements, MARPOL Regulation 13.2 Annex 1: Mean draught = 2m + 0.022 x LOA, corresponding roughly to about 30% of the SDW. Trim by the stern not greater than 0.015 x LOA.
