Vessels entering Cul-de-Sac Bay during daylight shall fly their national flag and continue to do so during daylight hours when moored. All vessels of foreign registry while in the harbour shall fly the St Lucian flag.
General notices & regulations
Gauging: All tanks must be open for visual inspection and sampling, from the deck, through ullage or sighting ports, prior to and upon completion of load/discharge operations. Where applicable, inert gas within the tank will be maintained at its minimum positive pressure. Closed Loading: Cargo tanks will remain inerted at all times during the load/discharge operation. Loading will be accomplished with all ullage, sounding, and sighting ports securely closed. Venting: Gases displaced by incoming cargo should be vented to the atmosphere through the vent stack risers or through constant velocity valves. Either method should ensure gases are taken clear of the cargo deck. Mooring: Vessels are not permitted to moor at the terminal without the specific permission of the terminal manager. Transit: Only vessels inbound or outbound from Cul-de-Sac Bay may use or be present in the Cul-de-Sac approach area. No vessel shall enter Cul-de-Sac Bay except for the purpose of using the facilities located therein and then only in compliance with directions of the terminal manager. Loading or discharging must not start until the master or chief officer has: Signed a certificate acknowledging receipt of Buckeye's terminal regulations. Displayed warning notices in prominent locations onboard "No Smoking", "No Naked Lights", "No Visitors". Jointly executed a Buckeye "Declaration of Inspection" with the terminal representative certifying that all necessary valves ashore and abroad are properly set; that the agreed loading/discharging signals are understood and that all other matters relating to safe cargo transfer operations are being carried out. ..... Ballast draughts: Forward Aft Vessel DWT (m) (m) Under 20,000 3.6 5.4 20,000-35,000 4.2 6.0 35,000-50,000 4.5 6.4 50,000-85,000 5.4 7.3 85,000-150,000 6.4 8.5 150,000-200,000 9.7 10.9 These are minimum draught guidelines. Vessels over 270,000DWT must have not less than 0.9m of water over the vessel's propeller and not more than 3.0m of trim by the stern. These guidelines will be adjusted as weather and vessel handling characteristics dictate. Advice concerning any variance will be provided to the vessel by the pilot in ample time to prevent any unnecessary delays to vessel's ballasting. All vessels must be able to operate through their full range of manoeuvring speeds from full ahead to full astern. Vessels not capable of meeting the above will not be docked until the vessel is fully operational.
Health regulations
Pratique is required and will be granted by the customs/immigration or health official boarding the vessel. Quarantine is required only if vessel is coming from a plague infected area or if illness of a suspicious nature or there is a death (from any cause) onboard. The master is obligated to report to the Buckeye Terminal office if any of the above circumstances occur well in advance of the vessel's arrival at the pilot station in order that the health officials may be notified failing which the vessel may be delayed. Rat guards are required only if a vessel is coming from a plague infected area.
Notices of readiness
Notice of Readiness to load or discharge is a warranty that the vessel is in all respects ready to load or discharge and that all of the vessel's equipment (including, but not limited to tanks, pumps, valves and pipelines) is ready and fit to load or discharge petroleum and/or petrochemical products. Buckeye reserves the right to refuse acceptance of such NOR unless the vessel is in all respects ready to load or discharge. A vessel will not be deemed ready to load or discharge and pumping will not commence until the senior deck officer shall have executed and delivered to Buckeye the Declaration of Inspection Prior to Bulk Cargo Transfer. For tendering purposes a vessel will be considered as having taken arrival when it reaches the pilot station 2.5nm due W of Bananes Point. A vessel's NOR will not be accepted until the vessel has initially reached this point and notified Buckeye by VHF. Vessels loading at the terminal will be allowed a maximum of 36 hours berth time in which to complete operations, time will count from first line ashore to the last line let go. Not included will be delays caused by: ..... 1. Shore operations 2. Weather conditions 3. Traffic controls Vessels are required to vacate berths promptly upon completion of cargo handling operations (loading or discharging operations as the case may be). Permission to lay alongside at any time the vessel is not engaged in cargo handling operations if allowed, will be granted in writing by the Buckeye terminal manager. If any vessel fails to vacate its berth upon completion of cargo handling operations and expiration of free laytime for dock usage as outlined below, the vessel will be responsible as follows: ..... A. To pay dock demurrage at the rate of US$1,000 per hour or a prorata share thereof for a fraction of any hour. B. To hold Buckeye harmless for any demurrage and damages incurred as a result of other vessels awaiting berth or for any other consequences of its failure to properly vacate the berth. The following rules shall govern the determination of demurrage: ..... A. One hour free laytime will be allowed after completion of cargo loading operations. This free time will start at the time cargo hoses are disconnected from the vessel's manifold on completion of loading or discharge of cargo. Vessels awaiting cargo papers and/or customs clearance must vacate the berth within 1 hour of such completion and move outside to wait for their papers. B. Four hours free laytime will be allowed for ballasting after discharge operations. C. Ballasting times for VLCCs will be handled on an individual basis for each vessel.
