Tripoli (LBKYE)

The port consists of a quay and lighter harbour protected by a breakwater running East to West.

Summer.

Tripoli is situated on the NW coast of Lebanon, about 15nm S of the border with Syria and about 80km N of Beirut.

Harbour: Max draught 16m, LOA 199m, Beam 32.26m. CBM/SBM's: Draught 18.3m, LOA 338m, 250,000DWT.

Approximate 2,000,000t of cargo, 54,000 TEU and 600 vessels are handled annually.

Tripoli roadstead is divided into N and S anchorage areas by a line drawn from Ras el Lados to Ramkin Islet, 7nm WNW. The N area is used by tankers waiting to berth at the oil terminal. In the S area, anchorage may be obtained 0.9nm NNW of the head of Jetee du Large in a depth of 13.0m. An approach may be made with Tower of Lions bearing 156° open WSW of Chateau de Raymond, or on the alignment 163° of Tower of Lions and Tripoli hospital, 1.5nm SSE. During NE gales anchorage may be obtained SW of El Mina in a depth of 18.0m, with Chateau de Raymond, bearing 095° and with the W extremity of El Bellan bearing 005°. Anchorage and passage

The approach channel is 13.0m in depth. The vessel manoeuvring area has a depth of 12.0m. Tripoli is approached through a fairway passing seaward of Jazrirat Ramkin (34° 30.0'N 035°46.0'E) and is entered through a dredged channel between W and E breakwaters. Approach: From a position approx 8nm WNW of Jazirat Ramkin (34°30.0'N 035° 46.0'E), the track leads E, passing N of Jazarit Ramkin, to a position approx 1nm N of Jazirat an Nakhl (34°29.7'N 035°46.4'E). The track then leads SE to the pilot boarding position 1.5nm N. For vessels bound for the oil terminals, the track leads a farther 2.25nm E to the oil terminal pilot boarding position, and then to the berths required. Side Channel: Sanani Channel, 2nm NW of El Mina, leads between the extremity of a shoal extending NW from El Mina and Sanani Islet which is 4m in height. The channel has a least width of 0.35nm and a least depth of 11.9m in the fairway, as it is unmarked it should not be used without local knowledge.

Vessel to be berthed will be boarded by the mooring Master 2nm NW of Tripoli Breakwater Head. The mooring master will remain onboard the vessel throughout the berthing /loading /unberthing operations and will advise shipmaster on approaches to the berth, mooring, unmooring, connecting the submarine hose, and other operations within the berthing area. All manoeuvring within the loading berth shall be done only in accordance with the advice of the mooring master. In all cases and circumstances, the vessel's master will remain responsible for the vessel. Gear to be proved by the vessel: ..... 1. Anchor to be fitted with marker buoys and 37m line. 2. Four good mooring lines of not less than 275m each and of a suitable size for the vessel. Two additional 275m lines securely tailed to the first lines for cases where 275m may not reach to the stern buoys initially. 3. For vessels of 50,000DWT and larger, powered mooring winches with 365m of wire rope. 4. Four suitable rope stoppers to be available aft. 5. Two good chain stoppers for use on 14cm circumference wires (preferably) carpenter's patent stopper) 6. Two good 12cm circumference boat ropes 84m long, placed one on each side of the vessel. 7. Two good ropes, 275m x 9cm circumference, and two heaving lines for lowering hoses.

Compulsory. Pilot boards in position 34°29.55'N 035°49.13'E. For tankers, the boarding position is 1.5 to 2nm NE of the harbour entrance. It is requested that tankers of 40,000DWT and over should have rigged, when in light condition, an accommodation ladder lowered to about 3.6m above the water. A pilot ladder should be rigged immediately abaft the accommodation ladder, to within 60cm above the water.

Ramkin Islet Light, (white tower 5.0m in height), exhibited on Ramkin Islet. A lightbuoy is located in position 34°30.0'N 035°52.28'E. Signal Station provides a good landmark, in position 34°27.46'N 035°52.58'E.

Range 0.3m.

There are 5 tugs, 250-700hp available in the dry cargo port. There are no tugs at the oil terminal, but a mooring barge is available for the connection of hoses.

Masters can use coastal radio stations of Port Said and Larnaca for passing messages. Inmarsat communication is possible and is recommended. VHF: Port: Ch 13 and 16. International Terminal: Ch16, range approx 15nm. Callsign ''TOIL TRIPOLI''.

For officers and crew, a customs allowance of 40 cigarettes per day of vessel's estimated stay in port is granted. Penalties for non compliance are very heavy since Customs authorities are very strict. Immigration: Board vessel immediately upon arrival and shore passes are thereafter issued to all members of the crew. There are no restrictions on crew/passengers as long as they will be sailing with the vessel. Visas are not granted for arriving crew/passengers for the vessel's stay in Lebanon. A transit visa, valid for 24 hours, between the port and airport is granted for joining/leaving crew.

Special forms for immigration/quarantine and harbour master will be delivered by the agent upon the vessel's arrival.

The master is to telex/cable his vessel's ETA 7, 3, 2 and 1 day prior to arrival to the attending agents. The 3 day message is to include the date/time of arrival, arrival draught, number of crew/passengers, LOA, beam and cargo tonnage, The terminal should be advised at least 48 hours prior to arrival, of the vessels cargo requirement, bunker requirement, whether the vessel will be able to load on arrival and confirm that the ballast to be discharged in port is clean.

Vessels calling at Lebanese ports must have never called at any Israeli port and/or been owned by Israeli interests.

Free pratique can only be granted after vessel's arrival/berthing. Special forms will be delivered by health authorities representative attending on the vessel's arrival. Ship Sanitation Control and Exemption Certificates can be renewed.

NOR should be tendered upon vessel's arrival at anchorage. However, for tankers and as per local practice (disputes remain subject to Charter Party terms) NOR is accepted at the time of hose connection.

Approaching vessels must remain in contact with Lebanese Patrol Brigade "Oscar Charlie" on VHF Ch 16/11 when at 20, 12, 6 and 1.0nm from port as well as on arrival at anchorage or berth. Same procedure applies on sailing. Vessels not adhering to Patrol Brigade instructions are heavily penalised.
