General notices & regulations
Fog Routine: ..... 1. Announced on VHF Ch 11, 13 and 73 when visibility is so low that normal shipping movements would be dangerous. Vessels of over LOA 20m should obtain permission from QHM on Ch 11, before moving in the harbour or its approach channels. 2. In addition to normal reporting, vessels should inform QHM on Ch 11 if inbound at Outer Spit Buoy or if outbound when requesting permission to leave berth, of the following: a. Any defect in navigational equipment or restriction in manoeuvrability b. ETA at harbour entrance 3. Any changes to (a) or (b) should be notified immediately. Traffic regulations: 1. Special regulations concerning vessels constrained by their draught and vessels restricted in their ability to manoeuvre are in force within the limits of the Dockyard Port of Portsmouth and Port of Southampton under which the following vessels should exhibit the shape and lights and in restricted visibility sound the appropriate sound signal for a vessel "constrained by their draught". 2. A vessel having a draught of 10.5m or more A vessel of LOA 220m or more A vessel of 100,000DWT or more These signals should be shown in addition to the lights prescribed for a power driven vessel 3. Any vessel other than a "vessel not under command" or a "vessel restricted in ability to manoeuvre" should, if the circumstances permit, avoid impeding the safe passage of a vessel which is displaying the shape or lights for a "vessel constrained by draught" and should allow such vessels freedom to alter course and speed as necessary to maintain her planned track 4. A vessel "not under command" and a vessel "restricted in ability to manoeuvre" should exhibit the appropriate shapes and lights and in restricted visibility should make the appropriate sound signals. Dredgers are an exception 5. A vessel showing the signal for a "vessel constrained by draught" when inbound from Nab Tower to Southampton is at particular risk from outbound vessels when: Off the entrance channel to Portsmouth Off North Sturbridge Lightbuoy and shaping a course to pass S of Ryde Middle shoal 6. It follows that vessels proceeding seaward from Portsmouth, and from Southampton N of Ryde Middle shoal, should take every precaution to avoid embarrassing an inbound vessel showing the shape or lights for a "vessel constrained by draught", and in particular should avoid a crossing situation 7. A vessel "constrained by draught" and a "vessel restricted in ability to manoeuvre" must have permission from QHM, Portsmouth or the Harbour Master, Southampton, before navigating in the Dockyard Port of Portsmouth or Port of Southampton respectively. Special regulations concerning tankers: Gas tankers: 1. All gas tankers loaded, partly loaded or not gas free, navigating between Warner (50°43.9'N 001°04.0'W) and N Sturbridge Lighbuoys should contact QHM Portsmouth, for traffic information 2. Gas tankers in transit within The Solent may not enter an area in which the visibility is less than 0.5nm. Gas tankers when navigating between Hook Lightbuoy (50°49.5'N 001.18.3'W) and W Bramble Lightbuoy in Thorn Channel and between East Bramble Buoy (50°47.2'N 001°13.6'W) and Calshot Lightbuoy in North Channel shall be given the sole occupancy of these channels.
