General notices & regulations
Jetty Regulations: The Master of the vessel should acknowledge understanding and acceptance of the safety requirement set out in the ''Ship/Shore Safety Check List'' by having the document completed and signed. Intention of this should be confirmed before berthing. A copy of the following documents should be passed to the Master, by the agent, for his acknowledgement of these regulations immediately upon berthing: ..... Safety Requirement Letter. Ship/Shore Safety Check List. Terminal Information Book. The cargo to be discharged is non-volatile residual fuel oil. For the purpose of the regulations "non-volatile" means petroleum having a flash point of 60°C or above as determined by the closed cup method. Vessels not gas free from previous crude or low flash point cargoes will not be permitted to berth at the terminal. Mooring: The Master is responsible for the safe berthing of his vessel. Prior to berthing the vessel should establish VHF radio contact with Cloghan Point Terminal and Belfast Harbour Control. The vessel should inform the agent, Customs, port health or other authority as appropriate. The vessel should have: ..... 1. A Belfast pilot onboard. If the vessel is over 50,000DWT the Pilot must be accompanied by an assistant. 2. Tugs in attendance. 3. Mooring contractor on stand by. 4. Sufficient number of mooring lines, heaving lines, messengers, stoppers, lashings and line throwing apparatus on hand. 5. Anchors ready. 6. Adequate number of ships personnel available. Instructions given by the terminal in relation to the line up of the vessel's manifold and the jetty unloading arms should be adhered to. The vessel should be moored to the satisfaction of the vessel's Master, the pilot and terminal engineer. Vessel moored at the jetty: The Belfast pilot should remain onboard during the time the vessel is berthed at the jetty. A constant bridge watch should be maintained at all times. Sufficient mooring ropes of good quality and adequate strength in relation to the size of the vessel should be used. Tension winches may be used providing they are attended to and operated manually if weather or sea conditions warrant this. Mooring lines should be regularly inspected and tended so that they remain in a taut condition. Fire wires and emergency pilot ladders: Fire wires of not less than 3.5in circumference are to be rigged as far forward and aft as practicable and secured on the bitts with not less than 5 turns. The eye of the wire is to be maintained close to the water at all times. A pilot ladder should be rigged ready for use and secured to the rail of the main deck on the off shore side of the vessel. The ladder should reach the water at all times. Markings, lights, signals and flags on vessels: Draught and Plimsoll markings should be clearly visible. Light or flag signals in accordance with international regulations should be displayed. Working decks and gangway should be adequately illuminated during darkness. The vessel's gangway is to be used and should be rigged in a position agreed with the Terminal Engineer. Responsibility for securing and attending the gangway rests with the vessel. Vessel's main engines: The vessel's main engines must be kept in a state of readiness for use at short notice. If circumstances warrant that repairs to main engines have to be carried out while the vessel is moored alongside the jetty, permission for this has to be obtained from the terminal engineer and will only be given if sufficient number of tugs are engaged by the vessel for the duration of the repairs. Propeller movements are not allowed whilst the vessel is moored alongside the jetty without permission from the terminal engineer. Permission will not be given while unloading arms or shore gangway are in use. Repairs: No repairs will take place during the discharge of cargo which are likely to cause an explosion or fire hazard. For any other repairs a permit should be obtained. No naked lights should be used or burning/welding take place at any time while vessel is moored alongside the jetty. Overside scaling, painting and repair activities are not permitted to be carried out by the vessel's crew members nor by contractors from the jetty or berthing dolphins without permission of the Terminal Engineer. Smoking: Smoking will be limited to enclosed accommodation and spaces designated by the ship's Master. Smoking is not permitted on open deck or in the jetty installation. Smoking is not permitted on open deck or anywhere on the jetty installation . Tank cleaning: Cleaning of cargo tanks is not permitted while vessels lie alongside the jetty. Animals: No animals should be landed at the oil terminal. Ships pets should be kept under control and are not allowed to leave the vessel. If a ship's pet does escape, this should immediately be reported to the terminal engineer. Closure of the jetty installation: In the event of adverse weather conditions, strike, lockout, act of God, war or any other circumstances the vessel may be requested to leave the terminal and the terminal be declared closed for such periods as circumstances warrant. Ship to shore checklist: A safety checklist will be issued to the vessel's Master and should be completed before cargo discharge commences. This must be signed by the Master and terminal engineer.
