Port Said (EGPSD)

The port is an artificial harbour, formed by breakwaters, with multipurpose facilities handling liquid cargo, dry bulk, general cargo, containers, Ro-Ro and passengers.

Port Said is situated at the northern entrance to the Suez Canal, a bypass channel having been constructed between Km 17 and the Mediterranean Sea so that canal traffic can avoid the port except vessels entering the Canal through the Eastern channel.

LOA 400m, draught 16.5m, beam 61.514m, 272,353DWT.

Approx 49,000,000t of cargo, 4,000,000TEU, 3,000 vessels,36,000 passengers handled annually.

North Approach Anchorages Area: Allocated for vessels with deep draught, between 31°23.4'N 032°16.2'E and 31°24.8'N 032°20.2'E, Southern Approach Anchorage Area: Between 31°21.3'N 031°16.2'E and 31°22.0'N 032°20.6'E, for all vessel types.

Main Channel is 8km in length, 13.8m depth, East Verge Channel is 19.5km in length, 18.2m in depth. Two breakwaters protect the main port entrance channel; the western breakwater is about 3.5nm long, and the eastern breakwater is 1.5nm long approximately. The main harbour depth is 13.7m. Navigating channels for Port Said East Port: Outer Channel 13km in length, 250-350m width and 18.5m depth. Inner Channel 3.8km length, 250-350m width and 16.5m depth. Turning Circle 715m diameter and 16.5m depth. The approach area for the port is the area of the Suez Canal Authority in the Mediterranean Sea at hectometre (120m).

The Suez Canal Authority's Regulations state that: At least 6 flexible mooring ropes of appropriate size for the vessel, in good condition, fitted with spliced eyes, must be in readiness for any emergency, at suitable points on deck. For vessels equipped with tension mooring lines, likely to produce sparks by their manipulation is absolutely forbidden onboard petroleum tankers, LPG or LNG or any vessel carrying inflammable substances. It is recommended that: ..... 1. One of the ropes which is selected as "First line ashore" must be of floating material to ensure quick securing to the shore. 2. Wires should not exceed 5.5 circumferences to facilitate handling. 3. All vessels should have 2 fire ropes (wire) made fast 1 forward and 1 aft, hung over the vessel's side ready for use in case of emergency.

Pilotage is compulsory for all vessels over 300t. Pilot should be contacted on arrival, VHF Ch 12 and 16. Suitable pilot ladder or combination ladders must be used.

The port is bordered, seaward, by an imaginary line extending from the western breakwater boundary till the eastern breakwater end from the seaward direction. From the southern side, it is bordered by an imaginary line extending alongside the Suez Canal width from the end of connection channel till the eastern side of Suez Canal bypass.

Master's must contact their agents 48 hours prior to arrival and give the following information: ..... 1. Name and nationality of vessel plus ex-name if any. 2. Suez Canal GT and DWT. 3. Whether they intend transiting or merely stopping in the port and, in this case, the duration of stay. 4. ETA. 5. Whether they carry dangerous cargo, stating quantity and class according to IMO regulations, also where stowed.

Customs: On berthing, Customs Officers will attend to check the ship's bonded store according to the list prepared by the Master. There is no alcohol allowance for ships crews whilst in port, cigarettes only are allowed. Penalties for non compliance are large. Immigration: The Immigration Officer is the first person to board after the pilot, he checks the Seaman's Books and issues the shore permits for crew members. Nobody is allowed to board the vessel before the Immigration clearance. Crew and/or passengers cannot leave the vessel before the attendance of the Immigration Officer.

..... 1. Ship's certificates such as Registry, Radio Safety, Pollution, Construction, etc, which should be ready and valid on arrival. Originals will be collected by the state agent for the purpose of declaring the ship's arrival with the Mercantile Marine Bureau and issuing the permit of departure on completion of cargo operations. 2. Crew Lists: State agent requires 2 copies Health Officials require 1 copy Immigration Authority require 1 copy Customs officials require 1 copy 3. Seaman's Books of crew members which will be reviewed by the Immigration officer. 4. Copies of Bills of Lading and Manifest, collected by state agent. 5. Bonded Stores List, collected onboard by Customs Officer. 6. Vaccination Certificates, reviewed by Health officials. Cargo documents (copies of Bills of Lading and Manifest) should be in possession of state agent prior to ship's arrival for the purpose of approaching cargo receivers to enable them to manage the necessary formalities. Special forms, for completion by the Master, will be delivered to him by the pilot, Immigration and state agent. Departure documents: 1. Customs release 2. Arrival report + 2 copies 3. Departure report + 2 copies 4. Maritime inspection license 5. A photocopy of Registration Certificate and International Convention 69.

The initial ETA should be sent to the vessel's nominated, state owned agent 7 days prior to arrival. Arrival confirmation should be sent 72 and 24 hours prior to arrival. The arrival confirmations should be sent through the protecting agent, if any, who will consequently convey messages and/or owner's instructions to the state agent and other involved parties. The ETA message should include: ..... 1. In addition to normal ETA (date and time of arrival) the type and quantity of cargo to be loaded/discharged should be advised. 2. Arrival draughts forward and aft. 3. Any requirements.

Hoisting of the Egyptian flag on arrival is essential. If the flag is not available on arrival the Master may request one, through the agent, upon berthing. On arrival to Port Said vessels are required to show the following flags: ..... 1. Pilot signal 2. Call letters 3. Quarantine flag 4. Immigration signal, flags TP by day, or ED light above 2 white lights by night 5. The signal required by Suez Canal Authority regulation to denote the nature of any Dangerous Cargo Onboard

Vessels arriving with cargo to be discharged, or for loading cargo, will not be berthed unless receivers or shippers are ready with the necessary documents duly approved by the state agent/Customs. Convoys: First convoy starts at 0100hrs until 0500hrs. Second convoy starts at 0700hrs until 0900hrs, with arrival limit of 0300hrs. For vessels due to arrive after limit time, contact 24 hours prior to arrival. Transit speed is normally 14km per hour, except loaded VLCC's, LPG, LNG, loaded tankers and heavy bulk carriers when the speed during northbound transit is 13km per hour. Booking Convoys: Vessels should notify the Suez Canal Authority (SCA) 5 days in advance of the intended transit, provided the vessel arrives within the time limits stipulated. A fine is imposed by the SCA if the vessel does not transit on the notified date, therefore it is imperative to alter or cancel any such notification at least 24 hours in advance. Towage and Convoying: At Port Said Harbour tugs may be placed at the disposal of Masters if the Suez Canal Authority deems it necessary. Vessels manoeuvring in the harbour are required to provide their own hawsers; wire towage hawsers are not allowed. The Suez Canal Authority may order that certain defective vessels, or vessels carrying dangerous cargoes, shall be towed or convoyed in the canal by one of the Authorities' tugs. With the exception of certain cases involving fire, grounding, etc, the Master of a vessel utilising a tug placed at his disposal has the exclusive direction and control of the manoeuvres of both the vessel and the tug. Shipowners are authorised to have their vessels towed or convoyed by their own tugs, or tugs belonging to third parties, upon their entire responsibility. Free pratique is granted immediately on the ship's arrival if not coming from an infected area. Pratique cannot be applied for by radio. Ship Sanitation Control Exemption Certificates can be renewed if expired.

NOR should be tendered by cable, fax or telex on the ship's arrival off the port, then in writing when the agent boards. Tendering is in accordance with the terms and conditions of the relative Charter Party.
