Heltermaa (EEHLT)

The port is a border crossing point for international traffic and harbour is able to provide service for cargo ships, yachts and other small crafts. Main function of the port is to serve ferry boats operating. Other than that the port is able to process bulk cargo, forest products and general cargo.

Summer Zone for vessels over 100m in length and Winter Seasonal Area for ships of 100m or less in length, Winter Nov 1 to Mar 31, Summer Apr 1 to Oct 31.

Heltermaa is located on the E coast of the island of Hiiumaa.

LOA 118m, beam 20m, draught 4.6m.

Anchorage may be obtained in a depth of approx 4m, mud, approx 3nm ENE of Heltermaa and approx 0.5nm N of the approach fairway. Local knowledge is essential to avoid the shoals with depths of 1.8m and 3.7m over them respectively, approx 0.6nm WNW and 0.3nm WSW of this position.

During mooring, Harbour Supervisor shall be present at the quay for location vessels assigning or processed cargo.

Any dangerous cargo received from cargo vessels, shall be stored and delivered in the port in compliance with regulation no. 25 of 1 June 2002 by the Minister of Transport and Communications and to also comply with the following international documents; IMDG Code (International Maritime Dangerous Goods Code) and IMO circular no 675 by Maritime Safety Committee "Recommendations on the Safe Transport of Dangerous Cargoes and Related Activities in Port Areas" (MSC/Circ. 675). The Harbour Master's Office shall be informed of dangerous goods arriving in the port for loading on a cargo vessel in compliance with the minister's regulation indicated in art. 1.6.3.

Agent or captain of a vessel shall at least 4 hours before the vessel's arrival at the port provide the border guard region with the following detailed data: ..... Document 1. Name of vessel 2. Number of crew 3. Number of passengers 4. Cargo 5. Port of Departure 6. Infectiously diseased or possibly infected persons on board Agent or captain of a vessel shall notify Harbour Master on the fulfilment of all leaving formalities and submit a preliminary notice on leaving the port. The preliminary notice shall include the following information: ..... Document 1. Name of vessel 2. Time of leaving 3. Destination port 4. Gross tonnage of the vessel, length, width, draught with cargo 5. Number of passengers 6. Description and quality of cargo

Agent or captain of a vessel calling at the port shall provide further details to Harbour Master's Office 6 hours and 2 hours before the vessel's estimated arrival at the pilot station. Agent or captain of a vessel entering inland sea from foreign waters shall notify the border guard and pilot service 2 hours before the vessel entering the inland sea.

Captain of the vessel shall notify Harbour Master of a possibly infected person on board.
