Shantou is located in the Province of Guangdong, 209km from Xiamen to the E. The port is at the mouth of the Han Jiang, Rongjiang and Lianjiang rivers at the S'ly end of the Straits of Taiwan and is considered one of 18 pivotal ports in China.

LOA 349m, beam 43.01m, draught 14.5m, 120,633DWT.

Approx 40,000,000t of cargo and 1,800,000TEU handled annually.

Pilotage is compulsory for all foreign vessels. Pilots must be requested 48hrs prior to arrival, through contact with the Port Office directly, or through ships agents. The harbour limits pass through the E extremity of Dezhou Dao and Gui-Yu.

Shantou Bay Bridge (23°20'N 116°45'E) has a vertical clearance of 46m. The Dangshi Bridge, 4.8 miles W, has a vertical clearance of 38m.

The tide is irregular and considerably influenced by prevailing winds. East winds, with a velocity greater than 10 knots, may cause higher water levels, later HW, and earlier LW than predicted. West winds tend to have the opposite effect. Tidal rise may amount only to 0.6 to 0.9m for a number of days during the Southwest Monsoon season. After 1 or 2 days of calm, the water level falls, with the consequence of more water than charted usually found on the bar. Tidal currents set directly through Luyu Shuidao (Te Chou Men), the entrance channel to Shantou Gang, except during the ebb current, when a branch sets along the N side of Lu Yu (2319'N 116°46'E), 57m high, lying the entrance to Shantou Gang. The flood current occurs from 1 to 2hrs after LW until 1 to 2hrs after HW; the ebb current occurs from one to two hours after HW until 1 to 2hrs after LW. Eddies form NW of Lu Yu, particularly with the flood current. The flood current within the anchorage off Shantou occurs from 1hr30minutes after LW until 45minutes after HW. The ebb currents from 45 minutes after HW until 1hr30minutes after LW. The current on the S side of anchorage turns before that on the N side. The flood current attains a rate of 2 knots, while the ebb current can attain a rate of 4 knots.

There are 5 tugs available with max 3,400hp.

Prevailing winds: Variable. However the port is subject to 3 or 4 typhoons each year. Annual precipitation: 167cm. Fog: There is an average of 22 days of fog annually, between Jan-Apr, only 2 days affect navigation. Ice: The port is ice free. Prevailing wind: NE'ly at a frequency of 17%. The max wind velocity in the port is 65kts. Typhoons occur between May and Nov, mainly during Jul and Sep. Typhoons occur for an average of 11 days each year with an average velocity of 55kts and 90kts at the most, mainly NE'ly and E'ly, lasting for 2 to 3 hours each time. Operation in the harbour and anchorage is affected when winds exceed force 8. Rainfall: The average annual rainfall is 1,554mm, rain occurs mainly between Mar and Sep. The number of days on which storms occur is 80. Mist: Fog mainly occurs between Jan and Mar for an average of 33 days, lasting for 3 hours between 0500-0800hrs and occasionally up to 6 hours. During the fog, navigation of passenger vessels is affected while handling operations in the port are unaffected.

Vessels calling at Chinese ports are recommended to use Shanghai Radio (callsign "XSG") and Tianjin Radio (callsign "XSV") for passing messages at long range. Both stations work throughout 24 hours. Allowances: The allowance for officers and crew are 2 cartons of cigarettes and 2 bottles of liquid which must be included in the Crew's Effects Declaration to the Customs House. There is a penalty for non compliance. The punishment for additional liquids varies according to the brand. Immigration: Shore Passes are issued to each crew member after the Master has submitted/shown all the necessary documentation required to the Immigration officer. This includes General Declaration, Crew's Effects Declaration, Crew List and passports. Crew are allowed to proceed ashore with a Shore Pass and their passport. All crew must be back onboard by 2400hrs. The crew are restricted to the city area and will be fined if they proceed outside this area. All foreign crew members should obey all the laws and practices of the PRC.

The Master should advise of the vessel's ETA to the state agent, or through the local agent to the state agency, 72, 48 and 24 hours prior to the vessel's arrival at the pilot station. The ETA message should include the time and date of the vessel's arrival and salt/fresh water draughts. If there is any dangerous cargo onboard, the Master should also report details of that cargo including description, packaging, IMO code and gross/net weight. Should the vessel's ETA or other circumstances change, prior to arrival, the Master should send further messages.

The national flag of the PRC, which is not old, damaged or colour faded, must be displayed in addition to normal Interco flags. Other flags are not to be displayed without permission from the Harbour Master.

The Master should be aware of the following regulations when the vessel is under normal commercial operations: ..... 1. Before adjusting ballast water, lowering lifeboats, inspecting the main engine, testing/using radio or painting the outer hull, the vessel should apply to the Harbour Master in writing. 2. When taking bunkers or welding, in addition to first obtaining permission of the Harbour Master, the work must be done under the Harbour Master's supervision. 3. There must be crew available at the top of the gangway to adjust it as required. A safety net must be securely rigged under the gangway. 4. The Master must arrange for a duty officer to be available to solve any potential problems during the vessel's loading and discharging and he should liaise closely with shore personnel. 5. Whilst at anchor, a duty officer must maintain a VHF watch on the nominated channel. 6 Vessels should complete discharge/loading before 1700hrs in order to meet the last Customs clearance; otherwise vessel should wait until next day for sailing.

When a vessel departs its previous port, prior to calling at a Chinese port, it should apply for pratique by radio. Once the vessel arrives in port, the Quarantine officer boards to carry out an inspection. Before pratique is granted, the vessel must fly the Interco "Q" flag and no crew are allowed to proceed ashore. Ship Sanitation Control and Exemption Certificates can be renewed in all Chinese ports licensed for handling international vessels.

Normally NOR should be tendered according to the relevant clause in the Charter Party. If there is no special clause then it should be tendered according to the actual working hours of the port.

The vessel's agent will send instructions to inbound vessels through the coast radio station being used or via Inmarsat. The instructions usually include the time and position of the pilot boarding. The Master is required to confirm receipt of messages to avoid delays to the vessel.
